Auditor be and is hereby authorized to stop issuance of biweekly paychecks on the General Basic Fund, Office of the
Jail to Jessica McDevitt. Jessica’s last working day is July 24, 2026.

RESOLUTION 2026-190
WHEREAS, the Wage Study Committee has been appointed to manage the County compensation strategy; and
WHEREAS, the Wage Committee has reviewed the job description of the Registered Nurse and determine
what pay band it should be assigned in the Clinton County Compensation Policy; and
WHEREAS, it is the recommendation of the wage committee to set the wage band of this position to C44.
THEREFORE BE IT RESOLVED to set the band of the Registered Nurse to C44 and update the Clinton
County Compensation Policy accordingly.

BE IT RESOLVED by the Clinton County Board of Supervisors that Tycoga Winery & Distillery LLC, d/b/a

1, 2026, and said application is hereby approved by the Clinton County Board of Supervisors.

MOTION by Supervisor Irwin to authorize the Chairperson to sign Utility Permit Number 09-83-26 for Eastern Iowa
Light and Power’s (REC) proposed project to connect to an 7200-volt line under Old Highway 61 to provide service to
a new house. The work will be located within Clinton County Right-of-Way along Old Highway 61 in Section 33
T83N R03E of the Bloomfield Township.

2026-193 Proclamation Declaring Clinton County 4-H Week: The Proclamation was read aloud by Little Miss Clinton
County Fair, Morgan McCullough Approved

RESOLUTION 2026-193
PROCLAMATION DECLARING THE WEEK OF JULY 19, 2026 AS CLINTON COUNTY 4-H WEEK
WHEREAS, 4-H is an educational experience for Iowa youth and adults based on their interests and needs and
4-H assists youth define and evaluate their personal goals, identify community needs and develop leadership skills to
meet the needs of their community, county, state and world; and
WHEREAS, 4-H is directed toward the development of the total person, their mind through decision making
and scientific learning process and learning how to learn in different settings; their body by improving mental and
physical health; their social skills through the development of positive self-esteem and increased communication
skills; and
WHEREAS, 4-H is a research based learning program, facilitated through the cooperation of the United States
Department of Agriculture, Iowa State University and County Extension Councils and is financially supported through
private and public money; and
WHEREAS, 4-H is a family and community based youth development program which addresses the issues of
youth and families, including those at risk, by supplementing and complementing programs offered by schools and
other youth serving agencies. 4-H provides action oriented and practical education experiences for more than 120,000
youth under the leadership of more than 21,000 volunteers; and
WHEREAS, 4-H makes a difference in the lives of individual youth and adults and the communities where
they live through these experiences; now
THEREFORE, We, the Clinton County Board of Supervisors do hereby proclaim the week of July 19, 2026, as
4-H week in Clinton County, Iowa.

DEPARTMENT HEADS, ELECTED OFFICIALS AND EMPLOYEES
Auditor David Troester reported that the Election Administrator position has been filled, with the new employee
expected to begin during the week of August 10, pending completion of pre-employment requirements and office
preparations. He noted that procedures and systems are being put in place to ensure a smooth transition.
The Board highlighted accomplishments over the past year, including the adoption of the County's commercial wind
energy ordinance and the data center ordinance. Supervisors discussed the significant amount of work required to
develop both ordinances and emphasized that, under current Iowa law, zoning decisions of this nature are made by
locally elected officials rather than through public referendum. Board members encouraged citizens to work with state
legislators if they wish to pursue legislative changes regarding those processes.
Representative Tom Determann updated the Board on legislation establishing funding for railroad overpass and
underpass projects through the Railroad Revolving Fund, noting that approximately $5 million annually has been
dedicated for five years to assist local governments with these projects. He also discussed continued efforts to advance
legislation creating a Port Authority, indicating that future legislation may begin with a more limited approach focused
on the local area.
Communications Director Jeff Chapman reported on the progress made during his first 14 months as director. He
highlighted organizational improvements, creation of a comprehensive communications asset inventory, improved
financial oversight, staffing and scheduling initiatives, implementation of a One Call Air Ambulance protocol,
employee development efforts, and continued work toward restoring full staffing. He also recognized the lasting
impact of Communications employee Marcia DeBoer and thanked staff for their professionalism and dedication
during a challenging year. Board members commended the department for the significant improvements made under
his leadership.
Emergency Management Director Zach Jirak reported that the County successfully completed its federally evaluated
Radiological Emergency Preparedness Exercise involving local, state, and federal partners. He also discussed ongoing
disaster preparedness presentations, active shooter response training conducted with law enforcement agencies, storm
damage assessment responsibilities, weather monitoring support for community events, and efforts to update
emergency shelter supplies throughout the county to improve disaster readiness.
DISCUSSIONS WITH POSSIBLE ACTION
Speed Limit Change: County Engineer Todd Kinney presented information regarding Iowa's statutory increase in rural
paved road speed limits from 55 mph to 60 mph, effective July 1, 2026.
Dust Control: Todd Kinney discussed fugitive dust associated with quarry operations and maintenance hauling
activities. Current Iowa DNR guidance distinguishes maintenance hauling from construction activities. The Board
discussed current policy and indicated the matter should be revisited during future budget discussions. No policy
changes were made.
Secondary Roads Update: Engineer Todd Kinney reported on various department activities, including roadside
spraying. Gravel road maintenance. Rock Creek Solar and Hawkeye Solar road maintenance agreements. Pavement
preservation projects. Bridge construction and replacement projects. Receipt of approximately $3.8 million in federal
bridge funding for the Highway 30 overflow bridge replacement. Staffing challenges within the Secondary Roads
Department.
Treasurer Update: Treasurer Dustin Johnson reported that The County remains in a strong financial position. Progress
on implementation of the Iowa DOT MVP 360 modernization project. Preparation for annual property tax billing.
Sheriff Update: Sheriff Bill Greenwalt provided an overview of significant organizational changes within the Sheriff's
Office over the past several months, including promotions and leadership restructuring within the Patrol and
Investigations Divisions. He recognized the dedication of deputies, investigators, and command staff who provide law
enforcement services around the clock and highlighted the continued commitment to maintaining a strong School
Resource Officer program. Sheriff Greenwalt noted that investigators continue to work closely with local, state, and
federal partners while conducting criminal investigations, serving search warrants, participating in community
outreach, and expanding educational programs for area students.
Investigations Division: Lieutenant Matt Owens, Investigations, reported on recent staffing changes within the
Investigations Division, including the assignment of additional deputies to meet increasing investigative demands. He
highlighted the division's continued collaboration with local, state, and federal law enforcement partners, including the
DEA and ATF, and discussed the department's educational outreach efforts in local schools.
Patrol Division: Lieutenant Schrader, Patrol, outlined his vision for strengthening community policing
throughout Clinton County. He stated that patrol deputies will place greater emphasis on engaging with residents by
making personal contact during routine patrols, listening to neighborhood concerns, and working collaboratively to
improve public safety and quality of life.
Conservation: Conservation Director Phil Visser provided an overview of the department's activities over the past
year. He highlighted the success of annual programs, including Winter Fun Day, Spring Fling, and Easter Egg Hunt,
as well as Blue Heron Eco Cruises held throughout the summer, along with numerous educational and recreational
programs offered by the department.
