FULTON COUNTY ARTS COUNCIL
The Arts Council shall be composed of fifteen (15) residents of the county. Initially,
each member of the Board of Commissioners shall appoint two persons to serve on
the council, one person to serve for a one-year term and one person to serve a
two-year term. No term of any member shall extend beyond the term of the District
Commissioner who appointed the member to serve on the Arts Council Board;
thereafter, each year, each member of the Board of Commissioners shall appoint
one member for a two-year term. Each member may continue to serve beyond
his/her term until replaced. The Chairman of the Arts Council shall be appointed to
a two-year term by a majority vote of the Board of Commissioners. The Council
shall elect a Vice-Chairman and a secretary from its membership.

meeting on July 22, 2026, reappointed the following appointees for terms ending

Public Comment - Citizens are allowed to voice County related opinions, concerns,
requests, etc. during the Public Comment portion of the Commission meeting.
Priority for public comment will be given to Fulton County citizens and those
individuals representing businesses or organizations located within Fulton
County, including their employees, whether such persons are commenting
in-person, via emails or via Zoom or other electronic media (i.e., phone call).
Non-Fulton County citizens will only be heard after all in-person Fulton
County citizens, representatives of business and organizations located within
Fulton County, including their employees, have been heard and the time
allotted for public comment has not expired, except as otherwise provided in
this code section. County staff shall verify the residency of each public
speaker prior to such person being heard by the board. Speakers will be
granted up to two minutes each. Members of the public will not be allowed to
yield or donate time to other speakers. The Public Comment portion of the
meeting will not exceed sixty (60) minutes at the First Regular Meeting, nor
will this portion exceed sixty (60) minutes at the Second Regular Meeting. In
the event the 60-minute time limit is reached prior to public comments being
completed, public comment will be suspended and the business portion of the BOC
meeting will commence. Public comment will resume at the end of the meeting. For

Behavioral Health and Developmental Disabilities
Request approval to replace one (1) voting member of the seven (7) members of
the Fulton County Opioid Abatement Advisory Council (“Opioid Advisory Council).
Behavioral Health & Developmental Disabilities (BHDD) requests approval of one
(1) nominee, Shawn Mason, as a voting member of the Fulton County Regional
Advisory Council for the Opioid Abatement Program. This nominee shall fill the spot
vacated by former member Robin Buckley and will serve as a survivor of the
disease of addiction as a person with lived experience, as specified in the council's
requirements. This nominee shall serve at the pleasure of the Board of
Commissioners up to an initial term of two (2) years.
The Opioid Advisory Council shall consist of the following voting members: (1) a
designee of the Fulton County Sheriff’s Office, as nominated by the Sheriff and
confirmed by the Board of Commissioners; (2) a member designated by the
executive team of the Fulton County Department of Behavioral Health and
Developmental Disabilities and confirmed by the Board of Commissioners; (3) a
member of the Fulton County Board of Health, as nominated by the Fulton County
Board of Health and confirmed by the Board of Commissioners; (4) an academic
member with a background in substance use and recovery, as nominated by the
Director of the Fulton County Department of Behavioral Health and Developmental
Disabilities and confirmed by the Board of Commissioners; (5) a substance use
disorder treatment provider within Fulton County licensed by the Georgia
Department of Community Health (DCH), as nominated by the Director of the
Fulton County Department of Behavioral Health and Developmental Disabilities and
confirmed by the Board of Commissioners; (6) a survivor of the disease of addiction
or a family member who has lost a loved one to the disease, as nominated by the
Director of the Fulton County Department of Behavioral Health and Developmental
Disabilities and confirmed by the Board of Commissioners; (7) a designee of the
Fulton County Superior Court, as nominated by Fulton County Superior Court
Administration and confirmed by the Board of Commissioners.
These seven (7) voting members shall serve at the pleasure of the Board of
Commissioners up to an initial term of two (2) years. In addition, the Director of the
Fulton County Department of Behavioral Health and Developmental Disabilities
shall serve as an ex-officio member of the Council, providing insight and guidance
without holding voting rights.

Government and the University of Georgia Research Foundation, Inc. (UGARF) to
provide the Certified Public Manager’s Training Program (CPM or Certified Public

annually, with an initial term beginning July 1, 2026 and ending June 30, 2027, and
four (4) automatic one-year renewal terms for a total potential contract value not to

BOARD OF HEALTH (FULTON COUNTY)
The Board of Commissioners has four appointees, pursuant to HB 885 (2016) and
Georgia Code Section 31-3-2 (2016). One member shall be the chief executive
officer of the governing authority of the County and shall serve as a member while
holding their offices as chief executive officer of the governing authority of the
County. One member to be appointed by the governing authority of the County
shall be a physician actively practicing in the County; however, the governing
authority may appoint a person licensed as a nurse or dentist under Chapter 26 or
11 of Title 43, or any other person having a familiarity with and concern for the
provision of medical services in the County. One member to be appointed by the
governing authority of the County shall be a consumer, a representative of a
consumer, or a person from an advocacy agency or group, which member will
represent on the Board the County’s consumers of health services. And one
member to be appointed by the governing authority of the County shall be a
consumer member who will represent on the Board the County’s needy,
underprivileged, or elderly community. Initial terms are staggered. After these
initial terms, members appointed shall take office the first day of January
immediately following the expiration of the immediately preceding term of that office
and serve terms of six years and until their successors are appointed and qualified.
