moratoria/moratorium process for Smoke and Vape Shops, to a Public Hearing at the
September 21, 2026 Zoning Commission meeting."

d.

To place on file notification from the Bristol Zoning Commission that the discussion
on Data Centers was tabled to the October Zoning Commission meeting in order to
allow more time to study the issue.

To place on file a positive referral for a C.G.S. Section 8-24 review for the sale of the
property located at Union Street, Map 31, Lot 4.

To place on file a positive referral for a C.G.S. Section 8-24 review for the sale of the

To award Contract 2P26-078, Inspection Services for Traffic Signal Upgrades to KS
Engineers, PC and to authorize the Mayor or Acting Mayor to execute any and all
documents necessary to effectuate said contract.

h.

To refer the potential sale of Centre Square Parcel 30-3 to the Planning Commission
for completion of a C.G.S. Sec. 8-24 Report, and to the City Council Real Estate
Committee for completion of C.G.S. Sec. 7-163e Public Hearing for the sale of
municipally owned property.

i.

To refer the potential sale of Centre Square Parcel 30-1 to Carrier Construction, Inc.
to the Planning Commission for completion of a C.G.S. Sec. 8-24 Report, and to the
City Council Real Estate Committee for completion of C.G.S. Sec. 7-163e Public
Hearing for the sale of municipally owned property.

a.

Ordinance Committee - To adopt amendments to Appendix D Flood Damage
Prevention, of the Bristol Code of Ordinances; that the City Clerk publish said
amendments and additions to the Code of Ordinances, and that they become
effective upon the expiration of 14 days from the date of their publication in a
newspaper of general circulation in the City of Bristol; and to waive the reading of
said ordinance.

b.

Ordinance Committee - To introduce the following amendments to Chapter 14,
Motor Vehicles and Traffic, Article IV Moving Vehicle Violations, Division 1, Sections
14-76 through 14-88 of the Bristol Code of Ordinances; to set Tuesday, October 6,
2026 at 4:50 p.m., in Meeting Room 1-1, City Hall, First Floor, 111 North Main Street,
Bristol, Connecticut for the holding of a Public Hearing by the Ordinance Committee;
that the City Clerk publish notice of said Public Hearing and the proposed
amendments to the Code of Ordinances as required by City Charter; and to waive the
reading of the proposed amendments to the Code of Ordinances to be introduced
this date.

a.

To award Contract Reappraisal and Revaluation for the October 2027 Grand List to
Municipal Valuation Services, LLC for $240,000 and to authorize the Mayor or Acting
Mayor to execute any and all document necessary to effectuate said contract.

b.

To authorize the Mayor or Acting Mayor to execute a contract amendment to
Contract 2C25-068 Brace Avenue and O'Sullivan Drive Storm Drainage, in the
amount of $44,676.75 with Martin Laviero Contractors, Inc., increasing the total
contract amount from $1,983,842.25 to $2,028,519.00.

12. Referrals to Planning Commission
a.

To refer 30 Cross Street, Assessor's Map 4, Lot 13-1, to the Real Estate Committee
for potential use as a joint regional training facility for the Fire and Police
Departments.

b.

To refer to the Planning Commission for a Connecticut General Statute Section 8-24
report the property known as Parcel 19-10, Perkins Street. This property consists of
7.5 acres of open space. This property is currently owned by the Clinton Roberts
Foundation. The purpose of the referral is to ascertain if the City of Bristol should
accept ownership.

a.

To discuss and take any action as necessary on litigation matter 780 JPC Holdings
LLC v. City of Bristol, Superior Court docket number HHB-CV-26-6105983-S.

b.

Discussion of potential acquisition of 116 Marsh Road, Bristol, CT, Assessor's Map
64, Lot 1-1; Marsh Road, Bristol, CT, Assessor's Map 64, Lot 1; Marsh Road, Bristol,
CT, Assessor's Map 61, Lot 16-1, and to take any action as necessary.
