That the Board of Supervisors:
1. Approve, and authorize the DHHS – Behavioral Health
Director, or a designee thereof, to execute, the attached
professional clinical education affiliation agreement with the
Capella University, LLC regarding the placement of student
interns at various DHHS – Behavioral Health facilities for the
period of Oct. 6, 2026, through June 30, 2027, and any and all
subsequent amendments thereto, after review and approval by
County Counsel, Risk Management and the County
Administrative Office; and
2. Authorize the DHHS – Behavioral Health Director, or a

45-day moratorium on all of the following: acceptance of
applications for, and issuance of any permit, license, or
entitlement for any data center within the unincorporated areas
