Proclamation
WHEREAS, during National Breast Cancer Awareness Month, we stand with the
courageous women and men who have been diagnosed with breast cancer and honor
those who have lost their battle to this terrible disease; and,
WHEREAS, according to the American Cancer Society, breast cancer is the
most common cancer in women in the United States after skin cancers. Breast cancer
accounts for about 1 in 3 new cancers cases in women each year. An estimated 321,910
women and 2,670 men will be diagnosed with invasive breast cancer in 2026 in the
United States; and,
WHEREAS, the National Breast Cancer Awareness Month program is dedicated
to increasing public knowledge about the importance of the early detection of breast
cancer and prompt treatment, which can significantly reduce the suffering and deaths
caused by this disease; and,
WHEREAS, in recognition of the fact that mammography, an “x-ray” of the
breast, is the single most effective method of detecting breast changes that may be
cancerous long before physical symptoms can be seen or felt; and,
WHEREAS, cancer touches so many families across the country - including
ours. It is up to all of us to continue fighting for a cure and to ensure that every
American has access to the quality care they need; and,
WHEREAS, this month, Flossmoor joins all those who are battling breast cancer
and all types of cancer, those who have lost their lives to the disease, their loved ones,
and all dedicated healthcare workers in spreading awareness, committing to public
education, and embracing hope for better diagnoses, treatments, and a cure.
NOW, THEREFORE, I, Michelle I. Nelson, Mayor of Flossmoor, do hereby
proclaim October 2026 as National Breast Cancer Awareness Month in Flossmoor,
Illinois.
I call upon the women of Flossmoor to speak with their doctors and healthcare providers
to learn more about breast cancer. I urge all women and their families to get facts about
mammography.

There are several commissioners on the Plan Commission whose appointments are due for
consideration. Mayor Nelson would like to re-appoint the following members to a term as noted
below. With so many appointments for consideration, the terms are staggered to re-establish
staggered terms. All serving members are interested in a re-appointment.

The meeting was streamed via Zoom. Mayor Nelson reviewed the public comment policy, which
is available on the Village website.

A Proclamation Declaring September 2026 as Childhood Cancer Awareness Month:
Mayor Nelson read the Village of Flossmoor’s Proclamation for Childhood Cancer Awareness
Month, in honor of Finley Bracken, daughter of Captain Daniel Bracken with the Flossmoor Fire
Department, who passed away from childhood cancer. Information about Captain Bracken's
family’s foundation and the great work they do is available at finleyforever.com. The proclamation
recognizes that childhood cancer is one of the leading causes of death by disease in children and
urges all residents to observe Childhood Cancer Awareness Month and support this cause.
2.
Proclamation Declaring September 15 - October 15, 2026 as National Hispanic
Heritage Month
Mayor Nelson introduced Tony and Adriana Figueroa and their children to accept the Village’s
proclamation for National Hispanic Heritage Month. Mayor Nelson read the Village’s
proclamation in honor of National Hispanic Heritage Month to recognize the valuable
contributions of Hispanic and Latin Americans in the community. Mayor Nelson encouraged all
residents to celebrate and learn about the history of Hispanic Heritage Month and to support
Hispanic businesses and organizations across Flossmoor.

Mayor Nelson introduced Marilyn Tapajna of the Daughters of the American Revolution – Sauk
Trail Chapter to accept the proclamation for Constitution Week. Mayor Nelson read the Village’s
proclamation to urge all residents to study the Constitution and reflect on the liberties afforded to
Americans and the responsibilities that all citizens carry to uphold the values of the Constitution
for future generations.
4.
A Proclamation Declaring September 21-27, 2026 as National See Tracks? Think
Train Week
Mayor Nelson read the proclamation declaring September 21, 2026 through September 27, 2026
as “National See Tracks? Think Train Week.” The proclamation recognizes the large number of
highway-rail grade crossing collisions and fatalities and urges residents to recognize the
importance of rail safety education and the dangers associated with railroad crossings.
Mayor Nelson introduced Jonathan Bogue, Assistant Village Manager, to provide an
update on August 11, 2026 Tornado Recovery and Cleanup.
Assistant Village Manager Bogue’s discussion points included, in part, the following topics:

Status on completion of the first and second pass of the cleanup;
The incredibly large amounts of storm debris;
Tree canopy evaluations by David Becker, the Village Arborist;

debris and the cost savings to the Village if it is approved as a County cleanup site;
The Village’s new tornado recovery webpage (https://flossmoor.org/639/TornadoRecovery)
Emergency declaration extension to aid in recovery efforts;
Coordination with other government agencies and vendors;
Ongoing tree removals and future tree plantings to be evaluated with the assistance of the
Village’s Green Commission; and
The uptick in building permits;
The meeting with Juliana Stratton, Lt. Governor of Illinois, and Mayor Nelson to discuss
the storm damage.
Mayor Nelson further provided information about the Village’s communications about the storm
recovery and advised that federal aid requests are pending and asked the Board for comments. The
Board responded with inquiries about the terms and conditions of the agreement for the County to
use the Village as its regional clean-up site. Public Works Director Brunke and Village Manager

Wachtel advised that the Village will save hundreds of thousands of dollars in costs, and it will
ease the workload on staff if it is chosen to be the regional clean-up site. Director Brunke further
advised that the County’s cleanup should not impact economic development efforts in the area.
The Board also expressed thanks to all Village employees and staff for their extra work and the
communication steps taken by Nicole Castagna, Asst. to Vlg Mgr/Comm. Manager.
PUBLIC PRESENT WISHING TO ADDRESS THE BOARD:

Jackie Riffice (Flossmoor resident): Provided information about her book club and
invited everyone to come to her next meeting.
2.
Bob Bramlette (Flossmoor resident): Expressed thanks to the Village for its storm
recovery.
3.
Lorrain Hepworth (Flossmoor resident): Inquired about Flossmoor’s new TIF district and
whether her properties would be included in it. Mayor Nelson responded that Ms. Hepworth’s
property on the north side was included in the TIF, and the property on the south side was not
included in the TIF.
4.
Beth Larocca (Flossmoor resident): Expressed thanks and appreciation to the Village for
its storm cleanup and recognized how the storm recovery brought together her neighborhood. Is
interested in learning about how the Village will restore its tree canopy.
5.
Cassandra Drinkard (Flossmoor resident): Has very strong concerns about safety in her
neighborhood after being sexually harassed by a resident who lives in a group home by her house.
Requests the Village to take immediate steps to resolve safety issues that stem from at least one of
the residents in this group home. Village Manager Wachtel responded that the Village cannot
remove the group home, and that in some instances, the Village has had to make reports about it
to the Illinois Department of Human Services (IDHS). Mayor Nelson requested that Police Chief
Estelle meet with Ms. Drinkard to discuss the next steps. Police Chief Estelle then met with Ms.
Drinkard after her public comments.

Agenda Item #12. Consideration of a Contract and Budget Amendment to Purchase Deicing Rock Salt from Morton Salt, Inc.
Mayor Nelson called for a Motion to approve Consent Agenda Item No. 12. Trustee Daggett so
moved, Trustee Mustafa seconded. Mayor Nelson requested Director Brunke to give information
about the Village’s purchase of rock salt in preparation for the winter months. Director Brunke
reported on the following topics: the bidding process, the costs, the number of competing
communities with bids, 400 tons of rock salt leftover from 2025, cost comparisons with
neighboring communities, salt storage, pricing for beet slurry, and salt pricing vs. liquid ice
solutions.

PUBLIC HEARING
Agenda Item #14.
Public Hearing to Establish Southwest Flossmoor TIF #2
Mayor Nelson, at 8:18 p.m., opened the Public Hearing for Agenda Item No. 14 and introduced
Village Attorney Orr to explain the TIF (tax increment financing) process. Village Attorney Orr
gave detailed information about the history of TIF Districts, how the Village uses TIFs for
economic development, the benefits of a TIF, Flossmoor’s Southwest TIF #2, and the hearing
process to establish TIF #2.
Mayor Nelson asked for questions from members of the public. Those in the audience who
responded with questions and comments were:
a.
Laurie Hepworth: Asked why her south property was not included in the TIF
redevelopment area. Attorney Orr explained how the properties that were included in the TIF were
those that needed assistance with infrastructure and flooding problems or met the condition of
blight.
b.
Emma Cox: Asked about the size and location of the new TIF district, and the
expected benefits to the Village.
There were no further members of the public with comments/questions. Mayor Nelson closed
Public Comments at 8:35 p.m.

Consideration of an Ordinance Affirming a Local Disaster
Declaration and Directing Related Actions for the August
11, 2026, Severe Strom and Tornado Event
DATE:
RE:
On August 11, 2026, at approximately 11:00 a.m., severe thunderstorms and tornado activity
affected the Village, causing power outages, roadway hazards, debris, and other conditions that
affected the safety of our residents. Immediately after the storm, village staff activated our
Emergency Operations Center (EOC) and began assessing and clearing the roads. At that time,
staff recommended that the Mayor, as outlined in Section 5-2-6 of the Flossmoor Municipal Code,
declare a state of emergency due to conditions in the Village. This declaration eases certain Village
regulations and is submitted to Cook County, which serves as the primary point of contact for
coordinating with the State on resources and future proclamations and declarations at the state and
federal levels.
At the August 17, 2026 meeting, the Village Board affirmed the local disaster declaration as
authorized by the Mayor. In accordance with our code, the Mayor proclaimed an extension of the
declaration 30 days later on September 17 as recovery and restoration continued, which the Board
affirmed again on September 21, 2026. Once again at the October 5 Board meeting, as outlined in
the code, we are asking the board to affirm the local disaster declaration, which will continue until
recovery and restoration is fully complete.

ORDINANCE NO. 2026 - _____
AN ORDINANCE AFFIRMING A LOCAL DISASTER DECLARATION AND
DIRECTING RELATED ACTIONS FOR THE AUGUST 11, 2026, SEVERE STORM
AND TORNADO EVENT
WHEREAS, under State of Illinois Statute 20 ILCS 3305/11 (Illinois Emergency
Management Agency Act), a local disaster may be declared only by the principal executive officer
of a political subdivision (including a Mayor or Village President) and the effect of a declaration
is to activate the political subdivision's emergency operations plan and authorize the furnishing of
aid and assistance; and the Village Board seeks to support and effectuate such actions in response
to Tuesday’s event; and
WHEREAS, on Tuesday, August 11, 2026, at approximately 11:00 am, severe
thunderstorms and tornado activity impacted the Village of Flossmoor, causing power
interruptions, roadway hazards, debris, and other conditions affecting the public health, safety, and
welfare; and
WHEREAS, on August 11, 2026, Mayor Michelle Nelson, declared a Local State of
Emergency and a Disaster to assist residents and ease certain Village regulations due to the stormrelated damages, response and clean-up; and
WHEREAS, on August 17, 2026, the Corporate Authorities affirmed a Local State of
Emergency and a Disaster that occurred on August 11, 2026; and
WHEREAS, as recovery and restoration following the tornado continues, on September
17, 2026 Mayor Michelle Nelson declared an extension of a Local State of Emergency and a
Disaster to assist residents and ease certain Village regulations due to the storm-related damages,
response and clean-up; and
WHEREAS, on September 21, 2026, the Corporate Authorities affirmed the Mayor’s
extension made by Proclamation on September 17, 2026 of a Local State of Emergency and a
Disaster that occurred on August 11, 2026; and
WHEREAS, the Village must promptly document all storm-related damages and losses,
including damage to infrastructure and public property, emergency response and cleanup costs,
resident impacts (including residential structures), and storm-related issues such as downed trees
and power lines and power poles along all major and minor roadways impeding the flow of all
traffic, to ensure accurate recordkeeping and eligibility assessments;
WHEREAS, the Village's request for assistance and related documentation shall be
submitted to the Cook County Department of Emergency Management and Regional Security

(EMRS), which serves as the primary point of contact and will coordinate with IEMA—Office of
Homeland Security (IEMA‑OHS) Region 4 on state-level assessments and next steps; and, where
damages exceed local/county capabilities, such coordination has culminated in a Governor's
proclamation and, a request for a Major Presidential Disaster Declaration to unlock federal
programs (FEMA Public Assistance, Individual Assistance, SBA loans, and Hazard
Mitigation Grant Program).
WHEREAS, in accordance with Flossmoor Municipal Code Section 5-2-6, the Mayor is
authorized to execute said Disaster Declaration, and the Mayor, Village Manager, and
her designees are hereby authorized to take any action to implement its terms; and
WHEREAS, the Village continues to mitigate all storm-related damages and losses,
including damage to infrastructure and public property, emergency response and cleanup costs,
resident impacts (including residential structures).
NOW, THEREFORE, BE IT RESOLVED by the Mayor of the Village of Flossmoor, County
of Cook, Illinois, as follows:
SECTION 1. Local Disaster Declaration.
The Mayor is authorized and directed to issue a Local Disaster Proclamation pursuant to 20
ILCS 3305/11, with immediate effect.
SECTION 2. Activation of the Emergency Operations Plan (EOP).
The Village is authorized to furnish aid and assistance, including but not limited to emergency
protective measures, debris clearance, public safety operations, and coordination of resources.
SECTION 3. Operational Actions and Restoration Priorities.
A. Life-safety first: mitigate hazards (e.g., downed lines, unsafe intersections), deploy traffic
control, and safeguard the public;
B. Access & mobility: clear rights-of-way and intersections; coordinate street sweeping and
debris operations;
C. Neighborhood debris removal: sustain curbside brush/chipper service and, as needed,
employ contracted crews to accelerate pickup;
D. Resident support: direct residents to appropriate reporting channels and resources, and
continue public information updates;
E. Assessment & reporting: compile service metrics and damage counts and prepare followup briefings to the Village Board.
SECTION 4. Interagency Coordination.
A. Gather and then submit damage documentation and requests to Cook County EMRS;

B. Coordinate with IEMA‑OHS Region 4 on state assessments and eligibility
determinations;
C. Support any subsequent Governor's proclamation and, if warranted, state/federal requests
including FEMA and SBA programs.
SECTION 5. Damage & Cost Documentation.
A. Damaged infrastructure and public property;
B. Emergency response and cleanup costs (labor/overtime, contract services, materials/equipment);
C. Resident impacts (e.g., damaged property, flooded homes, displacement);
D. Tornado and Storm-related issues (tree removal, downed power lines and power poles, blocked
drains).
SECTION 6. Finance & Procurement.
The Finance Director is directed to establish appropriate project/account codes to capture eventrelated costs and to utilize emergency procurement provisions consistent with the Village’s
Emergency Operations Plan and applicable law, ensuring transparency, rapid response capability,
and audit-ready records for potential assistance programs.
SECTION 7. Communications & Public Outreach.
Our Communications team shall continue public information activities, including safety
reminders, service updates, and assistance resources, and shall share any county/state resident
damage survey links or instructions as coordinated through EMRS/IEMA‑OHS.
SECTION 8. Effective Date.
This Ordinance shall be in full force and effect immediately upon its adoption.

On September 22, 2026, the Zoning Board of Appeals held a public hearing to consider a request for
a variation from Section 285-21-1 D. (5) of the Flossmoor Zoning Ordinance requiring air
conditioning units and generators to be a minimum of 10 feet from any lot line. The request was
submitted by Suzi and Jeff Thrall, owners of the property located at 1250 Dartmouth. The facts of the
matter are as follows:
The subject property is an interior lot located on the west side of Dartmouth Road and is improved
with a single-family residence.
The petitioner is seeking a variance to permit the installation of a standby generator within 10 feet of
a lot line.
The petitioner argues that the proposed location facilitates a more efficient location to connect to the
gas line and electric panel. Additionally, other locations are not feasible due to window and door
openings, which would prohibit the installation due to manufacturers’ installation and code
compliance requirements for clearances from operable windows and doors to prevent carbon
monoxide from entering the home.
Neighbors on either side of the subject property have submitted letters in support of granting a
variance. No other correspondence or public comment was received.
At the close of the public hearing, the Zoning Board of Appeals voted unanimously in favor of
recommending that the variation be approved as submitted.

WHEREAS, the Village of Flossmoor, Cook County, Illinois (the “Village”) is a duly
organized and validly existing non-home rule municipality created in accordance with the
Constitution of the State of Illinois of 1970 and the laws of the State; and,
WHEREAS, pursuant to the Illinois Municipal Code (65 ILCS 5/11-13-5), the Mayor and
Board of Trustees of the Village (the “Corporate Authorities”) may provide for and allow
variances to provide relief when strict compliance with the requirements of the Flossmoor Zoning
Ordinance (the “Zoning Ordinance”) presents a particular hardship; and,
WHEREAS, in accordance with the Zoning Ordinance, Jeff and Suzi Thrall (the
“Applicants”) filed an application, which is attached hereto and made a part hereof as Exhibit A
(the “Application”), for a variation from the requirements of Section 285-21-1 D. (5) of the Zoning
Ordinance to permit a generator to be installed within 10 feet of a lot line at the property commonly
known as 1250 Dartmouth Road, Flossmoor, Illinois (the “Subject Property”), which Subject
Property is legally described on Exhibit B attached hereto and made a part hereof; and,
WHEREAS, the Zoning Board of Appeals, after publishing notice, conducted a public
hearing on the Application on September 22, 2026, and thereafter made its findings of fact and
determination in writing that the variance requested meets the standards set forth in Section 28526-7 C. of the Zoning Ordinance and recommended to the Corporate Authorities that it be granted,
all as required by the Zoning Ordinance; and,
WHEREAS, the Corporate Authorities have received and considered the recommendation
of the Zoning Board of Appeals.

NOW THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the
Village of Flossmoor, Cook County, Illinois, as follows:
Section 1:
That variations from the requirements of Section 285-21-1 D. (5)] of the
Zoning Ordinance are hereby granted to permit the installation of a generator in accordance with
the Application.
Section 2:
That unless the Owner commences and completes construction in
accordance with the building permit issued therefor within one year of the adoption of this
Ordinance, this Ordinance shall be automatically repealed.
Section 3:
That if any of the benefits conferred by the variations granted herein are
abandoned or not utilized for any continuous period of one year, said variations shall, to the extent
of such abandonment or nonuse, be deemed void.
Section 4:
That this ordinance shall be in full force and effect from and after its
adoption, approval, and publication in pamphlet form as provided by law.

The Zoning Board of Appeals recommends that this petition for variation be granted based on the
following Findings of Fact.
A. The Zoning Board of Appeals found that there is a practical difficulty or an undue hardship due
to required installation clearances from openings which prevents the installation in a compliant
location.
B. The granting of the variation will not be detrimental to the public welfare or injurious to other
property or improvements in the neighborhood.
C. The proposed variation will not impair an adequate supply of light and air to adjacent property,
or substantially increase congestion of public streets, or increase the danger of fire, or endanger
public safety or substantially diminish or impair property values within the neighborhood.
D. Adjacent neighbors submitted correspondence in favor of the request.
E. There have been no previous requests for variation of a similar nature by this petitioner.

Consideration for the Fire Department to Purchase Two
Replacement Zoll AutoPulse Devices
The Fire Department currently operates two ZOLL AutoPulse devices, one on each frontline
ambulance, that are approaching the end of their useful service life. The AutoPulse is an
automated mechanical chest compression device designed to provide consistent, highquality chest compressions during cardiac arrest incidents. The device provides continuous
mechanical chest compressions while allowing firefighters and paramedics to perform other
critical resuscitation interventions, including airway management, medication administration,
and patient movement.
The Flossmoor Volunteer Fire Department Corporation purchased the two AutoPulse
devices currently in service in 2010 and 2011. After more than 15 years of service, both
devices are experiencing end-of-life issues. Due to their age and current operational
concerns, replacement is necessary to ensure the reliability of this critical piece of
emergency medical equipment.
The replacement of the two AutoPulse devices was originally scheduled in the FY 2027/28
Capital Replacement Plan and is budgeted at $65,000. However, due to the end-of-life
issues we are currently experiencing, I am recommending that the replacement be moved
forward to the current FY 2026/27 fiscal year.
The SCBA compressor was scheduled for replacement in the current FY 2026/27 Capital
Replacement Plan and is also budgeted at $65,000. To accomplish the AutoPulse
replacement without increasing the department's planned capital expenditures, we will defer
the SCBA compressor replacement until FY 2027/28. This will effectively exchange the two
capital projects between fiscal years, with the AutoPulse replacement moving forward and
the SCBA compressor replacement moving back one year.
This approach allows us to address the more immediate need for reliable cardiac arrest
equipment while maintaining the department's overall capital replacement schedule.
Because both projects are budgeted at $65,000, this change does not increase the planned
capital expenditure for either fiscal year.
The two replacement ZOLL AutoPulse devices and associated equipment will be purchased
through Federal Supply Schedule (FSS) purchasing contract No. 36F79725D0033. Federal
Supply Schedules, also known as the Multiple Award System (MAS), are long-term,
government-wide contracts managed by the General Services Administration (GSA) to
provide commercial products and services at fair, pre-negotiated prices for government
agencies.

the FY 2026/27 Capital Replacement Program.

Consideration of a Resolution Approving a License
Agreement with Cisco Meraki
The Village of Flossmoor is scheduled for an upgrade of the networking switches in this year’s
budget cycle. A network switch is a device that connects computers, phones, printers, and any
other connected equipment on a network so they can communicate with each other. Switches are
a key part of the infrastructure that allows users to access files, applications, and the internet. The
switches also provide power for some devices through Power Over Ethernet, such as wireless
access points and phones.
This replacement is necessary as the current switches are aging and are a mismatch of brands and
models. Aging switches increase the risk of failures on the devices, which can cause extended
network downtime. Moving to switches of the same vendor will allow for better network
visibility, equipment compatibility (we have purposefully been moving to an all-Cisco
environment), and allow for easier identification of any network issues.
The switch replacement cost has come in higher than expected due to rising prices across the
industry. The Village budgeted $25,000 for this project and the cost today is $34,845. Prices
have been driven up across the industry by high demand from data centers, which has resulted in
shortages. As a result, Cisco has raised its prices multiple times this year alone to keep up with
the rising prices of the components included in its devices. Prescient is a Cisco Partner and
worked with a Cisco government rep to receive the best discount possible for the Village. Due to
Prescient working directly with the manufacturer, this is the best price available. This includes
pricing from CDWG, which holds the national Joint Power Association purchasing contract and
does not have the product on hand.
Staff recommends waiving competitive bidding due to equipment compatibility and because
Cisco is a single supplier of the switches that would work best in our environment. Staff
therefore recommends approving a quote for Cisco Switches in the amount of $34,845.10 and
approving their license agreement.

APPROVING A LICENSE AGREEMENT WITH CISCO MERAKI
WHEREAS, the Village of Flossmoor, Cook County, Illinois (the “Village”) is a duly organized
and validly existing non-home-rule municipality created in accordance with the Constitution of the State of
Illinois of 1970 and the laws of the State; and,
WHEREAS, the Village is in need of an upgrade to its networking switches which connect
computers, phones, printers, and all other equipment using the Village network; and,
WHEREAS, Prescient Solutions has worked with the Village and has been negotiating with Cisco
Meraki to provide the networking switches needed by the Village in order to obtain the best possible price
and has submitted a proposed licensing agreement to the Village; and
WHEREAS, in order to proceed with the Cisco End User License Agreement (the “License
Agreement”) in the form attached hereto, it is necessary to waive public bidding as permitted by the Illinois
Municipal Code (65 ILCS 5/8-9-1) upon a two-thirds vote of the Trustees currently holding office; and,
WHEREAS, the Village staff believes that it is in the best interest of the Village to proceed with
the approval of the License Agreement and recommends that public bidding be waived as permitted by law.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the Village
of Flossmoor, Cook County, Illinois, as follows:

That the Cisco End User License Agreement by and between the Village of
