RECOMMENDATION:
Approve the purchase of Emergency Responder Radio Communication System for CenterPoint Theatre in the
amount of $67,608.65.

BACKGROUND:
In November 2024, the statewide public safety communications system was upgraded to a digital system
called “P25.” Since then, Utah Authority (UCA), the state entity tasked with operating the system, has struggled
with implementation. Much of the state still has spotty and unreliable communications. As UCA continues to
work on improving the system, we’ve found that P25 has some inherent shortcomings that cannot be fixed,
particularly when it comes to signal penetration. Digital signals just don’t penetrate structures as well as analog
signals.
CenterPoint Theatre has always had poor interior radio reception, particularly in the depths of the building. This
got much worse with P25. In November 2025, the South Davis Metro Fire conducted a fire inspection on
CenterPoint and identified a few issues, one of which was the need to have an Emergency Responder Radio
Communications system (ERRC) installed in the building. An ERRC system acts much like a Wi-Fi extender,
except for radio signals, and is required in buildings that don’t have sufficient radio reception. The radio signal
threshold is “usable voice communications” in 95% of the interior (and 99% of areas deemed “critical” by the
fire inspector).
Centerville City has done a lot of business with Day Wireless. They have a State Contract rate for ERRC
systems and provided us a quote of $65,483.65 to install a system in the CenterPoint building. There will also
be pre and post installation testing that will run another $2,125.00.

State fire code requires all new and significantly remodeled buildings to have radio coverage for emergency
responders within the building. This proposal is intended to provide Centerville City with the system
needed to ensure code compliance.
The proposal is based on some underlying assumptions, as well as recognizing that there may be unknown
information at this time. This pricing is based on the building floorplans provided by Centerville City as well
as provided specifications if any, including exact frequencies to be amplified. Upon purchase and review of

ASSUMPTIONS
Day Wireless assumes the following applies to this scope:
•

Day Wireless working hours are Monday through Friday, 8:00 am to 5:00 pm.

•

Work is not Prevailing Wage (PVW).

•

Both Day Wireless and Centerville City will provide POC for work to be completed.

•

Centerville City has provided .pdf files of building for design submittal.

•

This quote is not intended for bid response and has not taken into consideration any required bid
specifications.

•

Billing shall be subject to terms stated in the Request for Proposal. Additional or amended billing
terms received after publication of the original document will not be accepted.

•

This quote does not consider any specialized cable routing that may result from any specialized
construction methods, materials, or requirements.

•

Upon contract execution, complete project schedule shall be agreed upon by respective project
managers. If agreed-upon dates in the project schedule are not met due to factors outside of Day
Wireless’ control, thereby substantially extending original project completion date, Day Wireless
may issue a change order to cover increased administrative and project management costs.

•

Day Wireless has set forth the expectation of a fire-rated equipment room and fire-rated riser per
applicable AHJ/ fire or building code requirements. Day Wireless is not responsible for any cost or
labor impacts that arise if these expectations are not adhered to.

•

Our quote is for total project amount, and we do not apply any deductions for OCIP/CCIP upon
award.

•

Required pathway/ fire wall penetrations/ fire stopping to be provided by others.

•

Required electrical connections/ receptacles at headend and remote locations to be provided by
others.

•

Grounding connections (in compliance with local electrical codes) at headend/ remotes and rooftop
donor location to be installed by others.

•

Fire alarm panel connections to be provided by customer's fire alarm contractor.

•

It is assumed, based on the information provided, that ERCES frequencies to be covered are 700
MHz.

TERMS AND CONDITIONS
Unless otherwise negotiated, the following shall apply: Payment terms shall be Net 30. We accept check
or funds transfer. Payments made by card will be charged a fee of up to 3.5% of the transaction total.
Payments will be for services as performed with monthly progress billing beginning with the receipt of
ordered equipment by DWS.
Work will begin upon receipt of a countersigned agreement referencing this document with its Statement
of Work and Financial Detail. Any additional expenses will be reviewed with the customer prior to being
incurred.
This quote will expire 90 days from the proposal date*. The customer shall notify DWS of any concerns
in writing within 10 business days of project completion.
*Proposed equipment pricing may be subject to manufacturer price increases due to widely-known
market volatility.

Assessment and Reporting
Day Wireless Systems will conduct a comprehensive 20-grid test per floor to evaluate in-building radio
signal strength coverage, in accordance with NFPA 1221 and IFC 510 fire code requirements. Using
calibrated test equipment, our team will verify signal coverage throughout the entire building, including
all designated critical areas such as:
• Stairwells
• Fire Pump Rooms
• Fire Command Centers
• Electrical Rooms
• Exit Pathways and Stair Exits
• Standpipe Cabinets
• Other areas as required by the Authority Having Jurisdiction (AHJ)
This benchmark testing includes on-site public safety RF signal assessment and mapping of P25 radio
coverage to identify any deficiencies in Emergency Responder Radio Coverage (ERRC). Collected
data will be processed using specialized software to generate a detailed RF Grid Test Report. This
report determines whether the building complies with local radio signal coverage requirements and
whether the implementation of a Public Safety ERCES (Emergency Responder Communication
Enhancement System) is necessary.
Deliverables:
• Full RF grid test and signal mapping across all building levels and critical areas
• Professionally compiled coverage report delivered within 48 hours of testing

• Provide building access to all areas for testing personnel
