“Members of the Public are advised that all PAGERS, CELLULAR TELEPHONES and any
OTHER COMMUNICATION DEVICES are to be turned off upon entering the City Council
Chambers.” If you need to have a discussion with someone in the audience, kindly step out into
the lobby. Under the Government Code, the Planning Commission may regulate disruptive
behavior that impedes the Planning Commission Meeting.
Disruptive conduct may include, but is not limited to:
• Screaming or yelling during another audience member’s public comments period.
• Profane language directed at individuals in the meeting room.
• Throwing objects at other individuals in the meeting room.
• Physical or verbal altercations with other individuals in the meeting room; and
• Going beyond the allotted three-minute public comment period granted.

any development, alter any development standard, or authorize construction of any kind.
STAFF RECOMMENDATION: ADOPT Resolution P-26-07 recommending that the
City Council ADOPT Ordinance No. 668, find the proposed Zone Text Amendment 2601 is exempt from the California Environmental Quality Act (CEQA) pursuant to Section
15061 (b)(3), and Approve Zone Text Amendment No. ZTA 26-01 which amends Section

STAFF RECOMMENDATION:

BACKGROUND:
The City of Adelanto(“Applicant”) desires to amend the City of Adelanto Municipal Code to add natural
gas and hydrogen power plants, fuel cells, linear generators, battery storage, LNG stations, SMRs, and
microgrids to Appendix A, Communications/Utilities Distribution and Transmission, Power Generating
Facilities of Title 17 of the Adelanto Municipal Code and to add data centers to Warehouse/Distribution
/Storage/Transportation, Warehouse/Distribution of Title 17 of the Adelanto Municipal Code within the

Light Manufacturing (LM), Manufacturing Industrial (MI) and the Airport Development District (ADD)
Zoning Districts. (See Attachment A. Land Use and Zoning Map).
The purpose of this amendment is to accommodate energy generation, transmission, storage, and
related infrastructure facilities , including but not limited to microgrid systems, renewable and
conventional energy assets, and associated utility services, together with all activities reasonably
incidental or ancillary thereto.
The procedure for the Zone Text Amendment requires that certain findings be made under Municipal
Code Section 17.115.040 as follows:
1. The Zone Text Amendment is consistent with the General Plan; and
2. The proposed change will not adversely affect surrounding properties.
The Zone Text Amendment would be applicable to all properties within the ADD, MI and LM Zones,
therefore, there would be no issue with “spot zoning.” Based on the above-described factors, the City
of Adelanto believes the proposed code text amendments are consistent with the 2035 North Adelanto
Sustainable Plan as they would be beneficial to the economic development of the City.
ENVIRONMENTAL CONSIDERATIONS:
The adoption of Zone Text Amendment No. ZTA 26-01 is a "project" subject to the California
Environmental Quality Act (Pub. Resources Code, § 21000 et seq.) ("CEQA"). Staff has reviewed the
proposed amendment and determined that it is exempt from CEQA pursuant to State CEQA Guidelines
Section 15061(b)(3), the "common sense" exemption, which applies where it can be seen with certainty
that there is no possibility that the activity in question may have a significant effect on the environment.
The proposed amendment is a text-only change to Title 17 of the Adelanto Municipal Code that identifies
additional land uses that may be considered within the Light Manufacturing (LM), Manufacturing
Industrial (MI), and Airport Development District (ADD) zoning districts. The amendment does not grant
any entitlement, approve any development project, alter any development standard, or authorize
construction or any other physical change in the environment, whether direct or reasonably foreseeable
indirect. Each use added by the amendment requires approval of a future discretionary land use
entitlement permit, and any future application to establish such a use will be subject to its own projectspecific environmental review under CEQA — including analysis of air quality, greenhouse gas emissions,
hazards, hydrology and water supply, noise, transportation, and energy — based on an actual project
description, site, and design, before any physical development may occur. Because the amendment itself
changes only the text of the code, and any development it may ultimately enable cannot proceed
without subsequent discretionary approval and CEQA review, it can be seen with certainty that there is
no possibility that the amendment may have a significant effect on the environment. A Notice of
Exemption will be filed with the San Bernardino County Clerk following adoption.

A public hearing notice was published on August 4th, 2026. As of the writing of this report, no comments
have been received by staff.

WHEREAS, on August 28, 2001, the City Council adopted the General Plan
Update for the City of Adelanto (“City”); and
WHEREAS, in 2014, the City Council adopted the Adelanto North 2035
Sustainable Plan; and
WHEREAS, the Adelanto Planning Commission, after a duly noticed public
hearing held on August 19, 2026 adopted Resolution No. P-26-07 recommending
that the City Council Adopt Ordinance No. 668, approving Zone Text Amendment
No. ZTA 26-01.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ADELANTO
DOES ORDAIN AS FOLLOWS:
SECTION 1. The above recitals are true and correct and incorporated
herein.
SECTION 2. The City Council finds that pursuant to the California
Environmental Quality Act (“CEQA”) and the State CEQA Guidelines, no further
environmental review is required prior to the adoption of the proposed
amendments to Chapter 17.50.020 of the Adelanto Municipal Code.
The adoption of Zone Text Amendment No. ZTA 26-01 is a "project" subject to the
California Environmental Quality Act (Pub. Resources Code, § 21000 et seq.)
("CEQA"). Staff has reviewed the proposed amendment and determined that it is
exempt from CEQA pursuant to State CEQA Guidelines Section 15061(b)(3), the
"common sense" exemption, which applies where it can be seen with certainty that

there is no possibility that the activity in question may have a significant effect on
the environment. The proposed amendment is a text-only change to Title 17 of the
Adelanto Municipal Code that identifies additional land uses that may be
considered within the Light Manufacturing (LM), Manufacturing Industrial (MI), and
Airport Development District (ADD) zoning districts. The amendment does not
grant any entitlement, approve any development project, alter any development
standard, or authorize construction or any other physical change in the
environment, whether direct or reasonably foreseeable indirect. Each use added
by the amendment requires approval of a future discretionary land use entitlement
permit, and any future application to establish such a use will be subject to its own
project-specific environmental review under CEQA — including analysis of air
quality, greenhouse gas emissions, hazards, hydrology and water supply, noise,
transportation, and energy — based on an actual project description, site, and
design, before any physical development may occur. Because the amendment
itself changes only the text of the code, and any development it may ultimately
enable cannot proceed without subsequent discretionary approval and CEQA
review, it can be seen with certainty that there is no possibility that the amendment
may have a significant effect on the environment. A Notice of Exemption will be
filed with the San Bernardino County Clerk following adoption.
Further, the City Council finds that State CEQA guidelines Section 15378(b)(5)
exempts organizational and administrative activities of governments that will not
result in physical environmental impacts.
FINDINGS
The Planning Commission has reviewed the proposed Zone Text
Amendments application in accordance with the standards and principles stated
in Section 17.115.040 of the Adelanto Zoning Code, and finds that the proposed
uses are consistent with the objectives of the Zoning Code and the Adelanto
General Plan by the following:
(a) The Zone Text Amendments are consistent with other development uses
as detailed in Article 17 of the Adelanto Zoning Code. The proposed uses
were reviewed by staff using the current Zoning Code. The Zone Text
Amendments promote the public health, safety and welfare of the
community by allowing uses that provide a thorough and efficient level of
service to residents and developers seeking to develop specific use projects
on local parcels.
Further, the Zone Text Amendments are consistent with the goals, policies,
and
objectives of the General Plan. The Zone Text Amendments will meet Policy
3.1
and 3.2 of the General Plan Land Use Element, in that the amendments will

accommodate energy generation, transmission, storage, and related
infrastructure
facilities , including but not limited to microgrid systems, renewable and
conventional energy assets, and associated utility services, together with all
activities reasonably incidental or ancillary thereto in the Airport Development,
Manufacturing Industrial and Light Manufacturing Zones. These new uses are
consistent with currently allowed uses and won’t impact the nature of the
surrounding land uses.
(b) The Zone Text Amendments will contribute to the General Health, Safety,
and Welfare of the City of Adelanto and its residents.
(c) The Zone Text Amendments will not adversely affect surrounding properties
if proper conditions of approval are implemented.
(d) As noted in finding (a), the amendments will meet the current development
standards for the City of Adelanto.
Based upon the findings contained in this Resolution and on all other written
and oral evidence in the record, the Planning Commission hereby recommends
City Council approval of the Zone Text Amendments based on the amendments’
ability to meet the findings stated above and recommends approval of the
amendments of Appendix A of the Zoning Code, modifying the uses in the Airport
Development District, Manufacturing Industrial and Light Manufacturing Zones.

SECTION 3. Section 17.30.010 and Section 17.30.040 are amended as
follows:
SECTION 4. The City Council directs staff to prepare and file a Notice of
Exemption (“NOE”) with the Clerk of the Board of Supervisors for the County of
San Bernardino within five (5) working days of the passage and adoption of this
Ordinance.
SECTION 5. The documents and materials that constitute the record of
proceedings on which these findings are based are located at the Development
Services Department of the City of Adelanto, Adelanto City Hall, 11600 Air
Expressway, Adelanto, CA 92301.
SECTION 6. If any section or provision of this Ordinance is for any reason
held to be invalid, unconstitutional, illegal, or unenforceable by any court of
competent jurisdiction, or contravened by reason of any preemptive legislation,
then such section or provision shall be severed and shall be inoperative, and the
remainder of this Ordinance shall remain in full force and effect.
SECTION 7. The Mayor shall sign and the City Clerk shall certify passage
and adoption of this Ordinance, and the City Clerk shall cause the same to be
published and posted pursuant to the provisions of law in this regard, and this
Ordinance shall take effect 30 days after its final passage.

WHEREAS, the City of Adelanto Planning Commission has considered the
application to propose Zone Text Amendments which amend the City of Adelanto
Appendix A- Regulation of Uses by Zoning District to add natural gas and hydrogen
power plants, fuel cells, linear generators, LNG stations, battery storage, SMRs, and
microgrids to Appendix A, Communications/Utilities Distribution and Transmission,
Power Generating Facilities of Title 17 of the Adelanto Municipal Code and to add Data
Centers to Warehouse/Distribution /Storage/Transportation, as well as Microchip, SemiConductor and Drone Manufacturing to Manufacturing and wholesale
Warehouse/Distribution of Title 17 of the Adelanto Municipal Code; and
WHEREAS, the City of Adelanto’s ADD, MI and LM Zones are intended to have
warehousing and manufacturing uses which require electric power ; and
WHEREAS, the proposed code amendments will be consistent and harmonious
with the zones in which they are to be located and will be in general conformity to the
City of Adelanto General Plan design guidelines and policies; and
WHEREAS, by amending these specific uses and improving the consistency of
the information provided in the Citywide Zoning Code, City staff will be able to provide a
consistent interpretation of allowable uses in the Airport Development District (ADD),
Light Manufacturing (LM) and Manufacturing Industrial (MI) Zones; and
WHEREAS, the Planning Commission conducted a duly noticed public hearing
August xx, 2026 concerning the prospective recommendations set forth herein at which
evidence, both written and oral, was presented.
NOW, THEREFORE, the City Council of the City of Adelanto hereby resolves:

The adoption of Zone Text Amendment No. ZTA 26-07 is a "project" subject to the
California Environmental Quality Act (Pub. Resources Code, § 21000 et seq.) ("CEQA").
Staff has reviewed the proposed amendment and determined that it is exempt from
CEQA pursuant to State CEQA Guidelines Section 15061(b)(3), the "common sense"
exemption, which applies where it can be seen with certainty that there is no possibility
that the activity in question may have a significant effect on the environment. The

not grant any entitlement, approve any development, alter any development standard, or authorize construction
of any kind.

Reasons why project is exempt:
The activity is covered by the commonsense exemption set forth in CEQA Guidelines Section 15061(b)(3),
which applies where it can be seen with certainty that there is no possibility that the activity in question may
have a significant effect on the environment. The project consists solely of a textual amendment to the Adelanto
Municipal Code identifying additional land uses that may be considered within the LM, MI, and ADD zoning
districts. The amendment does not approve, entitle, or authorize any development project, does not change any
development standard, and does not authorize any construction or other physical change in the environment,
whether direct or reasonably foreseeable indirect. Each use added by the amendment requires approval of a
future discretionary land use entitlement permit, and any future application to establish such a use will be subject
to project-specific environmental review under CEQA — including analysis of air quality, greenhouse gas
emissions, hazards, hydrology and water supply, noise, transportation, and energy — based on an actual project
description, site, and design, before any physical development may occur. Because the amendment itself
changes only the text of the code, and any physical development it may ultimately enable cannot proceed
without subsequent discretionary approval and CEQA review, it can be seen with certainty that there is no
possibility the amendment may have a significant effect on the environment.
