July 16, 2026

Resolution Awarding Purchase of Ferromagnetic Detection Systems for
the Winnebago County Sheriff’s Office Using CIP 2026 Funds
Budget Information
Amount Budgeted? $38,380

If not, originally budgeted, explain the funding source?
If CIP funded, original Board approved amount? $38,380
Over or Under approved amount? UNDER
By: $2,750
Reason for CIP increase?
ORG/OBJ/Project Codes: 82200-42267-C2605 Descriptor: CIP 2026
Budget Impact? $35,630
Background Information: The Winnebago County Sheriff’s Office (WCSO) is requesting approval
to purchase two (2) ferromagnetic detection systems using CIP 2026 funds. This requested
device is a portable metal detector. The existing systems, purchased in 2017, consist of two (2)
Metrasens Cell Sense units. The Sheriff’s Office identified the need for upgraded security
technology that provides portability for security screenings, as well as audit trail capabilities to
support internal investigations and court documentation.
In April, the Purchasing Department issued RFP 26P-2469 for a similar replacement system that
could meet the County’s operational and security requirements. Other solutions were airport
and healthcare field related. The Metrasens solution has direct experience in the corrections
environment as well as a more local corporate office that is accessible to the County. This
system is the next upgrade for the current system being utilized, which is a Metrasens product.
Based on this review, Metrasens, Inc. presented the best offer capable of meeting all required
specifications (See Resolution Exhibit A). The Metrasens Ultra Silver system is provided with a
standard one-year warranty for parts and labor.
Recommended By: Sheriff Gary Caruana and Major Ashlyn Fernandes
Follow-Up Steps: Purchasing Department will issue a Purchase Order to Metrasens, Inc. in the
amount of $35,630.

Purchasing Department

July 23, 2026
Resolution Awarding Exterior Precast and Caulking Repairs to the Public
Safety Building Using Owner Direct Funds
Amount Budgeted? $190,000

Over or Under approved amount? OVER

By: $42,545

ORG/OBJ/Project Codes: 82200-46320-C2615
Budget Impact? $232,545

Descriptor: PSB Owner Direct - CIP

Background Information:
As part of the ongoing Public Safety Building renovation project, exterior precast caulking
repairs have been identified as a critical priority. Given the building’s multi-level design,
replacing the aging joint sealants is essential to prevent water infiltration and ensure long-term
structural longevity.
Invitation for Bid: 26B-2478 was issued late May 2026. Four (4) bids were received, with Otto
Baum being named as the lowest most responsible bidder. The work is expected to take less
than 3 months to complete, with coordination between exterior roofing, landscaping and
power washing all coordinated on top of the precast and caulking repairs.
This item will be funded through the owner-direct budget. While the cost is slightly higher than
initially estimated, the variance will be fully offset by realized savings in technology procurement,
resulting in no net impact to the overall project budget.
Recommended By: Core Public Safety Building Team, Chris Dornbush, Shawn Franks, Ted Seele,
Hope Edwards and Huffman & Keel Consultants.
Follow-Up Steps: Purchasing Department will process the purchase order to Otto Baum.

Resolution Authorizing The County Of Winnebago, Illinois And
Ringland-Johnson Construction To Execute A Change Order To
The PSB Project To Modernize The 5th PSB Elevator Using
Contingency And PSB Owner Direct Funding
Thursday, July 23, 2026

Budget Information:
Was item budgeted? No
Appropriation Amount:
If not, explain funding source: PSB Owner Direct - CIP & Contractor Construction
Contingency
ORG - OBJ - Project Code: 82200-46320-C2615
Budget Impact: Up to $200,000
Background Information:
Public Safety Building (PSB) has a total of 5 elevators, 4 of which are part of the building
renovation project contract. Two are being fully replaced on the east side and 2 of the 3 are being
refurbished on the west side. As such, there is some contractor construction contingency lasting
from the original $32 million that will be used to refurbish the 5th elevator on the west side,
however there is not enough to cover the entire estimated amount of $200,000. The cost will be
initially covered by the remaining amount of the contractor construction contingency and the
balance will come from savings on the owner-direct budget (2026-CO-018) to cover the cost of
the 5th elevator. This will help strategically to be able to fully utilize the building for current use
and future build out use.
Recommendation:
Administration supports the continued efforts to purposely update the PSB to be utilized for better
current and future use as part of the overall construction project for the renovation of the PSB.
Contract/Agreement:
Legal Review:
Yes
Follow-Up:
Administration will continue to provide regular updates to Committee and the County Board
throughout the PSB project.
