FUTURE AGENDA ITEM(S)
The purpose of this item is to allow the Mayor and Council members an
opportunity to bring forward items they wish to discuss at a future work
session. In accordance with the Texas Open Meetings Act, any discussion
shall be limited to a proposal to place the item on a future agenda. The
Council shall not vote, or take any action on the items during this meeting.
EXECUTIVE SESSION
The City Council may enter into closed Executive Session as authorized by
Chapter 551, Texas Government Code. Executive Session may be held at the
end of the Regular Session or at any time during the meeting that a need
arises for the City Council to seek advice from the city attorney (551.071) as
to the posted subject matter of this City Council meeting.

Tarrant Teen Court Interlocal Agreement with the cities of Watauga and
Richland Hills, for the consolidated Teen Court Services Program.

Consider authorizing the City Manager to execute the fifteenth
amendment to the Texas Anti-Gang (TAG) Center Administrator
Agreement, as grant fiduciary for the TAG Center Grant #2848912, for
an annual rate of compensation of $201,461.00 for Kevin Scott McRory,
TAG Center Administrator. Compensation for this position is funded
through the TAG Grant.

Consider authorizing the City Manager to execute the eighteenth
amendment to the Texas Anti-Gang (TAG) Center Analyst Agreement,
as grant fiduciary for the TAG Center Grant #2848912, for an annual
rate of compensation of $104,681.20 for Rebecca Ciferri, TAG Center
Analyst. Compensation for this position is funded through the TAG
Grant.

Consider authorizing the City Manager to execute the seventh
amendment to the Texas Anti-Gang (TAG) Center Analyst Agreement,
as grant fiduciary for the TAG Center Grant #2848912, for an annual
rate of compensation of $98,863.70 for Jessica Mast, TAG Center
Analyst. Compensation for this position is funded through the TAG
Grant.

Consider Resolution No. 2026-050, authorizing the City Manager to
execute Regional Asset Transfer Addendum B_24 with the City of Irving
to transfer drone detection software and a shoot tank in an amount not
to exceed $57,160.00 purchased by the City of North Richland Hills
using TAG Grant #2848911 funds.

Authorize the City Manager to execute an amendment to the contract

with Halff Associates, Inc., increasing the total contract amount, not to
exceed $140,050, to include the remaining planning phases and
specialized assessments for the North Richland Hills Parks, Recreation,
and Open Space Master Plan.

Authorize the City Manager, or designee, to enter into an interlocal
agreement between the cities of North Richland Hills, Bedford, Euless,
Grapevine, and Hurst for cooperative investigative, enforcement, and
prevention efforts which are known and designated as the Mid-Cities
Drug Task Force.

Consider Ordinance No. 3973, approving a negotiated settlement
between the Atmos Cities Steering Committee and Atmos Energy Corp.,
Mid-Tex division regarding the company's 2026 rate review mechanism
filing.

construction agreement.

Obligation, Series 2026 in the amount of $3,000,000 for a Fire Engine
and Ambulance.

Consider Amendment No. 2 to the Cooperative Purchase Customer
Agreement with DataVox, Inc. to increase the spending authority by
$721,728, for a cumulative amount not to exceed $1,431,578 through
May 31, 2028, for the purchase of access control hardware, software,
and related services utilizing The Interlocal Purchasing System (TIPS)
Cooperative Agreement 230105.

Consider Resolution 2026-051, authorizing the recovery of credit and
debit card processing costs through fees; establishing a maximum
recovery amount of 5% of the transaction amount; authorizing the City
Manager or designee to establish and implement the appropriate
recovery method and amount for different departments, payment
processors, and transaction types; providing for compliance with
applicable laws; and providing an effective date.

TAXPAYER IMPACT STATEMENT:
At this meeting the City Council will
discuss the FY 2027 Proposed Budget.
This budget is accessible at the
City's website homepage at www.nrhtx.com. If the FY 2027 Proposed Budget
is adopted as it is currently proposed, the median-valued homestead property
in the City of North Richland Hills is estimated to receive a property tax bill of
$1,445.13. If a balanced budget funded at the no-new-revenue tax rate were
adopted instead, that same property would receive a property tax bill of
$1,390.01. In the current fiscal year, the same property is estimated to have
received a property tax bill of $1,383.63.
