Motion by Hibbs, second by Goodman to adopt Resolution No. 2026-0027: A Resolution to
Approve the Region 6 Housing Trust Fund 2027 Application Cash Contribution. Resolution
adopted 3-0.
Marty Wymore with Region 6 Resource Partners addressed the Board regarding the Region 6
Housing Trust Fund 2027 application. Wymore stated that Marshall County has supported the
Housing Trust Fund since its beginning in 2010. He explained that approximately $404,000 in
state resources will be available through the program this year, compared to approximately
$450,000 the previous year.
The required local match has been reduced from 25% to 10%, resulting in a significant reduction
in the County's contribution. Wymore stated that from 2015 through 2025, approximately $1.3
million from the Housing Trust Fund was spent in Marshall County to improve owner-occupied
homes and provide affordable rental units, including projects in and around downtown
Marshalltown.
Wymore explained that the program assists with exterior improvements and emergency repairs,
with a typical project limit of approximately $25,000. He noted that there is currently a lengthy
waiting list for assistance and that a lack of available contractors has created additional delays.
The program also assists homeowners and rental properties following disaster events when
funding is available.
The Board discussed the reduction in the County's contribution from approximately $49,000 the
previous year to approximately $17,500 this year. Wymore explained that the reduction is due to
the Iowa Finance Authority reducing the required local match from 25% to 10%. The local
contribution is divided among the four counties served by Region 6 based on population.
The Board also discussed the source of the County's contribution, which is included in the
economic development budget, and whether the 10% local match is anticipated to continue for
the following fiscal year.
Approve Contract for AI Document Management with Cott Systems for Auditor/Recorder
and Authorize the Chair to Sign.
Motion by Goodman, second by Hibbs to approve Contract for AI Document Management with
Cott Systems for Auditor/Recorder and Authorize the Chair to Sign. Motion carried 3-0.
Auditor/Recorder Nan Benson explained that the office has been scanning numerous historical
records, including real estate records and Board of Supervisors minutes, and that the proposed
system would allow additional historical records to be scanned, indexed, and searched using new
technology.
The system will allow users to more easily locate information within historical records and is
expected to be particularly helpful with handwritten and cursive documents. As an example,
historical election canvass records could be made more accessible to the public. Benson stated
that the ultimate goal is to provide public access to the records once staff are comfortable with
the system.

discussed the ability for County staff to scan and upload additional records themselves as part of
the subscription.
