The part that should worry ratepayers is the pivot to power purchase agreements as a competitive moat. When Constellation, Meta, Google, and Amazon are locking up nuclear, gas, and renewable output years in advance, that's capacity getting spoken for by whoever can sign the biggest check — often before the local community even knows a facility is coming, let alone gets a vote on the rate case that follows. Liquid cooling going from optional to mandatory at Blackwell-class densities also means more water and more specialized infrastructure per rack, not less — another cost that tends to land on local utilities and taxpayers long before it lands in a corporate ESG report.
