The appraisal fee will range from $3,000 to $4,000, depending on the
property owner’s cooperation and the availability of necessary records.
For this multi-tenant property, we will need copies of the leases and three
to four years of income and expense statements. Real estate income tax
schedules are generally the most convenient source. Because properties of
this type are typically bought and sold based on net income, information
from the owner is important to developing a reliable estimate. Some
owners will not give these to an appraiser.
Client may cancel this agreement at any time prior to the appraiser’s
inspection of the property. Client shall pay appraiser for partial work
completed if cancelled @$150/hour.
This Agreement is valid only if signed by both Appraiser and Client
within 30 days of this date.

YCD Indy - Hancock County Commissioners Fact Sheet

Your Cigar Den Indy
The Request
We ask the Board to support creating a narrowly defined cigar lounge category in the
county smoke-free ordinance (2019-9B), with the County Attorney bringing back draft
language, with Health Department input. The existing retail tobacco store exemption
stays as it is.

The Business and Site
Your Cigar Den Indy is a locally owned, adults-only premium cigar lounge built on
memberships, humidified lockers, and premium cigars and pipe tobacco. Privately funded
with no county funding requested, and opening dry: no alcohol sold or served. Proposed
site: 6325 W. Broadway, McCordsville, the former Ignite Cigar Bar site, a standalone
building approved by the Town for cigar use.

Proposed Conditions (a starting point)
21 and over in all smoking areas
Cigars and pipes only: no cigarettes, vapes, or hookah
Standalone building: no shared walls with other businesses or residences
Engineered ventilation to limit smoke migration, with County-checkable requirements
Limited food: prepackaged heat-and-eat, menu set with the Health Department
Total occupancy up to 75
Documented compliance with state smoking law (IC 7.1-5-12)

Benefit to Hancock County
Adult social space without a bar at the center
Local spending stays local: cigar smokers now drive to Marion and Hamilton County
Investment and tax base: a vacant building rebuilt, local jobs, new tax revenue

RE:

Compliance with HEA 1001-2026

During the 2026 legislative session, the Indiana General Assembly passed House Enrolled
Act 1001, which among other items, put into place new requirements for local units of
government that are meant to aid in housing development. The new requirements involve
annual reporting and a one-time public hearing to be held before December 31, 2026 to allow
the public to comment on current local laws, zoning regulations, and land development
rules, with the goal of increasing housing development.
PUBLIC HEARING ON EXISTING LAWS / GOAL TO INCREASE HOUSING
(IC 36-7-4.3)
•

•

By December 31, 2026, a county, city, or town shall conduct a public hearing to
review its Unified Development Ordinance (UDO) and any zoning regulation and
land development rules. The goal is to increase housing development. (I’ve
prepared sample notices of public hearing. Public hearing notices must be
published in the newspaper 10 days in advance of the hearing as well as posted).
While the new law does not say which body is to hold the public hearing, most
people working to implement this law are turning to their plan commissions or
legislative bodies.
o By the way the law is written, we know that the legislative bodies of Spring
Lake and Shirley will need to hold public hearings, so I believe it makes the
most sense to follow suit and for the legislative body of the county to hold
the hearing for the county.
o (Keep in mind that the Board of Commissioners could offer to allow
the town legislative bodies to hold their hearings jointly with the
county’s, if that is more practical. Each unit would need to do their
own notice.)
At the public hearing, the unit is to review the UDO and any zoning regulations and
land use development, with the goal of increasing housing development using the
following factors:

•

•

o Providing for higher density development of duplexes, triplexes, and
fourplexes in areas designated for single family homes.
o Constructing other housing types including accessory dwelling units and
manufactured and modular housing.
o Adaptive reuse of commercial buildings for residential use such as
allowing multifamily development in retail, office, and light manufacturing
zones.
o Increasing the allowable floor area ratio in multifamily housing areas.
o Waiving or eliminating regulations such as requirements for garage size
and placement, steeper roof pitch, minimum lot size and square footage,
greater setbacks, off-street parking, design standards that restrict or
prohibit the use of code compliant products, or property height limitations.
o Reviewing impact fee zones with zone advisory committee for
improvements.
o Streamlining or shortening the permitting processes and timelines,
including through one stop and parallel process permitting by fifteen days
or more.
o Using property tax abatements to enable higher density and mixed income
communities.
o Donating vacant land for affordable housing development.
Not later than January 1, 2027, the unit shall submit a report (as discussed below)
to the executive director of the Legislative Services Agency (LSA) in electronic
format in accordance with IC 5-14-6.
o The report should be submitted to George Angelone at LSA. His email
address is [email protected]. In speaking with George, he said
a PDF submission to him in an email is acceptable.
o IC 5-14-6 also requires each unit (the county, Spring Lake and Shirley) to
post the report on your internet websites.
The report shall contain the following:
o A copy of its housing study, if one exists (this is if the unit invested in a study
during 2021-2025 or had a housing study performed by a region’s local
economic development organization). (I don’t believe that Hancock
County has had a housing study done during these years, so this likely does
not need to be included).
o The minutes from the public hearing.
o A written description of the ways in which the UDO was changed to support
increased housing development by using some or all of the factors
considered at the public hearing. A copy of the changes made in the UDO.

•

o This question applies only to a unit with a UDO. Hancock County,
Spring Lake and Shirley now operate under a UDO as of October 10,
2026.
For the county, I would recommend that the Commissioners hold this public
hearing at their November 30, 2026 meeting. In the meantime, get out the word
to the public and housing developers that you want to hear from them on this
topic.

HOUSING PROGRESS REPORT
•

•

Beginning January 1, 2027 and January 1, of each year after, a local unit that exercises
planning and zoning powers shall submit a housing progress report to: (1) the Indiana
Community Housing Development Authority (ICHDA); and (2) to the executive
director of the Legislative Services Agency (LSA) in electronic format in accordance
with IC 5-14-6.
o Hancock County, Spring Lake and Shirley, all exercise planning and zoning
powers under an area plan commission, therefore, each unit is required to
submit the Housing Progress Report.
o For the county, likely the best person to oversee this report is the Planning
Director and for Spring Lake and Shirley, the Clerk-Treasurers.
o A unit has one month each January to submit this report. ICHDA will be
opening an online portal beginning January 1, 2027 for this information to be
submitted. The portal will be closed on January 31, 2027. A pdf version of the
form
is
currently
available
on
the
ICHDA
website
at
https://www.in.gov/ihcda/files/Housing-Progress-Report-2026.pdf, so you
can begin to prepare your answers. I have reached out to ICHDA with
comments about their form and have learned that ICHDA will be updating their
form based on those comments.
o IC 5-14-6 governs electronic submissions to LSA. In addition to submitting the
report on the IHCDA portal, the report should be sent in PDF form to George
Angelone at LSA at [email protected]. The report is also required
to be posted on each unit’s website.
The report must provide data for the immediately preceding year and include the
following:
o The total number of proposed residential housing units submitted to the unit.
o The total number of proposed residential housing units that were approved by
the unit.
o The total number of proposed residential units that were denied by the unit.

o The total number of net new residential housing units submitted to the local
unit (subtract the number of residential housing units that the local unit lost in
the immediately preceding year through – demolition, conversion to nonresidential use, or combing units from the number of proposed residential
units submitted to the local unit).
o The total number of new residential housing units that meet all of the following
conditions:
 are entitled, have been platted, have been issued a building permit,
and have received a certificate of occupancy or completion and
compliance.
o The calendar days spent by the local unit in processing housing proposal
applications.
o If the total number of proposed residential units submitted does not meet
units approved + units denied, explain why.
HOUSING STATUS REPORT
•

Beginning January 1, 2027 and January 1, of each year after, a local unit that is a
county, city, or town (regardless as to whether the unit exercises planning and
zoning powers) shall report certain housing status information for the prior
calendar year to: (1) the Indiana Community Housing Development Authority
(ICHDA); and (2) to the executive director of the Legislative Services Agency (LSA)
in electronic format in accordance with IC 5-14-6.
o The Housing Status Report must be completed by all counties, cities and
towns regardless as to whether they exercise planning and zoning powers.
o For the county, likely the best person to oversee this report is the planning
director and for Spring Lake and Shirley, the Clerk-Treasurers.
o A unit has a one month time frame in January to submit this report. ICHDA
will be opening an online portal beginning January 1, 2027 for this
information to be submitted. The portal will be closed on January 31, 2027.
A pdf version of the form is currently available on the ICHDA website at
https://www.in.gov/ihcda/files/Housing-Progress-Report-2026.pdf,
so
you can begin to prepare your answers. I have reached out to ICHDA with
comments about their form and have learned that the firm will now be
updated.
o IC 5-14-6 governs electronic submissions to LSA. In addition to submitting
the report on the IHCDA portal, the report should be sent in PDF form to

George Angelone at LSA at [email protected]. The report is also
required to be posted on each unit’s website.
o The required information is as follows:
o The average and median home sale prices and the year over year
change.
o The median rent prices and year over year change.
o The number of residential dwelling units constructed and occupied
in total and by type.
o The percentage of new residential dwelling units constructed that
are listed at each of the following:
• 80% or less of the local unit’s median income.
• 81% - 119% of the local unit’s median income.
• 120% or more of the local unit’s median income.
o Applicable data and information from the 2025 calendar year shall
be used as a reference point for the January 1, 2027 report.
o ICHDA is to compile and publish the statewide data on their
website.

Commissioner Bill Spalding
Amplify Hancock Furniture Procurement (COE)

Dear Commissioner Spalding,
On January 6, 2026, Hancock County Commissioners executed Commercial Office Environments’ (COE) Proposal dated
December 30, 2025, supplying the loose furniture for the Amplify Hancock project. On August 14, 2026, Veridus
recommended payment of invoice AMPL00 for the furniture installed at that 6me, with the remaining outdoor
furniture to be invoiced upon installa6on. COE has now installed the remaining outdoor furniture and has submi8ed
invoice 77815. Veridus has reviewed the invoice and provides the following comments.
Comments:
1. The total amount of the order, executed January 6, 2026, is $672,053.12.
2. To date, the Commissioners have paid $654,884.45 on this order, which includes the 50% deposit of
$336,026.56 and payment of $318,857.89 on invoice AMPL00.
3. Invoice 77815 covers the remaining outdoor furniture, including six SWELL backless benches, packaging, and
shipping, for a total of $34,337.35. The associated por6on of the deposit ($17,168.68) has been applied,
leaving a balance due of $17,168.67.
4. This payment will complete the order, bringing total payments to $672,053.12.
5. The outdoor furniture has been installed sa6sfactorily, and COE is due the invoiced amount.
For these reasons, Veridus Advisors recommends that Hancock County Commissioners issue payment in the amount
of $17,168.67 to “Commercial Office Environments.”
Should you have any ques6ons or comments please let me know.
Sincerely,

Lance Snedeker
