APPEARANCE BY MEMBERS OF THE PUBLIC ON NON-AGENDA RELATED TOPICS (An
opportunity is provided for members of the public to address the public officials on matters not listed below.
Public comment will not exceed 20 minutes. Each member of the public will be allowed 3 minutes of
commentary.)
7:00 P.M. – Case ZA-26-05, application of the McLean County Land Use and Transportation Committee in
case ZA-26-05. This is a text amendment of the Zoning Ordinance of the Code of McLean County Chapter
350, Section 350-43 - Use Standards for a Battery Energy Storage System (BESS), and Section 350-58
Special Use Extensions for BESS, Wind Energy Conversion Systems (WECS), and Commercial Solar
Facilities; and Section 205-42 – Zoning Fees for BESS, WECS and Commercial Solar Facilities. This is a
recommendation to the County Board.
7:15 P.M. – Case SU-26-10, application of the City of Bloomington on parcel 07-01-251-005 in case SU-2610. It is requesting to amend special use case SU-99-07 for a Major Utility used as a water treatment plant to
allow the installation of a powder activated carbon silo and additional improvements necessary to upgrade
the plant in the A-Agriculture District on property in Hudson Township at 25515 Waterside Way, Hudson,
IL. This is a recommendation to the County Board.
7:30 P.M. – Case SU-26-08, application of Twin Groves I Storage, LLC by EDP Renewables on parcels 2313-200-004 for battery energy storage system (BESS) & 23-12-300-008 for the electric substation in case
SU-26-08. It is requesting a special use to allow a BESS in the Agriculture District and to amend the electric
substation to which it is connected. The properties are located in Dawson Township. The BESS property is
approximately 1/3-mile West of 3000 East Rd., immediately south of 1200 North Rd. The electric substation
is at 29230 E 1200 North Rd., Ellsworth, IL. This is a recommendation to the County Board.
7:30 P.M. – Case SU-26-09, application of Twin Groves II Storage, LLC by EDP Renewables on parcels 2412-100-003 for the battery energy storage system (BESS) & 24-12-300-010 for the electric substation in case
SU-26-09. It is requesting a special use to allow a BESS in the Agriculture District and to amend the electric
substation to which it is connected. The properties are located in Arrowsmith Township. The BESS property
is 2/3-mile North of 1200 North Rd., immediately east of 3500 East Rd. The electric substation is at 12493 N
3500 East Rd., Arrowsmith, IL. This is a recommendation to the County Board.
