City of Dacono Scholarship Awards
The City received seven applications from eligible high school seniors. Each
applicant demonstrated outstanding accomplishments and potential, making
the scholarship selection process particularly difficult. In recognition of their
achievements, all seven applicants were selected to receive a scholarship.

Administrative Professionals Day
April 22, 2026
WHEREAS, administrative professionals play an essential role in coordinating the office
operations of business, government, educational institutions, and other organizations and,
WHEREAS, administrative professionals are vital contributors in today’s team-oriented work
environment and are key front-line public relations ambassadors for their organizations, and,
WHEREAS, the work of administrative professionals today requires advanced knowledge and
expertise in communications, computer software, office technology, project management, time
management and organization, customer service, and other vital office management responsibilities, and
most importantly, have the willingness to learn and accept new challenges, and,
WHEREAS, Administrative Professionals Day is observed annually in workplaces around the
world to recognize the important contributions of administrative support staff and is sponsored by the
International Association of Administrative Professionals, and,
WHEREAS, Administrative Professionals Day highlights the integral and central role that office
professionals play in modern business, and,
WHEREAS, the City is extremely proud of our talented and highly skilled Administrative
Professional staff and officially recognizes and appreciates their hard work, support, and continued
professional growth;

Councilmember Rogers moved to approve the consent agenda as presented. The vote was
unanimous, with Mayor Morehead declaring the motion carried.
General Business
Mayor Morehead asked Councilmembers if they had any disclosures regarding the public hearings,
including conflicts of interest, relationships with applicants, or ex parte communications. Councilmembers
Plain, Crespo, Martinez, Rogers, Stainbrook, and Vince reported none. Mayor Morehead also reported no
disclosures.
A. Public Hearing and Consideration of Ordinance 1012, Approving an Annexation
known as Front Range Farms Annexation, on Second Reading; and Consideration of
Ordinance 1013, Zoning Property Annexed to the City of Dacono and known as the
Front Range Farms Annexation, on Second Reading.
Mayor Morehead opened the public hearing.
Matt Hengel with Westside Investment Partners, representing the applicant, TBRB, LLC,
8350 E Crescent Parkway, Suite 200, Greenwood Village, CO, was sworn in by City Clerk

Valerie Taylor and presented a brief report.
Associate Planner John Michael Lawler presented his report.
Mayor Morehead asked about the height of the buildings and whether they plan to go to 75’.
Mr. Hengel stated that it is very much on the high end and provides flexibility.
Mayor Morehead asked the applicant to discuss how this impacts the neighborhoods’ power
and water. Mr. Hengel stated that the Colorado PUC ensures that data centers do not cause
rate increases for residents. All upgrades to the transmission lines, new generation sources,
and grid stabilization will be paid for by the end user. Mr. Hengel stated that power prices
will go up, but not due to the data center. Water will be on a closed-loop system and will not
be a water hog. They will fill it with 20,000–30,000 gallons, and it runs through the cooling
system.
Mayor Morehead asked about noise pollution. Mr. Hengel stated that if you are right up next
to the building, you might hear some humming.
Councilmember Rogers stated that there needs to be some research down the road
regarding health concerns. Jennifer stated that the Council will need to follow existing
standards when making their decision.
With no further comments, Mayor Morehead closed the public hearing.
Councilmember Plain moved to approve Ordinance 1012, Approving an Annexation known
as Front Range Farms Annexation, on Second Reading. The vote was unanimous, with
Mayor Morehead declaring the motion carried.
Councilmember Vince moved to approve Ordinance 1013, Zoning Property Annexed to the
City of Dacono and known as the Front Range Farms Annexation, on Second Reading. The
vote was unanimous, with Mayor Morehead declaring the motion carried.
B. Public Hearing and Consideration of Ordinance 1010, Adopting by Reference the 2024
Edition of The International Fire Code with Certain Amendments, on Second Reading.
Mayor Morehead opened the public hearing.
Deputy City Manager/Community Development Director Marc Kurbansade presented his
report.
Councilmember Rogers asked whether there were any changes to this code that would
make it more difficult for people doing business out of their homes. Marc stated that newly
constructed homes may be affected by price increases resulting from changes to the
building code.
With no further comments, Mayor Morehead closed the public hearing.
Councilmember Vince moved to approve Ordinance 1010, Adopting by Reference the 2024
Edition of The International Fire Code with Certain Amendments, on Second Reading. The
vote was unanimous, with Mayor Morehead declaring the motion carried.

Public Works Director Bobby Redd presented his report.
Councilmember Martinez moved to approve Resolution 26-24, Approving a License and Use
Agreement for BMX Facility and Operations. The vote was unanimous, with Mayor
Morehead declaring the motion carried.
D. Consideration of Resolution 26-25, Adopting an Addendum to the 2022 City of
Dacono Outfall System Plan Addressing Godding Hollow Basin Areas within the City.

Subject: Resolution 26-26, a Resolution Concerning a Reduction in the Amount of Certain
Residential Building Permit Fees During the Month of June 2026.
Presenter: Marc Kurbansade, Deputy City Manager
Background: Each June, the Dacono City Council temporarily reduces specific fees associated
with residential building permits to encourage property improvements among residents. This
reduction applies to application, plan review, and inspection fees. Eligible projects include the
alteration, repair, or enhancement of existing residential structures and the construction,
modification, repair, or improvement of accessory structures such as garages, additions,
carports, sheds, and fences. Please note that the use tax remains applicable.
All required permits must be obtained before beginning any work. Projects initiated without the
necessary permits will be subject to double permit fees. Additionally, all work authorized under
the permit must be completed by September 30, 2026. Failure to meet this deadline will result in
the assessment of all standard fees, including the full building permit fee, plan review fees, and
inspection fees.
In 2025, the City issued 11 “Almost Free” building permits under this program. Per the City’s
contract with SAFEbuilt, fees for related residential services during June will reflect the reduced
fee amount received by the City of Dacono.

Recommended Action: Staff is recommending approval of Resolution 26-26.

RESOLUTION NO. 26-26
A RESOLUTION CONCERNING A REDUCTION IN THE AMOUNT OF
CERTAIN RESIDENTIAL BUILDING PERMIT FEES DURING THE MONTH
OF JUNE 2026
WHEREAS, the City Council desires to encourage residents of the City to
upgrade and improve their residential properties; and
WHEREAS, a temporary reduction in the amount of certain fees associated with
the issuance of building permits for such upgrades and improvement would assist in
providing such encouragement; and
WHEREAS, the Council intends that such reductions shall pertain to the
alteration, repair, or improvement of existing residential structures and to the
construction, alteration, repair, or improvement of structures associated therewith, such as
garages, additions, carports, sheds, and fences; and
WHEREAS, the Council intends that, during the period of such fee reductions,
permits and inspections must still be obtained for all such erection, alteration, repair, or
improvement;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF DACONO, COLORADO:
Section 1.
No building permit fee, plan review fee, or inspection fee shall be charged
or collected by the City Building Official for any permit which meets all of the following
requirements:
A.

The building permit shall be issued between June 1, 2026, and June 30,
2026.

B.

The permit shall be for:

1.

Alteration, repair, or improvement or additions of an existing
residential structure classified as a Group R occupancy under the
International Building Code as adopted by the City (IBC); or

2.

Erection, alteration, repair, or improvement of a structure
associated with an existing residential structure and classified as a
Group R or MH occupancy under IBC code; and

Work under the permit shall be completed by September 30, 2026; and if
not so completed, all applicable fees, including the full building permit fee
and all applicable plan review fees and inspection fees shall be paid, and

no certificate of occupancy shall be issued until all such fees have been
paid.
Section 2.
Any permit for which fees are not charged pursuant to Section A shall still
be subject to payment of the following:
A.

Payment of any applicable use taxes;

Section 3.
Notwithstanding Section 1 of this resolution, any person who has
commenced work for which a permit is required under the IBC, without first obtaining a
permit for such work, shall be charged the full amount of fees applicable to such work
under the Code.

Subject: Public Hearing and consideration of Resolution 26-27, a resolution granting a second
extension to the deadline for compliance with a condition of approval for Ridge Lands Filing 2
Subdivision.

Background:
On April 28, 2025, City Council approved the Final Subdivision Plat and Final Development Plan
for Ridge Lands Subdivision, Filing No. 2 (Resolution 25-29). On October 27, 2025, City Council
approved a first extension of the approval expiration (Resolution 25-61).
The applicant is requesting a second extension to complete the conditions of approval and
continue coordinating with potential homebuilders to allow for concurrent development with
other Ridge Lands filings. If approved, the expiration date of the original approval would be
extended to October 28, 2026.

Recommended Action: Staff recommends approval of Resolution 26-27, a resolution granting
a second extension to the deadline for compliance with a condition of approval for Ridge Lands
Filing 2 Subdivision.

RESOLUTION NO. 26-27
A RESOLUTION GRANTING A SECOND EXTENSION TO THE DEADLINE FOR
COMPLIANCE WITH A CONDITION OF APPROVAL FOR RIDGE LANDS FILING 2
SUBDIVISION
WHEREAS, by Resolution No 25-29 adopted by the City Council on April 28,
2025, the City Council approved a final subdivision plat and PUD final development plan
for Ridge Lands Filing 2 Subdivision, conditioned on all construction plans for the public
improvements being approved, final plat and FDP mylars being submitted to the City for
recording, the Subdivision Agreement and Water Dedication Agreement being fully
executed, and the Improvement Guarantee required by the Subdivision Agreement being
provided to the City, all within six (6) months of the date of approval; and
WHEREAS, by Resolution No. 25-61 adopted on October 27, 2025, the City
Council approved an extension of this deadline to April 28, 2026; and
WHEREAS, the applicant has requested a second extension of time to meet this
condition of approval, and the City Council has held a properly noticed public hearing on
such request pursuant to Section 2 of Resolution No. 25-29; and
WHEREAS, the City’s current standards and specifications regarding sidewalks
require five-foot (5’) wide walking surface; and
WHEREAS, based upon the testimony and other evidence presented at the
public hearing, the City Council finds this condition of approval should be amended as
set forth herein.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DACONO, COLORADO:
Section 1. The deadline for meeting the condition of approval set forth in
Section 2 of Resolution No. 25-29, which conditionally approved a final subdivision plat
and final development plan for Ridge Lands Filing 2, is hereby amended to provide a
six-month extension as follows:
On or before April 28, 2026 October 28, 2026, the condition of
approval set forth in Section 1 must be met, all construction plans for the
public improvements must be approved, final plat and FDP mylars must be
submitted to the City for recording, the Subdivision Agreement and Water
Dedication Agreement must be fully executed, and the Improvement
Guarantee required by the Subdivision Agreement must be provided to the
City. If timely submission of all items is not made, this matter will be
scheduled for a public hearing before the City Council, at which hearing the

City Council will reconsider its approvals granted herein. Written notice of
such hearing shall be provided to the applicant and published as required by
the Dacono Municipal Code. No extension of the time period set forth in this
Section 2 may be granted except by resolution adopted by the City Council.
Section 2. The extension approved in Section 1 is conditioned upon the
applicant revising the construction plans to provide for five-foot (5’) width of walking
surface for all sidewalks within the Subdivision. Any further extension of the deadline
extended by Section 1 of this resolution will require the construction plans to be updated to
conform with all provisions of the City’s then-current standards and specifications.

RE: Request for Extension – Ridge Lands Second Filing Final Plat (Resolution No. 2529)
Dear Mark,
On behalf of St. Bourke and the ownership team, I am writing to formally request a six-month
extension of the final plat approval for Ridge Lands Second Filing (Resolution No. 25-29).
We are currently in the final stages of negotiations and expect to be under contract with a
builder partner very soon. The requested extension will provide our builder partner with the
necessary time to complete due diligence for the project.
Additionally, we have reviewed Staff’s request to update the minimum sidewalk width to five
(5) feet with Filing 2, with the understanding that this development was originally approved
with a 4.5-foot-wide sidewalk. We appreciate Staff’s partnership and support and agree to
update the sidewalk width to five (5) feet.
We remain fully committed to the Ridge Lands project and to delivering on the long-term
vision for the community. We appreciate your continued support and collaboration, as well as
the efforts of City staff throughout this process. Please do not hesitate to reach out if you
