What the video doesn't have time to get into, and what we track, is who actually pays for that water. In drought-prone counties across the Sun Belt, campuses drawing millions of gallons a day are getting approved by county commissions and water authorities with little public notice, often the same week a tax abatement gets rubber-stamped next door. Cooling technology is a real engineering question. Whether your county should be handing over municipal water rights to a facility that employs a few dozen people permanently is a political one, and it's being decided quietly.
