Ill. | Approval of Minutes: A motion to approve June 22nd, 2026 Planning Commission
Minutes was made by Bert Seitz and seconded by Leigh McKinnon. A voice vote was
taken, and it was a unanimous, “Yes”.

e Chelsea Plaza Site Plan - (Case No. 2026-07-27-001SPR) - Submitted by Moiz Foulad (Bash &
Co) for property located at 16485 Highway 280, Chelsea, Alabama (Parcel #: 09-8-27-0-001-
021,000) containing +/- 14.53 acres zoned as B-2. A motion to approve the site plan, subject to
the City Engineer’s recommendation letter dated July 18th, 2026 and contingent on the approval
of fencing material, was made by Scott Weygand and seconded by Carlos Sanders. A voice vote
was taken, it was a unanimous, “Yes”.
e Chelsea Plaza Final Plat - (Case No. 2026-07-27-002FP) - Submitted by Garrett Prater
(Gonzalez-Strength & Associates) for property located at 16485 Highway 280, Chelsea, Alabama
(Parcel #: 09-8-27-0-001-021.000) containing +/- 14.53 acres zoned as B-2. A motion to approve
the final plat, subject to the City Engineer's recommendation letter dated July 18, 2026, execution
of the Memorandum of Understanding as outlined in the engineer's report, and the issuance of a
maintenance bond to provide a seal coat for Lot 4 was made by Bert Seitz and seconded by Leigh
McKinnon. A voice vote was taken, and the motion carried unanimously.
e Scott Weygand informed the Planning Commission that the City Council is requesting input from
both the Planning Commission and City staff regarding the City's zoning ordinance. Specifically,
the Council requested recommendations concerning the recent moratoriums on data centers and
new build-to-rent residential rental communities, as well as any additional updates,
amendments, corrections, or revisions that may be needed within the zoning ordinance.
I. Adjournment: There being no further business before the commission, a motion to adjourn was
made by Bert Seitz and seconded by Cody Sumners. A voice vote was taken, and it was a unanimous,
“Yes”.

Rezone Request — Pine Ridge

Richard Yeager is requesting Rezoning for his property Along Highway 11. The
proposed concept plans include 50 residential lots which could be 75’ width, and
minimum of 15,000 SF, by zoning. If recommended for approval, the developer
could develop the property in any way which meets the R-2 Zoning. On or about
the March of this year, the owner had submitted a proposed re-zoning which
included 58 lots. After discussion and public hearing, the planning commission
failed to reach a recommendation, and ultimately, the owner voluntarily withdrew
his request prior to being considered by the City Council. Based on my
conversations with the owners’ representatives, the intent was to withdraw the
original request and work with the city to develop a plan which could gain the
Planning commission’s recommendation. The New proposed plan has reduced the
total number of Lots and made some other minor layout changes.
| recommend acceptance of the request, and a motion to direct the city clerk
to set the public hearing at the next possible opportunity.

Re: Rezoning Request for 11880 Hwy. 11 (Pine Ridge Subdivision)
To Whom it May Concern,
February 25, 2026 — YP Chelsea, LLC filed a request to rezone 33.45 acres at 11880 Hwy. 11
from Agriculture to R2.
March 23 — The Planning & Zoning Commission received the request and moved to set a public
hearing for April 27.
April 27 — At the public hearing, residents of the adjacent Pine Ridge Subdivision opposed the
lots backing up to their neighborhood. No motion was made; the case was sent directly to City
Council for final action at the June 2 meeting.
June 2 — Ahead of the meeting, the applicant decided to revise the site plan to eliminate all Jots
backing up to Pine Ridge. To prepare this new site plan, the applicant withdrew the rezoning
request at the City Council meeting with the intention of submitting a new request and site plan at
a later date.
July 27 — The applicant submitted a new request with the revised site plan to rezone from
Agriculture to R2.
