Hyperscale data centers are being built across the country to run cloud computing and AI — and each one lands on a specific local grid, water system, and tax base. Here’s what the technology actually is, who’s behind it, and why the decisions happen at your county or city meeting.

What is a data center?

A data center is a building — increasingly a sprawling multi-building campus — full of computer servers that store data and run software for others over the internet. A hyperscale data center is the largest class: a single campus can occupy hundreds of acres and draw as much electricity as a mid-sized city. The biggest operators are the cloud and AI companies: Amazon Web Services, Google, Meta, Microsoft, and specialized developers like Equinix, Digital Realty, QTS, and Vantage.

The recent surge is driven by artificial-intelligence workloads, which need enormous amounts of computing power packed densely together. That density is what turns a data center into a local infrastructure question rather than just another warehouse.

Who’s behind it

Two kinds of companies show up in a project. Hyperscalers (the cloud and AI giants) either build their own campuses or lease capacity. Developers and colocation providers build the shells and sell space inside them. Behind both sits the electric utility that has to supply the power, and the local government that approves the land use and, frequently, the tax deal. Following a project means following all four.

Why it matters

  • Power demand and grid strain. A single hyperscale campus can request hundreds of megawatts — enough to reshape a region’s power planning and, in some places, delay the retirement of fossil plants or push new costs onto other ratepayers.
  • Water and cooling. Many designs use large volumes of water to cool servers, drawing on the same local supply as households and farms. Others use more electricity to avoid water — a trade-off worth understanding.
  • Tax abatements. Projects are often recruited with property-tax breaks, PILOT agreements, and sales-tax exemptions that can run for decades. The jobs a finished data center supports are real but modest, so the fiscal math deserves scrutiny.
  • Zoning and land use. Campuses usually require rezoning or a special-use permit — the moment residents actually have a say. It’s also the moment most easily missed on a crowded agenda.
  • Decisions happen locally. Most of what matters is decided by a planning commission, city council, or county board — bodies that answer directly to residents who show up.

Where the decisions get made

Unlike a policy set in a distant capital, a data center is approved in your community: a rezoning hearing, a special-use permit, a utility contract, an incentive vote.
