The Edwardsville Public Safety Committee meeting was called to order by Alderman Chris Farrar
at 5:30 p.m. in the Governor Edwards Conference Room, 118 Hillsboro Avenue with a quorum
present: Alderman Chris Farrar and Alderwoman Andrea Miracle. Alderman SJ Morrison was
excused.
Public Comment: N/A
Approval of Minutes:
 Motion by Alderwoman Miracle, second by Alderman Farrar to approve minutes from
the Public Safety Committee meeting held Tuesday, April 25, 2023. Motion carried,
Farrar and Miracle voted aye.

Action Item(s):
 Approval of a Sole Source Resolution Authorizing the Purchase of Lexipol Policy
Software for the Police Department of the City of Edwardsville in a Total Amount of
$44,157.05
The Lexipol Policy Software will assist the Edwardsville Police Department in creating
policies and procedures. Assuring the information is reviewed and up-to-date with
current laws and best practices on a regular basis.
Motion by Alderman Farrar, second by Alderwoman Miracle for an Approval of a Sole
Source Resolution Authorizing the Purchase of Lexipol Policy Software for the Police

Approval of a Resolution Authorizing the Single Source Purchase of One Lucas 3 CPR
Chest Compression System and Maintenance Contract for a Cost Not to Exceed of
$28,889.00
Motion by Alderman Farrar, second by Alderwoman Miracle to table the Approval of a
Resolution Authorizing the Single Source Purchase of One Lucas 3 CPR Chest
Compression System and Maintenance Contract per the request from Fire Chief
Whiteford. Motion carried, Farrar and Miracle voted aye.

SUMMARY:
This resolution authorizes the Police Department to apply for the Illinois FY 24 Camera Grant
Program administered through the Illinois Law Enforcement Training and Standards Board

RATIONALE:
The City of Edwardsville believes it is in the best interest of our citizens and police officers to
video record enforcement encounters. Additionally, the State of Illinois is requiring that all law
enforcement agencies within the state have body cameras equipped on all uniformed officers by
January 1, 2025. To assist with this mandate the State of Illinois has established a camera grant
program, which is administered through the Illinois Law Enforcement Training and Standards
Board. The Police Department will have to purchase the cameras first but will then apply for a
grant in the amount not to exceed $343,229.50, which is the purchase of camera equipment and
associated technology to administer the program.
The application for government grant funds do not guarantee reimbursement. Awarding of grants
will be made by the Illinois Law Enforcement Training and Standards Board on the total amount
of funds approved by the Board relative to the amount of available funding.

SUMMARY:
This resolution authorizes the Police Department to purchase (45) Axon Enterprise, INC., Body
Worn Cameras and Associated Technology for administering a body worn camera program.

RATIONALE:
The City of Edwardsville believes it is in the best interest of our citizens and police officers to
video record enforcement encounters. The utilization of such cameras has proven to enhance
trust between law enforcement and the public they serve. Additionally, the State of Illinois is
requiring that all law enforcement agencies within the state have body cameras equipped on all
uniformed officers by January 1, 2025.
Police Department and Information technology staff have reviewed several different body worn
camera systems and have determined that Axon offers the system, which best meets the needs
of the department. The costs of the complete system is $343,229.50 but will be broken down into
five (5) yearly equal payments of $68,645.91 to provide a lesser impact on the department’s
yearly budget.
The State of Illinois has established a camera grant program, which is administered through the
Illinois Law Enforcement Training and Standards Board. The Police Department will have to
purchase the cameras first but will then apply for a grant in the amount not to exceed
$343,229.50, to assist in the purchase of the body worn cameras and associated technology for
administering the body worn camera program.

WHEREAS, City Code, Section 2-591, Bid Purchasing Regulation, (d) Exemption from the
Bidding Process; provides for the award of single source contracts for services without
competitive bidding if such exemption is authorized by two-thirds of all the Aldermen then
holding office.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF EDWARDSVILLE that:
The City of Edwardsville City Council hereby authorizes the Police Department to
purchase the Axon Enterprise, INC. Body Worn Cameras and Associated Technology for
administering the body worn program as provided in the bid prepared for the City of
Edwardsville by Axon Enterprise, INC., on May 9, 2023, in an amount not to exceed
$343,229.50, and approved by two-thirds majority vote to allow the Mayor or his
designee, to execute such documents as may be necessary to effectuate the purchase
authorized hereby.

SUMMARY:
This is a Sole Source Resolution to purchase one (1) LUCAS 3, Chest Compression System, with
LUCAS desk-top battery charger, external power supply, rechargeable LiPo battery and shipping
costs, for a price of $18,660.95.

RATIONALE:
Automated chest compression devices (CPR devices) have shown to improve outcomes for
cardiac arrest patients. The Fire Department has four CPR devices, one on each ambulance. Two
years ago a replacement schedule was established for these devices. So far we have purchased
two Lucas devices. This year we are continuing the replacement schedule and purchasing one (1)
additional Lucas. This will leave one older CPR device in service to replace in coming years.
In the FY23/34 budget process the City Council approved the replacement of one CPR device
for $18,660.95 to be funded in the Capital Equipment budget.
The sole source nature of this request is due to the need for standardized equipment on each of
the ambulances. Additionally, the LUCAS 3 system offers significant improvements over other
types of devices, include lightweight portability, speed of application, limited space to operate,
and dual AC / battery power capabilities.

This is a sole source resolution to purchase a Stryker ProCare Service contract for repair and
maintenance of four (4) LifePak cardiac monitors and two (2) LUCAS chest compression
systems which are used to diagnose and treat patients, for a price of $11,394.50.

RATIONALE:
The Stryker ProCare Service Contract covers service, annual and re-occurring maintenance, and
battery replacement on the LUCAS Chest Compression Systems and LifePak Cardiac Monitors
in use by the Fire Department Ambulance Service. This maintenance contract will produce a
savings for the City over our estimated seven year cost for maintenance and repair of these
devices.
In the FY23/24 budget process City Council approved funding for the Stryker ProCare Service
contract in the fire department EMS Equipment Repair and Maintenance budget; for a total
expense of $11,394.50.
Stryker is the local distributor of these medical devices and the reason for the sole source nature
of this request.

life of the cardiac monitors and CPR devices; and
WHEREAS, the Stryker service contract for four (4) LifePak Cardiac Monitors and 2
LUCAS CPR devices has been funded in the Fire Department EMS Equipment Repair
and Maintenance budget for FY 23/24; and,
WHEREAS, the Codified Ordinance, Chapter 254, Purchasing, Paragraph 254.04, (7)
authorizes sole source purchases, if such is authorized by two-thirds of the aldermen
holding office;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF EDWARDSVILLE that:
The City of Edwardsville City Council has reviewed and hereby approves by two-thirds
majority vote the sole source purchase of one (1) Stryker ProCare Service Contract from
Stryker Medical, PO Box 93308, Chicago, IL 60673-3308, for a total cost of $11,394.50.
