The City of Keokuk multiple issues that it currently needs to address with regulatory agencies. There
have been multiple concerns raised about our Pretreatment program since at least 2022, beginning
with ADM program compliance shortfalls. We have made progress in this area, but are still striving
to complete revamping how the program is structured. We also have had multiple issues arise in
regards to missing a deadline with our local limits evaluation reporting requirements last spring,
missing key milestones with the First Flush Study portion of our Long-Term Control Plan designed to
address EPA's CSO Consent Order with the City, and multiple updates needed to be made in our
overall wastewater system structural controlling documents. We are recommending that we
transition our work in these arenas over to HDR Engineering from Askew Environmental Services.

* ) Approval of IEDA Demolition Funds
# )" 10
('%)$#
One of the discussions that was held over the winter with the Iowa Economic Development Authority
(IEDA) in regards to potential redevelopment of the SID Center into housing was how to have this be
a truly transformative project for the surrounding neighborhood and the community as a whole. We
talked about the need to do additional work, including demolishing substandard structures, finding
ways to get other properties improved, and to also see if some in-fill housing can be accomplished in
the area as well to improve the entire neighborhood. At the time, IEDA expressed an interest in
providing demolition funding to assist us in doing improvements in the area. The attached
agreement is a result of these discussions, providing up to $270,000 towards the demolition of 15
properties in the area. The Grant is structured as a forgivable loan, meaning we have to meet their
requirements for where the funds can be expended in order to have the funding forgiven.
