This contract will provide the Public Works Department with
continuing professional engineering consulting services on an
as-needed basis.
Thirty-one submittals were received with award recommendation
to the top twelve firms (Jones Edmunds & Associates, Inc., Halff
Associates, Inc., Applied Sciences Consulting, LLC, Applied
Ecology, Inc., Drummond Carpenter, PLLC, Environmental
Science Associates Corporation, AtkinsRealis USA Inc., WSP
USA Inc., Land & Water Engineering Science, RES Florida
Consulting, LLC d/b/a E Sciences, Pennoni Associates Inc.,
Jacobs Engineering Group Inc.) in the total combined amount of
$13,200,000.00 ($1.1M per firm) for a five-year term, in
accordance with the Consultants Competitive Negotiation Act
(CCNA), per Florida Statute 287.055.
All the prime vendors have committed to utilizing multiple-certified
Small Business Enterprise (SBE) firms for engagements resulting
from this contract. Percentage goals are not established in
advance for the CCNA continuing contracts. When the County
utilizes a firm for an engagement, the requested department,
working with Economic Development, will ensure SBEs are
utilized.
This contract is used on an as-needed basis with no obligation to
spend the full amount of the contract or to spend in any given
year, with the obligation occurring upon issuance of work order
assignments (purchase orders). Funding is determined by the
individual work order assignment sourced to the agreement, and
actual expenditures are contingent upon work completed.

passenger terminal improvements project.
Seven firms were evaluated by written proposals, with the top two
shortlisted firms presenting. The top ranked firm, American
Infrastructure Development, Inc., is recommended for the award
in the amount of $1,742,865.82 in accordance with the
Consultants Competitive Negotiations Act (CCNA), per Florida
Statute 287.055.
Two certified Small Business Enterprise sub-consultants were
included in the award to AID; Advanced Systems Engineering,
Inc. in the amount of $163,506.92 and Master Consulting
Engineers, Inc. in the amount of $121,849.00 or approximately
17% of the total award amount.
This agreement is effective for two thousand three hundred
twenty days after the issuance of a Notice to Proceed by the
County.
This agreement is budgeted for in the Fiscal Year 2026 Capital
Improvement Plan Budget and six-year CIP at the St.
Pete-Clearwater International Airport in the Airport Revenue and
Operating Fund for the TIP (003343A). In the event that future
fiscal year funding is not available, the County maintains the
authority to terminate this agreement.

County’s use of five facilities at the St. Pete-Clearwater International
Airport, to change the date on which rent payable by the County to the
Airport is increased, from every 5 years, to annually.

Recommendation:

Approval of five Amendments to Memorandums of Understanding
(MOUs) between the County and the St. Pete-Clearwater International
Airport pertaining to the County’s use of five facilities at the Airport.

Pinellas County

A series of MOUs for each of the five facilities have been in place
for decades.
The current MOUs are scheduled to expire at the end of Fiscal
Year (FY) 2029 (9-30-2029) (with renewal for 5 years, through
end of FY34 (9-30-2034).
Under the current MOUs, annual rent payable by the County
(Construction & Property Management) to the Airport is due
October 1 of each year and increases every five years by the
increase in the Consumer Price Index-All Urban Consumers over
the prior 5-year period.
The rent increases every 5 years, instead of annually, and has a
significant impact on CPM’s budget every 5th year, making an
annual adjustment more desirable for budgeting purposes.
Funding for this agreement is included in the FY27 Proposed
Operating Budget for CPM in the General Fund. Funding for
future years is dependent on approval in the annual County
Operating Budget.

Center Inc. (MAC).

Agreement with the MAC for $2,225,000.00 and supports
renovations to the Morean Arts Center as part of the Capital
Projects Funding Program.
The project consists of expanded and renovated buildout of
building to include programmed space, exhibition and gallery
space, Chihuly Gallery, lobby, entryway, gift shop, retail space,
classrooms, artist galleries, and administration space.
The projected 10-year incremental benefits include:
o 76,000 attendees
o 30,900 room nights
o $18,000,000 direct spending
o $28,500,000 economic impact
o $244,500 Tourist Development Tax
Convention and Visitors Bureau (CVB) staff negotiated
advertising and marketing terms for a maximum return on
investment for the County.
Tourist Development Council recommended this and five other
capital projects for funding on February 19, 2025.
Board approved Tourist Development Council’s
recommendations on March 25, 2025, for a combined maximum
funding for all projects amount of $26,400,000.00.
The agreement includes a non-fiscal funding provision limiting
County liability to budgeted and available funds, with $2,225,000
anticipated to be budgeted in FY30 in the Tourist Development
Tax Fund under the Capital Project Funding Program .

Agreement for a not to exceed amount of $2,225,000.00 is effective for
three years from the date of execution by the County with construction
anticipated to commence no later than September 1, 2027 .

On January 20, 2026, CVB submitted revisions to the Capital
Funding Program Guidelines for FY26.
Among the revisions to the Program Guidelines adopted in FY26
was a provision that the Board of County Commissioners (BCC)
approve and establish a total pool of capital funding dollars
available to fund projects for the funding cycle.
This provision applies to Category D projects, which are the
projects funded through the Program.
Approval establishes the BCC’s $30,600,000.00 funding
framework for the FY26 TDC Capital Projects Funding Program,
consisting of $15,300,000.00 for traditional capital projects and
$15,300,000.00 for beach park facilities.
This action does not appropriate funds or approve individual
projects; rather, it establishes the maximum funding level to guide
the upcoming application and evaluation process.
Funding will be recommended for appropriation from the Tourist
Development Tax Fund closer to the time individual project
awards are considered by the BCC. A budget amendment may
be needed if appropriated funding is not available when an
agreement is signed.

The Board approved the current Bylaws on April 10, 2024.
The TDC discussed the proposed revisions on August 19, 2026,
and had no objections.

and authorize submittal of the amended Action Plan to the U.S.
Department of Housing and Urban Development (HUD).

Pinellas County

Following June 16, 2026, BCC Work Session consensus
recommendations, this amendment updates the previously
approved CDBG-DR Action Plan to improve program
implementation, strengthen HUD compliance, and increase
administrative efficiency.
The Substantial Action Plan Amendment:
o Clarifies condominiums as approved structure types for
our Reimbursement (RMB) Program, potentially assisting
147 active applicants;
o Sets a maximum RMB for Mobile Homes at $15,000.00,
proportionate to property value of structures;
o Establishes a minimum RMB award of $5,000.00 for all
applicants;
o Creates a relocation pathway for eligible manufactured
housing unit owners currently on leased land;
o Expands eligibility for RMB applicants to qualify for the
Disaster Relief Payment Owners Program and;
o Authorizes the use of grant funds to aid microenterprises
for our Small Business Program.
Resolution 26-XX authorizes designated County officials to
execute CDBG-DR documents; allows Board approval of
Substantial Amendments by motion; and authorizes the County
Administrator, or designee, to approve non-substantial and
administrative revisions consistent with HUD requirements.

Funding recommendations for the Fiscal Year 2026 Municipal Services
Taxing Unit Special Projects Funding Program.

Recommendation:

Approval of the Fiscal Year (FY) 2026 Municipal Services Taxing Unite
(MSTU) Special Projects funding agreements with 11 nonprofit
organizations and authorize the County Administrator to execute
advance funding agreements of up to $25,000 with Friends of
Ridgecrest, Greater Palm Harbor Area Chamber of Commerce and
Crystal Beach Youth Center.
Furthermore, delegate authority to the County Administrator to approve
and execute eight reimbursement funding agreements with East Lake
Community Library, East Lake Recreation, FEAST, Feather Sound
Community Services District, Greater Palm Harbor Branch YMCA, Palm
Harbor Library, Palm Harbor Parks and Recreation, and Unincorporated
Seminole Sports Association. The agreements will authorize a
reimbursement payment of up to $25,000.00 to each organization for
the projects described in the attached materials upon proof of project
completion.

Pinellas County

Eleven nonprofit organizations are recommended for funding to
support a range of projects, including a tutoring room renovation,
self-checkout library kiosks, trash cans and picnic tables, digital
signage and technology upgrades, rubber mulch for a
playground, facility improvements such as automatic
handicap-accessible doors, deck reconstruction, artificial turf,
audio-visual technology upgrades, a telehandler to support
maintenance operations, and replacement of a baseball field
backstop.
The Office of the County Administrator is recommending awards
for 11 projects in the amount of $260,500.00. Seventeen
applications were received totaling $392,750 in requested
funding. Staff will work with applicants not recommended for
future funding cycles.
This is the final cycle under the current criteria. Staff will bring the
revised criteria for next year, including limiting applications to
once every three years.
Funding for these agreements is included in the FY26 Adopted
Budget within the General Fund in the amount of $312,861.25.
Including this request for funding, a total of $53,361.25 will
remain available for Board approved MSTU projects with
$2,376,638.75 will have been spent and / or committed to date.
The proposed agreements contain fiscal non-funding provisions
in the event sufficient funds are not available in FY27.

Pinellas County

The Florida Legislature passed SB 594 which requires local
governments receiving State Housing Initiatives Partnership
(SHIP) funds to amend their LHAP to include a strategy to
address manufactured housing (mobile homes).
The new strategy must include relocation assistance for mobile
homeowners/tenants who have been evicted due to closure of a
mobile home park; lot rent assistance for up to six months; and
rehabilitation/emergency repairs.
Local governments are not required to fund the new strategy.
Staff does not recommend allocating funds to the strategy at this
time.
The Pinellas FY26/27 SHIP entitlement amount of $3,466,056.00
is currently allocated to homebuyer down payment assistance (up
to $75,000.00), home repair (up to $75,000.00) and affordable
rental housing development programs.
SHIP requirements include at least 75% of funds must be spent
on construction or rehabilitation of affordable housing; at least
65% of funds must be used for homeownership activities.
The amendment to the LHAP has no fiscal impact on the County.
Funding for SHIP is included in the FY27 Proposed Budget for
the Housing and Community Development Department in the
SHIP Fund. Funding for future years is dependent on approval of
the annual County Budget.

This contract will provide for all aspects of removal/transport,
storage, next of kin due diligence, cremation/burial and other
defined services, with statutory requirements for next-of-kin
discovery and facilitation of claims requiring body storage.
Unclaimed veteran burials are coordinated with the National
Cemetery for burial with honors.
The services provided under this contract are required per Florida
Statute Chapter 406 for the disposition of indigent and unclaimed
bodies.
A single proposal was received in response to the solicitation,
resulting in an award recommendation to the incumbent vendor,
Alife. Market research and outreach verified that Alife is the only
locally available source equipped to fulfill the contract
requirements.
The initial term of the agreement is for five years and is for a
not-to-exceed contract value of $2,750,000.00.
Funding for this agreement is included in the Fiscal Year 2027
Proposed Budget for Human Services within the General Fund.
Funding for future years is dependent on approval in the annual
County Operating Budget.

Recommendation:

Approval of the agreement with Gulf Coast Jewish Family & Community
Services, Inc. (GCJFCS) for the Behavioral Health Coordinated Access
Model (CAM).

This contract will provide for the implementation and operation of
the Pinellas County CAM by the contractor, GCJFCS. The CAM
will serve as a centralized intake service to streamline access to
care for people experiencing behavioral health issues.
Three firms submitted proposals, one of which, Bamboo Health
Inc., was determined non-responsive for failure to meet proposal
requirements. Following the evaluation processes, GCJFCS was
ranked as the highest-ranked firm and is recommended for
award.
The initial term of this agreement is thirty-six months with a
not-to-exceed amount of $2,519,236.40. There is also a provision
for one twenty-four-month term beyond the initial thirty-six-month
term if agreed upon by the parties.
This project is anticipated to be fully or partially funded with
City/County Opioid Settlement Funds for Fiscal Year (FY) 2027.
Funding for this agreement is included in the FY27 Adopted
Budget for Human Services within the Opioid Fund. Funding for
future years is dependent on approval in the annual County
Operating Budget.

Seven community agencies are recommended for awards in the
priority areas of food/nutritional services; homeless and housing
services; human services for disadvantaged residents, and
supportive services for an aging population. A breakdown of
recommended awards is attached. The grant award will be for
one-year project period commencing October 1, 2026.
Pinellas County Human Services administered a competitive,
online grant application which opened March 2, 2026. Fifty-nine
applications were received totaling $5,298,664.00 in requested
funding.
On May 6, 2026, following review and ranking of the applications,
the Social Action Funding Advisory Board voted to recommend
awards to 17 projects. However, to accommodate competing
community and budgetary interests for the upcoming fiscal year,
available funds allow for the award of seven of the recommended
programs who were previous awardees in FY26 to continue
operations. Awards range from $77,115.00 to $99,999.00.
If not approved Pinellas residents will experience a decrease in
community services including veteran home starter kits, support
services for homeless/runaway youth (16-24), vision services for
seniors, companionship for seniors, after school educational
opportunities for at risk youth, support services for chronically
homeless, and support personnel expenses for the largest food
bank in Pinellas County.
An amount not to exceed $667,403.00 in funding is included in
the FY27 Proposed Budget for Human Services within the
General Fund. A fiscal non-funding clause is included in each
agreement should funding not become available.

Pinellas County

Pinellas County Human Services administered a competitive
grant process for opioid abatement programs aligned with
OAFAB funding priorities and the Ernst & Young gap analysis.
The solicitation opened on March 31,2025; eleven applications
were received. The OAFAB completed rank and review on
August 12, 2025, moving three applicants to oral presentations.
After oral presentations on August 22, 2025, PAR received the
highest score and was recommended for negotiations for
BHUCC. On July 28, 2026, the OAFAB voted to recommend the
BHUCC Program as negotiated.
A LURA is included in the agreement to maintain the property use
exclusively to provide, coordinate, and/or facilitate substance use
prevention, treatment or wrap around services as approved by
the County through October 1, 2046.
The Board previously approved the OAFAB priority list on May
20, 2025 (Item 25-0569A). The services to be provided by the
BHUCC align with the priority Core Strategies and Approved
Uses identified in the Priority List.
The funding agreement is for an amount not to exceed $25M
through September 30, 2030. Total Agreement value is $25M
over a four-year term. This includes one year of capital and
start-up costs and three years of full-service delivery. Capital
costs are estimated at approximately $3.4M, start-up costs at
approximately $2.7M, and full-service delivery at approximately
$6.2M, per fiscal year.
The recommended agreement will be funded entirely through
Regional Opioid Abatement settlement funds. These funds are
accounted for in their own special revenue fund, separate from
the general fund. This will be the second OAFAB agreement.
Funding for this agreement is included in the FY27 proposed
Budget for Human Services Department within the Opioid
Abatement Settlement Fund. Funding for future years is
dependent on approval in the annual County Operating Budget.

Agency consistent with Pinellas County Code, Sec. 90-143.

field, dog park, multi-purpose trail, restroom facility, lighting, and
landscaping.
Pursuant to Rule 62D-5.074(1), F.A.C., the County dedicates the
project site in perpetuity as an outdoor recreation area for the use
and benefit of the public.
If the County converts any part of the project site or facilities
acquired or developed with grant assistance to other than a use
approved by FDEP, the County will be required to replace the
area, facilities, resource, or site at its own expense with an
acceptable project of comparable or greater value, scope, and
quality pursuant to section 673.9.3 of the Land and Water
Conservation Fund Program Grants Manual.
The Raymond H. Neri Community Park project, 002201A, was
completed in Fiscal Year (FY) 2026. Funding for the project is
included in the FY26-FY31 Capital Improvement Plan, funded by
the American Rescue Plan Act, Local Infrastructure Sales Tax
(Penny for Pinellas) and the LWCF grant program. Execution of
the Notice of Site Dedication and Limitation of Use is an

remain available for County fire response.
A Notice of Termination of Lease was provided to the City of
Dunedin on August 5, 2026. Pursuant to the terms of the Lease
Agreement, the lease will terminate upon execution of the Bill of
Sale transferring ownership of the vehicle.
Authorize County staff to execute a Bill of Sale, complete surplus
procedures, and proof of title transfer to Dunedin.
The transfer of this vehicle will end all current and future

pump stations elsewhere in the system which have been

Approve five appointments to the Pinellas County Construction
Licensing Board by the Board of County Commissioners as a whole for
a term of four years beginning on October 1, 2026.

Positions available for appointment/reappointment are:
o Licensed Electrical Contractor
o Registered Architect
o Consumer Representative, not affiliated with the
construction industry
o North County Building Official from one of the following
municipalities - Clearwater, Tarpon Springs, Dunedin,
Oldsmar, Safety Harbor, Belleair, Belleair Bluffs, or Largo
o Berach Communities Building Official from one of the
following municipalities - Belleair Beach, Belleair Shore,
Redington Beach, North Redington Beach, Indian Shores,
Redington Shores, Treasure Island, or St. Pete Beach
Names of applicants can be viewed on attached ballot.
The Clerk will disseminate the ballots to the Commissioners.
An advertisement for seven vacancies was released (see
attachment #1), however, no one qualified for the Licensed
Residential Contractor or Licensed General Contract applied.
We will readvertise for these two positions beginning September
25, 2026.

Chairman Eggers would like to reappoint Commissioner Scherer
to the PSTA for a full term of three years.

Resolutions to adopt final millage rates and budgets for Fiscal Year
2027 (Second Public Budget Hearing).

Recommendation:

Following a public hearing, adopt the resolutions approving the final
millage rates and budgets for Fiscal Year (FY) 2027.

On August 11, 2026, the County Administrator delivered the
FY27 Proposed Budget to the Board of County Commissioners.
The maximum ad valorem millage rates were certified to the
Property Appraiser on July 28, 2026, for inclusion in the Truth in
Millage (TRIM) notices.
The TRIM notices were mailed to all county property taxpayers
on August 17, 2026.
The First Public Budget Hearing to adopt the tentative millage
rates and budgets for FY27 took place on September 10, 2026.
o Amendments to the Proposed Budget and amendments to
the Tentative Budget have been addressed.
· The meeting has been duly noticed by the "Notice of
Proposed Tax Increase” and the “Summary of Proposed
Budget” legal ads, that were published in the September
20, 2026, edition of the Tampa Bay Times.
