Credit to KXAN for catching this one early — rezoning votes are where the data center buildout actually gets decided, long before the drone footage of a finished building shows up. A single zoning change can lock in industrial-scale power draw, water use, and noise for a residential area, and once the land is entitled, residents have almost no leverage left.
What we want to know, and what KXAN's report should push on: who is the actual tenant or developer, what utility commitments has Round Rock made on power and water, and did the city get any enforceable community benefits — or just a vague promise of jobs and tax revenue? Central Texas is already one of the hottest data center corridors in the country, and every new parcel rezoned adds pressure to a grid and a water system that residents, not the hyperscalers, ultimately backstop.
