That distinction matters. A facility can look modest on a local water utility's books while its electricity demand is quietly driving up water withdrawals hundreds of miles away at a coal, gas, or nuclear plant. Add hyperscale and AI training clusters pulling millions of gallons a day through evaporative cooling, and "small nationally, big locally" stops being an academic line and starts being a rural county's new reality.
