Discussion
-
Findings from Strategic Planning Study for Consideration of Consolidating the Portland Police
Department Dispatch with the Jay County 9-1-1 Public Safety Answering Point (PSAP)
Kent1.
Wants to proceed and get input from Sheriff Newton.
2.
The mayor stated that he is still NOT for this move. Kent noted that the council could cut out the
dispatch budget, but also noted this is not feasible because the city does not have anything else in
3.
place to pick up calls.
Tonight is not the night to shut down dispatch. More information needs to be gathered.
Dave-
1.
2.
Wants to hear from the following stakeholders: Sheriff Newton, Fire, and EMS.
Requested that a vote be taken at the next council meeting to move forward with gathering
information from stakeholders.
3. Would like to form a board to oversee the input and discussions with stakeholders.
4. Questioned if the new console could be returned.
Contessa Stilts (Portland Dispatcher) spoke about the recent IN911 Conference. She noted that all Portland
dispatchers have had the 911 training and they are waiting for the certificates in the mail. She noted that the
State of Indiana will provide all dispatch centers with free MEVO phones. The phones have rapid SOS. This is
a program to plot all 911 calls. Through MEVO phones all 911 information from the county will be transferred
to the city when a call is transferred. She noted that the state wants reassurance that the city will not move
forward with the consolidation, then they will provide the phone. Ashley and Kent questioned this. Kent
stated that 911 service is already paid through cell phone bills. Ashley wanted written confirmation that the
state would not provide these phones until the city stated they will not move forward with the consolidation.
