For new development in this area, specific uses and densities are subject to the Roseland
Zoning Overlay District.
Mixed-Use Nodes
In accordance with the Roseland Zoning Overlay District, development of mixed-use nodes
is encouraged in the areas including, but not limited to Old Hundred Road at Brightwalton
Road/Roseland Avenue, Old Hundred Road in the vicinity of the Norfolk Southern Railroad
crossing, Brightwalton Road at Mt. Hermon Road, and in the vicinity of the intersection of
Old Hundred Road at Centerpointe Parkway. Mixed-use nodes should generally consist of
uses suggested in the Neighborhood Mixed-Use Residential Neighborhood 8 and Light
Business categories.

To discourage leapfrog development, subdivision development is
dependent upon the orderly and incremental extension of the public
gravity wastewater lines in accordance with the latest Chesterfield
County Water and Sewer Procedures and Specifications Manual, and
provisions for road improvements, including but not limited to,
completion of Powhite Parkway to Genito Road, and other public
facilities to accommodate demands resulting from development. Offsite extension of the public gravity wastewater trunk lines should not
exceed a distance of 3,000 feet from the nearest existing gravity line
as measured along the most reasonable route, as determined by the
Department of Utilities. In addition, residential zoning should be
phased, generally from east to west, from existing gravity
wastewater trunk lines, such that zoning does not occur beyond
3,000 feet from the location of existing lines at the time of zoning
application.
When trunk wastewater lines are within 3,000 feet, the following
uses would be appropriate:
o

Single family dwellings in subdivisions as outlined in the
Residential Neighborhood 2 land use category.

o

Neighborhood-serving, low-intensity commercial uses

o

Religious institutions and government buildings.
