APPROVAL OF A 120-DAY EXTENSION TO THE MORATORIUM ON ALL PUD'S
UNDER THE 1999 ZONING, OR WITHIN THE COMMUNITY MIXED USE (MXD-3)
ZONING DISTRICT UNDER THE CURRENT ZONING ORDINANCE

Chuck Jarrell, Director of Planning and Development, stated that a 90-day moratorium was
approved by the Board of Commissioners at its April 7, 2026, meeting. Mr. Jarrell requested a
120-day extension of the moratorium on all Planned Unit Developments under the Morgan
County Zoning Ordinance as it existed on January 1, 1999, and within the Community Mixed
Use (MXD-3) zoning district under the current Zoning Ordinance.
The extension will provide staff with additional time to meet with a select group of residents
from a PUD development, receive feedback regarding the proposed ordinance revisions, and
present the revisions to the Planning Commission and Board of Commissioners for
consideration and approval.
Motion by Commissioner von Hanstein and seconded by Commissioner Park approval of a

At the April 21, 2026, Work Session, the Board voted to place on the consent agenda the
approval of $689,910 in SPLOST funds for the replacement of the roof at the Public Safety
Complex. The consent agenda was approved at the May 5, 2026, meeting.
Work on the roof has begun; however, the gas line supports are breaking as the contractor
moves them due to damage caused by prolonged sun exposure. A change order in the amount
of $12,800 was submitted to replace all plastic supports and paint the gas line to prevent further
corrosion and staining of the roof. Aaron Wadley advised that the proposed cost was fair and
recommended approval. Staff also noted that an additional roof drain may be needed.
Staff requested approval of up to $25,000 in SPLOST funds for the current change order and
any additional change orders recommended by the engineer and approved by the County
Manager.
