The fifteenth item on the agenda was to hear an update related to issues with the contractor for

performance bond company regarding the matter to hopefully get the issue rectified.
Discussion ensued on issues with deadlines, lack of progress, and meeting grant requirements.
Commissioner Fleming was glad that the project engineer caught the issue and had brought it to
County staff’s attention.
Attorney Morrison further discussed the letter sent to the performance bond company.
Administrator Furry stated that FSV had recently changed project managers, and he hoped that
would speed up the work. He thanked Attorney Morrison for reaching out to the insurance company.
Bo Hancock noted that change orders with FSV were just approved at the last meeting and
questioned why the Board was not aware of the progress issues at the time they were approved.
Administrator Furry addressed Mr. Hancock’s concerns, noting that three change orders were
approved at the last meeting with backup provided. He discussed the process and timeline for change
order approval, noting it sometimes took time for them to be completed.

Attorney Morrison presented and discussed the updated map of County roads, noting it was an
affirmative declaration of County roads rather than a disclaiming of roads (which would happen at a later
meeting). He added that a resolution was required with the map’s approval and that it would be recorded.
Discussion ensued on the revised map.
Commissioner Land moved to authorize the Chairman to execute the map of declared County
roads and related resolution authorizing the recording of the map. After brief discussion about public
pushback over roads no longer maintained by the County once they were disclaimed, Commissioner

There were none.

ADMINISTRATOR’S COMMENTS AND INFORMATION:
Administrator Furry stated that Mandy Frederickson had returned to work, noted the new
Procurement Coordinator, and mentioned North Florida Professional Services receiving the highest
ranking for the water tower RFQ. He also noted a meeting with County and City fire rescue about shared
ambulance and emergency services, noting that the two fire chiefs were working on options.
Administrator Furry discussed the approved lease for the regional stormwater pond, noting that the State
had officially determined that the building on the property was owned by the County.

Discussion ensued on the long-term issue of not having a clear answer on who owned the building
on the property, and that the 32 acres itself belonged to the State and would be leased to the County.
Administrator Furry hoped the new stormwater pond would help alleviate flooding in the
surrounding area. He further discussed the regional corridor, funding for utilities, use of bonds for the
project, and trying to secure more funding for the water and sewer plant projects.
Commissioner Land discussed the number of high-budget projects the County had planned that
could be funded by bonds. He noted issues with funding from the State, adding that Amendment 3 was a
large contributor in determining how to plan and fund projects in the future without accumulating debt.
Discussion ensued on concerns over funding projects to completion and prioritizing projects.
Attorney Morrison commented on Amendment 3 and that should it pass, the implementation bill
that would affect counties across the State differently. He added that rural counties would likely have to
seek funding from the State to cover their operating budgets, much less funding for large-scale projects.

BOARD MEMBER’S INQUIRIERS, REQUESTS, AND COMMENTS:
The Board thanked everyone for attending, congratulated the Business of the Year Award winner,
thanked staff and Administrator Furry for their work, wished everyone a happy and safe Halloween, and
commented on the County providing fire services for Branford at their request.
Commissioner Land moved to adjourn the meeting. Commissioner Mobley seconded, and the
motion carried unanimously.
There being no further business to discuss, the meeting adjourned at 6:57 p.m.

Re: ITB 2026-14 — Construction of Fire Station 2 · Recommendation of Award
Dear Mr. Furry:
At the County’s direction, Locklear & Associates, Inc. has reviewed the eleven bids received
September 17, 2026, for ITB 2026-14, examined the apparent low bidder’s schedule of values,
met with that bidder regarding its pricing, and interviewed its three references.
We recommend that the Board award the contract for ITB 2026-14, Construction of Fire
Station 2, to Gamble and Associates LLC in the amount of $1,587,990.00, subject to the
County’s own determinations of responsiveness and responsibility.
Gamble’s bid is the lowest received for the advertised Work and its bid schedule is complete and
arithmetically correct. All three references were reached and responded favorably: completion on
or ahead of schedule, no contractor-initiated change orders apart from hurricane impacts, no
significant rework, prompt punch-list response, and an intention to continue using the firm. One
on a completed contract exceeding $4 million. Each reference independently reported that
Gamble self-performs most or all trades, which is a credible explanation for pricing below the
field.
In meeting with this office Gamble confirmed its price covers all thirty-four bid lines as amended
by Addendum 2, stated that it bid aggressively to secure the award as a Suwannee County firm
seeking to build the station serving its own community, and described the cost measures
supporting its price.
Respectfully,
Joshua Green
Construction Program Manager

Executive Summary
Objective:
To award RFQ 2026-12 to North Florida Professional Services (NFPS); approve
the $865,000 proposal for professional services for the design, engineering, and
permitting of an elevated water storage tank; and authorize the Chairman to

of the water tower.
• This provides a shovel ready, permitted project in order to seek additional
construction funding.
Budget Impact:
$865,000 to be paid for with FDEP Grant Agreement No. LPA0690, Suwannee
