2026, and Bannock County Board of Equalization hearings on July 2, 7, and 9, 2026
Meeting Notes
1
9:00 AM Hough called the meeting to order. Community Resources and Advocacy Director Shantal
Laulu presented an application for cremation assistance for case number 20260024. Bullock moved to
approve case number 20260024. The motion passed.
2
9:18 AM Chad Brown with Franson Civil Engineers and John Hyde with Portneuf Marsh Valley Canal
Company appeared. Brown explained he was hired for a project from McCammon to Downey looking at
water management. Funding is from a federal grant from the NCRS, National Resources Conservation
Service. The grant will pay 100% of the environmental assessment regarding ag water and flood control
management. The assessment will be looking at alternatives for those needs. The request is for approval
to complete the surveys in the County’s right-of-way. Discussion ensued on potential future work and
projects resulting from the surveys. Hyde explained the Canal Company originally brought this project
before the Board six years ago. The are looking at eliminating 18 miles of open canal.
9:22 AM Public Works Director Kiel Burmester approves of the project and explained it will be similar to
the Hawkins project. It will save on water for the users and mitigate flooding problems. The rights-of-way
will have to be worked out down the road.
9:25 AM Brown explained the funding and what the project will encompass. There are three irrigation
companies to work with. Any projects that may result from these surveys could have potential costs of
25% of the project. Moser moved to approve access to Franson and the Canal Company. The motion
passed.
3
9:02 AM Hymas requested tax cancellations. Moser moved to approve the cancellations per the
Assessor’s recommendation. The motion passed.
4
9:31 AM Assistant Planning Director Tristan Bourquin also appeared. Jensen reported work on the
ordinance is on track, but recently, they have received requests and concerns regarding the ordinance.
There have been requests for a draft copy, which legal advised that draft legislation is not public record.
The ordinance draft was leaked which has caused some issues and now the question of whether they
release the draft. Radford advised to publish the draft ordinance. Discussion ensued regarding special
interests that were sent the document and that was discovered after a public records request. Jensen
explained if the draft is published to the website, that will give 15 days for the public to comment. So
essentially, one 15-day period will be now and another after the final draft is ready. That will push out the
timeline 30 days, from Oct 1 to Nov 1. Responding to questions/concerns was discussed, as well as
procedures.
9:41 AM Radford reported that some council members were provided recommendations by a special
interest group, so now that opportunity needs to be provided to others to ensure a fair process. Responding
to public comments, suggestions, or concerns is not required, but staff can respond that the information
will be included in the packet for the public hearing. Discussion included publishing for 15 days, taking
comments taken under consideration at the first public hearing, whether to include any input into the
ordinance, transparency, and allowing the same opportunity for everyone. Moser moved to publish the
draft ordinance and respond to any comments submitted that the information will be provided in the
public hearing packet. The motion passed.
5
9:03 AM McCammon Mayor Karlene Hall, City Clerk Kassadi Dunn, Council Members Steve Campbell
and Stephanie Iverson, Facilities Director Dan Kendall, Pocatello Fire Assistant Chief of Support and
Public Safety Dean Bullock were present. Hough reviewed this meeting is in follow up to last week’s tour
of the building in preparation for Ambulance service to begin. Kendall sent out options for beds/rooms
with construction costs. The option preferred included four bedrooms. Klauser questioned the need for the
Ambulance District. The entire costs should not exceed $14,000. The Ambulance District will utilize
three rooms, and dividing the cost would $10,000 to the Ambulance District and $4,000 to McCammon.

Hall agreed with completing the fourth room and requested if the city could be billed. Funding and budget
authority were reviewed. Klauser indicated there are leftover funds in capital and the remaining can be
reallocated. Bullock indicated the Ambulance District can provide some in-kind labor. Hough moved to
enter into the Board of Ambulance. The motion passed. Bullock moved to authorize the remodel and
reallocate up to $14,000 with McCammon reimbursing $4,000. The motion passed. Hough moved to exit
Board of Ambulance. The motion passed.

9:50 AM Phillips reviewed the special events insurance policies. Bullock moved to approve the policies.
The motion passed.
7

on the lease. Moser moved to approve the lease agreements. The motion passed.

Landfill Manager Dillon Evans were present. Hough moved to enter into executive session under Idaho
Code §74-206(1)(e) to consider preliminary negotiations involving matters of trade or commerce and §74206(f) to communicate with legal counsel. The motion passed by roll call vote.
11:10 AM Hough moved to exit executive session. The motion passed. Discussion included right-sizing
the venue, cutting in a road with department resources, concerts, costs, and renewing the concert contract.
11:11 AM Johnson advised to be specific with discussions on concerts and work on the grounds; rather
than a general statement of move forward. Discussion on costs, and using the PILT budget for the fence,
gate, road work, and budgeted funds of $200,000. Crowther requested up to $100,000 for the road.
Bullock moved to cut the road and associated improvements up to a max of $100,000. Questions arose on
approving the motion if it’s decided not to do concerts. The motion died. Hough moved to extend the
contract with Nederlander for two years and proceed forward with concerts. There will be no additional
costs for that contract. The motion passed. Bullock moved to authorize up to $100,000 to cut a road and
for improvements necessary to improve concert abilities and parking. The motion passed.
