contribution increases, master plan for the airport and flights, appeal of the data center decision, the
County’s moratorium, code enforcement for curb appeal and consequences, working with the railroad for
clean-up work, re-landscaping Clark Street exit, City Hall feasibility study, Monarch building demo,

Hiline and El Rancho traffic signal, upgrading sidewalks in downtown, grant for fire hazards around the
city, and the City’s FY27 budget. Discussions ensued on ambulance for Chubbuck, contract for
Ambulance District, Fort Hall Replica, and a water agreement for the Wellness Complex.
9:39 AM Moser moved to accept the amended agenda. The motion passed.
2
9:00 AM Landfill Manager Dillon Evans also appeared. Cabianca explained he is working on the City of
McCammon’s wastewater treatment plant’s expansion. The plan was to take the biosolids that have been
thoroughly tested by a third party and apply into a land application by injecting or rototilling into land.
The original estimate for the volume of material was underestimated and there is not enough acreage or
land to move forward with that method. The request is for a reduction in fees down to $5/ton with the
volume of material that is estimated to be 20,000 tons. Evans explained the waste can be accepted, but it
would have to be over time as the material has to be mixed in and special handling. Bingham pays
$45/ton. Moser opposes the request. Questions were addressed on the location, material, estimate of
quantity, BOCC posed many questions. Bullock was reluctant to agree since the job was bid and the
additional time for staff and landfill space. The question was posed of how the taxpayers will benefit from
the rate reduction. The project is grant funded. Moser moved to deny the request at this time. The motion
passed.
3
Cancelled.
4
9:39 AM Phillips reviewed a refund request for a cancelled event. Bullock moved to sign and approve the
refund request. The motion passed.
9:41 AM Phillips explained open enrollment is coming up and the EAP is currently only offered to full
time employees. Estimates were submitted to extend the program to part time and/or seasonal employees.
More information is anticipated for a better cost. This decision will be tabled.
9:46 AM Phillips recalled a visit regarding the Idaho 529 college savings plans. This program is not a
payroll deduction, but an employee direct deposit. There is no cost to the County. Discussion ensued on
rewriting the job description for the emergency management director.
5
9:53 AM Hough moved to enter into executive session under Idaho Code §74-206(1)(c) to acquire an
interest in real property. The motion passed by roll call vote. 10:04 AM Hough moved to exit executive
session. The motion passed. Hough moved to allow Dixon to order a commercial appraisal and Dan
Kendall to look into costs for utilities. The motion passed.
6
9:51 AM Moser moved to approve the items on the claims agenda. The motion passed.
