REGULAR AGENDA
4. A ) REPORT OF THE PLAN COMIV11SS10N Special Use Permit (PC 26-10) and Site Plan
Permit (PC 26-11) for a car wash and associated site improvements at 211 S Milwaukee
Avenue - Papo's 3 LLC, Applicant
Papa's 3, LLC is requesting a Special Use Permit and Site Plan for the development of a car wash
and associated site improvements at 211 S Milwaukee Avenue. The applicant is also requesting a
variation from the fence location requirements to allow a fence in the front yard and a variation
from the front yard setback requirements.

This project was reviewed by the Appearance Review Commission on April 27, 2026 and received
a recommendation for approval with conditions. (The conditions are noted in the ARC minutes.)

The project was heard at the May 18, 2026 meeting of the Plan Commission and Zoning Board of
Appeals. After hearing presentation from the applicant and public testimony, the Commission
reviewed the application materials and continued the discussion to July 13, 2026. At the applicant's
request, the items were further continued to the August 24, 2026 meeting, at which the Plan

Commission recommended denial of the Special Use Permit and the Site Plan Permit by a vote of
6-0.

If the Board accepts the Plan Commission recommendation for denial, the requests will be denied.
Alternatively, if the Board wishes to approve the petitioner's requests, a separate motion is

required for each request (inclusive of the conditions listed in the Report), and an ordinance will be
prepared for the next Board meeting reflecting this decision. Under Illinois law, since the
applications received a negative recommendation from the Plan Commission, any ordinance

approving the requested relief must be approved by a majority of the Trustees.

Board of Trustees Meeting Minutes September 08,2026
Mayor Johnson invited the petitioner forward, Mr. Joe Stone.
Director of Community Development, Heather Rowe, presented an overview of this project. The
requests include a special use permit, a site plan permit, and two variations for a proposed car
wash.

Mr. Joe Stone, his business partner, Russ, and their sound engineer were also present. Mr. Stone
gave a presentation to the Board that included an overview of the company and the project.
Mr. Stone addressed the three issues that have been concerns of the community:

TRAFFIC: Studies showed that a reduction in driveways on Milwaukee will result in a positive
impact on traffic flow and the side streets have enough capacity to handle the proposed
development, Mr. Stone said.
SOUND: Their goal is to have no impact. The sound testing that was done shows sound levels
would remain at or below current levels.

LAND USE: Mr. Stone discussed how this fits into the comprehensive plan and the desire to
improve the Milwaukee Av corridor south of Rt 176.
Mayor Johnson asked for public comment on this agenda item:

Barb Inga, 130 McKinley Ave, said Sunnyside it too narrow for the traffic that they are
proposing. Stewart Av is used for ambulances, and Condeil is seeing a lot more usage; adding
cars to these nearby streets could cause a problem. She disagrees that the trees are all in poor
condition. She said most of them are in good shape. Quality over quantity. Papos has bad

reviews and it is said they do not stand behind anything. The traffic study was done over spring
break and so is not well represented. She is concerned about the sound which will include
vacuums that run 14 hours per day.
Mayor Johnson said she has received the written comments from residents, and they include her
written comments.

Michael Furrows represents Graham Enterprises. He asked the Board to consider the standards
and recognize the lack of discussion about adverse impact. He thinks the impact on the
neighboring residents justifies the denial. He said a need has not been established.
Mario Weber, owner of 21 1 Milwaukee. He purchased this property several years ago. It has
been vacant for a few years. He has tried for several years to lease this place, and it has been
very difficult. He has investigated so many options. When the Papos approached, he looked at
various locations and he was impressed. The property is not generating tax revenue at all and if
this doesn't pass, it will sit for many more years before he believes he will be able to get another
person in. He believes this is a good company. The community comments - he feels that Papos
has taken it seriously to address the residents' concerns. They are trying to play ball fairly.
Mayor Johnson asked Director Rowe to verify that there were modifications as Mr. Weber
represents. Director Rowe said Papos did make modifications to address some sound concerns,
added landscaping, changed turning movements at the exit, and relocated the trash enclosure and
modified signage. They were responsive in several ways.

Mr. Weber added there are a lot of empty parcels in this area. Hopefully this passes and the
property can be made beautiful once again.
Board Comment:
Trustee Adams said it is a busy comer, and he read through the packet. He was glad there was an

opportunity to fill the property as it has been vacant, but he thinks it is not a good fit and thinks it
will be more of a nuisance. He sympathized with the property owner.

Trustee Garrity said in the case of this project, it has been thoroughly vetted, came back with a
recommendation for denial 6-0 and he sees no reason to go against it.

Trustee Krummick said he went to Papos in Gurnee and thanked him for bringing this to the
community. He asked Mr. Stone how this could improve traffic on Milwaukee. Mr. Stone said
when you close driveways off Milwaukee, you improve the traffic flow on that street. Trustee

Krummick replied that so instead you are putting traffic on to the side streets. He said Papos has
good consultants and he trusts them.

Trustee Krummick said he was part of the South Milwaukee Corridor plan and there were some
specific things that were called out. The study specifically said no metals and favored earth tones,
wall offsets, and no shiny materials. All of this has been disregarded in the design. Trustee
Krummick said ARC needs to revisit this as they missed that.

Trustee Krummick said he needs a compelling argument as to how this will not negatively impact
the residents. He needs more but he cannot get behind it. He hopes they can be somewhere else
in town.

Mr. Stone said he appreciates the comments. As far as the appearance goes, the ARC loved
it. The aluminum composite can be changed but it doesn't seem like that is the one sticking point.
Trustee Krummick said heis not pedestrian friendly.

Trustee Macdonald appreciated meeting with the Papos team, and she has great respect for the
business. She is not comfortable that the standard for no adverse impact to the neighbors has
been met.

Trustee Herrmann said he appreciates all the work, but it really comes down to the site. The
property is not suited for this use. He agrees with the commission's conclusion.
Mayor Johnson said the Village has an issue of sensitive vacancies in our community. She wants

to see them filled which makes this challenging. She extended gratitude to the Papas' for
considering this community. The message the Board wants to send: if you are so inclined, the staff
can offer up other sites to consider. Before the Board goes forward with a motion that it should be
noted the positives things as well. It is the site that is not a fit, not Papos as a business. She

sympathized with the property owner and the difficulty with trying to fill that vacancy.
Motion made by Village Trustee Adams to approve the Report, Seconded by Village Trustee
Garrity.

Voting Yea: Village Trustee Adams, Village Trustee Garrity, Village Trustee Krummick, Village
Trustee Macdonald, Village Trustee Herrmann. The item was approved with a 5-0 vote.
