Credit to DCF for surfacing this shift straight from the people architecting it — but notice what "schedule certainty" and "strategic control" actually mean here. It means the decision about what gets built next to your neighborhood, burning what fuel, increasingly happens in a boardroom, not a public utility commission docket.

Behind-the-meter gas turbines and on-site generation get pitched as a workaround for grid delays, but they're also a way to skip the review process that normally lets communities weigh in on emissions, noise, and land use. When a data center brings its own power plant, the usual regulatory checkpoints — the ones that at least give ratepayers a seat at the table — can get thinner or disappear entirely. That's a real cost, even when it doesn't show up on a monthly bill.
