The Siler City Board of Commissioners met for Regular Meeting on Monday, March 2, 2026, at
6:30 pm in the Joseph Moody Buckner District Courtroom with Mayor Matthews presiding.
Commissioner Boone gave the Invocation with the recitation of the Pledge of Allegiance and
Flag Ceremony by Scout Troop 922B . Commissioner Feezor gave the Mission statement and
Commissioner Alston recited the Vision statement.
ELECTED OFFICIALS: Cindy Bray, Albert Alston, Norma Boone, Donald Matthews, Travis
Patterson, Alec Hauser, and Michael Feezor.
ABSENT ELECTED OFFICALS: Curtis Brown.
TOWN STAFF: Town Manager Jack Meadows, Assistant Town Manager Kimberly Pickard,
Finance Director John O’Keefe, Public Works Superintendent Dillon Dispennette, Planning and
Community Development Director Timothy Garner, Chief of Police Brian Regan, Assistant Police

AGENDA ADJUSTMENTS/APPROVAL OF AGENDA

A motion to approve the agenda was made by Commissioner Boone seconded by
Commissioner Alston and unanimously approved.
A motion to approve the consent agenda which includes 3.1 February 16, 2026 Minutes, 3.2 Sale
of Surplus Report, 3.3 Board of Commissioners Rules of Procedure, 3.4 Board of Commissioners
Strategic Plan, 3.5 Personnel Policy Amendment Criminal Background Checks, 3.6 Volunteer
Background Check Policy, 3.7 Job Reclassications – Buildings & Grounds and Public Works, 3.8
Budget Amendment Water & Sewer Debt Payoff, 3.9 Employee Appreciation Resolution, 3.10
Government Finance Professionals Week Resolution, and 3.11 Scale Chatham Initiative was
made by Commissioner Boone, seconded by Commissioner Bray and unanimously approved.
PUBLIC COMMENT
Andrea Deyrup (684 Bradford Rogers Lane, Siler City): Siler City resident Andrea Deyrup voiced
concerns regarding rumors of a proposed rock quarry. Deyrup outlined potential risks
associated with such a development, including possible contamination of the Town’s drinking
water supply. Deyrup also referenced serious and potentially irreversible health impacts, such
as lung cancer, chronic obstructive pulmonary disease (COPD), and kidney disease, and shared
additional concerns related to the overall impact of the quarry.
Tony Williamson (684 Bradford Rogers Lane, Siler City): Siler City resident Tony Williamson
addressed the Board of Commissioners regarding the operations of a typical large-scale gravel
pit, noting that it can generate approximately twenty-ve to sixty-ve truckloads of gravel per
hour. Williamson explained that each truckload may carry between fteen and twenty-ve tons,

which could signicantly increase traffic and contribute to congestion at the already busy
intersection near the proposed rock quarry site.
PRESENTATIONS
Chatham Economic Development Corporation: Chatham Economic Development Corporation
(EDC) President Michael Smith delivered a presentation to the Board of Commissioners
regarding the Chatham County Economic Development Corporation. Smith outlined the
Chatham EDC’s office priorities, highlighted its small business partners, and discussed the
advantages of maintaining a strong economic development program, as well as the overall
need for economic development initiatives. Smith also reviewed information related to the
Chatham County tax base, the cost of community services, existing land uses, and the site
selection process. In addition, Michael Smith provided an overview of available economic
development incentives.
Chatham Middle School Soccer Team Championship Recognitions: Mayor Matthews, along with
Town Clerk Briana Martinez, presented recognition certicates to the Chatham Middle School
Soccer Team in honor of their championship victory. Mayor Matthews extended congratulations
to the team for their outstanding achievement in winning the Soccer Championship.
OLD BUSINESS

NEW BUSINESS
Mural Permit – 135 & 143 N. Chatham Ave: Planning and Community Development Director
Timothy Garner presented to the Board of Commissioners that Communities In Schools of
Chatham County requests approval to install a mural on the rear exterior walls of 135 N.
Chatham Avenue and 143 N. Chatham Avenue, facing the alley off W. Second Street. Garner
explained that the mural will consist of four (4) 2’ x 4’ panels affixed to the wall and will not be
painted directly on the building. Artwork will feature student submissions centered on the theme
“Shine Your Light.” Garner stated that town staff reviewed the request for compliance with the
Town’s Unied Development Ordinance (UDO) requirements for murals, including permitting,
design standards, signage regulations, maintenance responsibilities, and application materials.
Garner informed the Board of Commissioners that the proposal meets applicable ordinance
standards. Garner stated that staff recommended approval of the mural permit.

A motion to approve the submitted mural application was made by Commissioner Boone,
seconded by Commissioner Alston and unanimously approved.

NCDOT US 64 U-5737 Project – Pole Lighting Removal and Relocation: Public Works
Superintendent Dillon Dispennette informed the Board of Commissioners that the Town

currently has an encroachment agreement with the North Carolina Department of
Transportation for roadway lighting. Dispennette stated that the NCDOT plans to upgrade the
US Highway 64 corridor from the Walmart Shopping Center to the State Employees Credit
Union beginning in 2030. Dispennette included that the project will require removal and
reinstallation of one hundred fty-ve town owned berglass light poles. Dispennette added
that the NCDOT recommends installing the underground conduit during roadway construction
through a municipal agreement to minimize future disturbance. Dispennette provided the
estimated cost for the conduit installation is one hundred eighty-ve thousand three hundred
forty-nine dollars and seventy-six cents is to be billed to the Town upon project completion.
Dispennette detailed that the estimated monthly cost for the reinstalled light poles is three
thousand seven hundred thirty-three and ninety-six cents. Dispennette seeks for the Board of
Commissioners to authorize initiating a municipal agreement with NCDOT for the installation of
underground conduit for Duke Power lighting during construction.

A motion to authorize town staff to initiate a municipal agreement with the NCDOT in order to
have underground conduit installed for Duke Power lighting during their construction was made
by Commissioner Hauser, seconded by Commissioner Boone and unanimously approved.

Town of Siler City Purchasing and Finance Policy: Finance Director John O’Keefe presented to
the Board of Commissioners the new Town of Siler City Purchasing and Contracting Manual.
O’Keefe explained that the new manual provides clarication, statutory alignment, strengthened
internal controls, and consolidation of related expenditure policies into a single comprehensive
governance document, without expanding spending authority beyond existing statutory limits.

A motion to approve adopting the new Purchasing and Contracting Manual as presented was
made by Commissioner Boone, seconded by Commissioner Bray and unanimously approved.

Town Manager Jack Meadows provided monthly nancial report that was provided by Finance
Director John O’Keefe and informed the following important calendar dates to the Board of

Town Manager Jack Meadows informed the Board of Commissioners about recent news from
Wolfspeed following a phone call with Chris McCann and Mayor Matthews. Meadows stated
that in February, Wolfspeed announced the appointment of a new Vice President of Sales with
more than twenty-ve years of experience in the semiconductor industry. Meadows explained
that the appointment supports Wolfspeed’s continued global expansion of silicon carbide
technology, particularly in high-growth sectors such as industrial power systems and articial
intelligence data centers. Meadows noted that the move reects the company’s ongoing focus
on revenue growth and strengthening its position in the global market. Meadows also informed
the Board that the update can be found in the company’s news releases.
GOVERNING BODY COMMENTS
Commissioner Bray thanked Scout Troop 922B for their presentation on the Pledge of
Allegiance.
Mayor Matthews informed the Board of Commissioners that Town Attorney William Morgan
presented a resolution titled A Resolution of the Board of Commissioners of the Town of Siler
City, North Carolina, Requesting That the North Carolina State Board of Elections Conduct an
Investigation into the Residency and Electoral Qualications of Commissioner Travis Patterson for
the Board’s consideration and vote. Hauser read aloud North Carolina General Statute 160A-59
to both the Board and the audience. Hauser stated that Mayor Pro Tem Travis Patterson resides
within the town limits and described the allegations as unnecessary, expressing that pursuing

an investigation would be a waste of time and resources. Mayor Matthews responded by
explaining the basis for requesting the investigation and stated that he did not believe it would
be a waste of the Town’s time or funds.

A motion to approve A Resolution of the Board of Commissioners of the Town of Siler City, North
Carolina, Requesting That the North Carolina State Board of Elections Conduct an Investigation
into the Residency and Electoral Qualications of Commissioner Travis Patterson was made by
Commissioner Bray, seconded by Commissioner Boone and unanimously approved.

CLOSED SESSION

A motion to go into closed session at 7:38 pm § 143-318.11. (a) (3) to consult with an attorney
employed or retained by the public body in order to preserve the attorney-client privilege
between the attorney and the public body, which privilege is hereby acknowledged. General
policy matters may not be discussed in a closed session and nothing herein shall be construed
to permit a public body to close a meeting that otherwise would be open merely because an
attorney employed or retained by the public body is a participant. The public body may consider
and give instructions to an attorney concerning the handling or settlement of a claim, judicial
action, mediation, arbitration, or administrative procedure. If the public body has approved or
considered a settlement, other than a malpractice settlement by or on behalf of a hospital, in
closed session, the terms of that settlement shall be reported to the public body and entered
into its minutes as soon as possible within a reasonable time after the settlement is concluded
was made by Commissioner Boone, seconded by Commissioner Alston and unanimously
approved.
A motion to come out of closed session at 7:58 pm was made by Commissioner Boone,
seconded by Commissioner Bray and unanimously approved.

ADJOURNMENT
With no further business to discuss, the Board of Commissioners adjourned at 8:00 pm.

A RESOLUTION HONORING GOVERNMENT FINANCE PROFESSIONALS WEEK
MARCH 23-27, 2026
WHEREAS, Government Finance Professionals Week is recognized annually to honor the
dedicated public servants who manage, safeguard, and oversee the financial resources entrusted to
local governments; and
WHEREAS, government finance professionals play a critical role in ensuring fiscal responsibility,
transparency, accountability, and long-term financial sustainability for the communities they serve;
and
WHEREAS, the finance professionals of the Town of Siler City are responsible for budgeting,
financial reporting, auditing, debt management, purchasing oversight, and compliance with state
and federal laws, all of which are essential to the effective operation of Town government; and
WHEREAS, these professionals provide accurate and timely financial information that supports
informed decision-making by the Board of Commissioners, Town management, and the public;
and
WHEREAS, the Board of Commissioners recognizes and appreciates the professionalism,
integrity, dedication, and expertise demonstrated by the Town’s finance staff in their service to the
residents of Siler City;
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Town of Siler
City, North Carolina, that:
1. March 23-27, 2026, is hereby proclaimed Government Finance Professionals Week in
the Town of Siler City.
2. The Board of Commissioners expresses its sincere appreciation to the Town’s finance
professionals for their commitment to sound financial management, ethical standards, and
public service.
3. The citizens of Siler City are encouraged to recognize and acknowledge the important
contributions of government finance professionals to the Town’s fiscal health and overall
quality of life.
