•
FY2026 year-end close has substantially improved but is not final. The
Authority currently shows a preliminary $4,605 surplus, compared with the
previously reported $7,342 deficit.
Revenue: $20,229.71 for FY2026, primarily consisting of $11,937.89 in DA income,
$7,929.90 in rent/lease revenue, and $361.92 in interest income.
Expenditures: $15,624.71, including attorney fees, management services, postage,
professional services, banking fees, and repairs/maintenance.
No net other-financing activity remains after correction of the prior $249,856
transfer entry.
No encumbrances remain reported.
Outstanding items: Finance still needs to reconcile utilities, postage classification,

Upon acquisition, the property is expected to undergo a RAD for PRAC conversion,
resulting in a new 20-year Housing Assistance Payments (HAP) contract that will maintain

cabinets, and quartz countertops. Additional improvements will include window
repairs/replacement, building envelope improvements, parking lot resurfacing, office and
common-area updates, LED-enhanced lighting, and interior/exterior painting, as needed.
The project is currently under consideration for a 9% LIHTC award, with the development
team also planning to pursue a 4% LIHTC application in September 2026. The developer is

ECONOMIC DEVELOPMENT REPORT EXECUTIVE SUMMARY
September 2026
Prepared by
Rochelle B. Dennis
Economic Development Director
Advancing Economic Growth, Redevelopment & Investment
The City of Forest Park continues to make meaningful progress in advancing economic development,
redevelopment, business retention, workforce development, and strategic investment throughout the
community. The September 2026 report reflects a growing pipeline of public and private-sector
projects, continued activation of Main Street and key commercial corridors, and increased
engagement with regional and state partners.
DEVELOPMENT & REDEVELOPMENT
Several significant projects have reached important milestones this month. Florence on Main, a 60unit mixed-use development at 760–770 Main Street, received DCA tax credit approval and is now
advancing toward site and building plan submission. The Georgia Utility Contractors Association
closed on 794 Main Street, with plans for a headquarters and training facility expansion. The City is
also advancing the acquisition of 260 Forest Parkway, with the purchase contract executed and due
diligence underway.
At The Park at Fort Gillem, redevelopment planning continues, including Phase I survey completion,
commencement of Phase II work, and development of a comprehensive master redevelopment plan.
Critical repairs and unit-turn planning remain priorities.
The Grapevine at 833 Forest Parkway continues to move toward completion as a culinary incubator
and food hall, with construction targeted for year-end 2026 and a potential spring 2027 grand
opening. Work also continues on redevelopment concepts for 868 Forest Parkway, 330 Forest
Parkway, 946–964 Main Street, and other strategic properties.
BUSINESS ATTRACTION, RETENTION & EXPANSION
The Office of Economic Development continues to actively manage a diverse business pipeline,
including prospects in logistics, advanced manufacturing, food production, commercial services,
housing, and retail.
Gebrüder Weiss, an international logistics company, is preparing to relocate its 127,000-square-foot
operation to Forest Park and anticipates beginning its move in October. The company currently has
eight employees and expects to add approximately 4–10 positions.
Business retention and expansion efforts remain active with existing businesses and property owners,
while new prospects—including Spartan Waste Systems, Swanson Family Farm, Class Act Security,
and other companies—are being evaluated and matched with appropriate sites and development
opportunities.

WORKFORCE & HOUSING
Workforce development remains a central component of the City's economic development strategy.
The Office continues to advance Elevate 2.0, explore partnerships with AtWork, coordinate with
Clayton County Public Schools, and support employer recruitment initiatives.
Forest Park's participation in the Georgia Initiative for Community Housing (GICH) continues to
provide a framework for addressing housing needs and strengthening the City's long-term housing
strategy. Additional affordable and senior housing opportunities are also being evaluated, including
projects connected to DCA housing tax credits.
MAIN STREET & COMMUNITY VITALITY
The City continues to leverage Main Street as a catalyst for small business growth, redevelopment,
tourism, and community identity. Recent and upcoming initiatives include the NASA Lifeline Mural,
Blues on Main, business ribbon cuttings, small business engagement, and continued redevelopment
of Main Street properties.
The Office is also working with the Independent Grocers Association on a Forest Park Marketplace
Analysis to evaluate the feasibility of additional grocery and retail offerings within the community.
REGIONAL PARTNERSHIPS & INVESTMENT TOOLS
Forest Park continues to strengthen partnerships with regional organizations, including the
Aerotropolis Atlanta Alliance, ATL Airport Community Improvement District, Georgia Tech's Georgia
Manufacturing Extension Partnership, the Small Business Development Center, Clayton County, and
state economic development partners.
The recently expanded ATL Airport CID footprint presents an opportunity to coordinate property
owners and pursue strategic investments in infrastructure, beautification, public safety, and corridor
improvements.
The Office is also evaluating additional tools to support redevelopment, including Tax Allocation
District resources, Opportunity Zone opportunities, brownfield funding, CDBG resources, and other
infrastructure and redevelopment grants.
TAX ABATEMENTS & COMMUNITY BENEFIT AGREEMENTS
Two major economic development projects are currently advancing through the City's tax abatement
process.
Digital Realty – Fort Gillem Data Center: DDA consideration of the proposed tax abatement
and Community Benefit Agreement is scheduled for September 24, 2026. A community
town hall is planned for November 17, 2026.
Project Gateway – 2160 Anvil Block Road: Proposed auto parts distribution facility
representing approximately $20 million in capital investment and 150 new jobs. The project
is competing with a site in Shelby, Tennessee, with DDA consideration of the tax abatement
scheduled for September 24, 2026.

The Office of Economic Development continues to coordinate with the DDA and project stakeholders
to advance these incentive requests and position Forest Park competitively for significant private
investment and job creation.
DIGITAL REALTY COMMUNITY TOWN HALL
Planning is underway for the Digital Realty Community Town Hall scheduled for November 17,
2026. The Office of Economic Development is coordinating invitations to Georgia state agencies,
EPA, and Clayton County Water Authority (CCWA) and working with PIO on event materials.
A project FAQ is awaiting final approval from Digital Realty, after which the City will coordinate
with PIO to finalize the FAQ and launch a dedicated project webpage.
KEY LEADERSHIP PRIORITIES
As the City moves into the final quarter of 2026, several priorities will require continued leadership
coordination and decision-making:
Advance strategic redevelopment and disposition of City/Authority-owned properties.
Complete due diligence and prepare for the anticipated closing of 260 Forest Parkway.
Continue implementation of the Fort Gillem redevelopment strategy and Park at Fort Gillem
stabilization efforts.
Finalize outstanding Authority agreements, property strategies, and redevelopment initiatives.
Advance Elevate 2.0 and identify sustainable workforce development partnerships.
Continue implementation of Forest Park's GICH housing strategy.
Evaluate and pursue new funding and financing tools for redevelopment and infrastructure.
Strengthen the City's marketing and site-selection materials in preparation for the 2027
SiteSelector submission.
Continue proactive business retention, expansion, recruitment, and development coordination
across City departments and partner agencies.
LOOKING AHEAD
The remainder of 2026 will focus on converting the City's growing project pipeline into measurable
investment, job creation, property redevelopment, and long-term community impact. The Office of
Economic Development will continue to coordinate closely with the Mayor and Council, City Manager,
Planning & Community Development, Public Works, City Finance, the City's development authorities,
and regional partners to move priority projects forward and position Forest Park for continued growth
in 2027.
