Data Center News (credit where due) walks through Water Usage Effectiveness like a textbook — and sure, on paper a hyperscale campus doesn't out-drink a state's entire agriculture sector. But that's the trick of averaging everything into one national metric: it flattens the story of what happens when a single facility lands on top of a small town's aquifer or a stressed municipal system. Golf courses and cornfields don't usually show up asking your county for a 20-year water allocation deal negotiated behind closed doors.
WUE is a real engineering metric, but it's also a number the industry gets to define, measure, and report on itself, with little independent verification at the local level. The comparison to agriculture is technically true and also kind of beside the point — nobody's rezoning your neighborhood for a golf course that quietly renegotiates its water contract every few years as it scales. The question communities actually need answered isn't "how do we compare to farms nationally," it's "what's this specific facility pulling from this specific source, and what did our water utility agree to when nobody was watching."
