BUDGET 3RD DRAFT
During the July 15th & 16th budget hearings the commissioners had with the department heads and
elected officials, the commissioners were able to find budget cuts to reduce the proposed budget by
nearly $600,000. For comparison, this 3rd draft budget is only $5,221 difference than the 2026 budget.
With some additional personnel changes happing in the first couple weeks of August, it is anticipated
the final 2027 budget will be less than the 2026 budget. The final steps in the budget process are to (1)
review the 4th draft of the budget on August 11th, (2) Authorize the 5th and final draft of the budget to be
published at the August 18th meeting, and (3) hold the Revenue Neutral Rate and budget hearing and
adopt the budget at the September 8th commission meeting. The following budget documents show all
the county budgets to date. The Ellis County General fund includes:
• Estimated 7% increase in health insurance premiums
• Estimated 8% increase on property, vehicle, and liability insurance with KCAMP
• Court appointed attorney salary increases – 2nd year, pushed back to April 2027,
• Bond Payments paid from reserves, which are not impacting 2027 or future tax levels
• Decrease in $300,000 in interest rate revenue
• Removal of $425,865 of Oil & Gas Depletion revenues
• Salary adjustments being pushed back, each 3 months for step adjustments and COLA
• Moving the $50,000 ACCESS Transportation funding allocation to the budget stabilization line
pending the results and findings of the newly formed task force
• Other requested amounts for outside agency funding
• 2 additional Detention Officer additions starting in April and October which was offset with
fingerprint and municipal court inmate fee revenues
• $200,000 reduction to the Public Works budget

Page 3

10% decrease in all budgeted transfers to reserves
$200,000 reduction to the Special Highway Fund
Removal of the RePath software for the Courts, partial funding could come from the State, and
the remaining could be paid for with Opioid Settlement Funds
• Removal of additional uniform expenses in the Sheriff’s budget
• Increase of $200,000 in sales tax transfers to the general fund budget
The two major remaining items not addressed in the 2027 budget are:
• Health Department fee changes
• The continued need for a facilities maintenance position for the Ellis County Fairgrounds,
• Funding new records management software for the County.
The Ellis County Fire Department budget has been unchanged since the last budget discussion. The
budget is flat with only a $1,215 increase from 2026. Reserve funding is still included in the fire
department’s capital plan. The fire districts budget more heavily relies on oil valuations in the county.
The total estimated assessed valuation for the rural part of Ellis County decreased by 4.5%. As a
reminder, the Solid Waste budget is not funded by property tax dollars. This is an Enterprise Fund,
which its revenues are from those who use the facility. The proposed 2027 budget includes the planned
expansion on the north side of the transfer station building, current transfer station floor replacement,
and a purchase of a backhoe replacement. Taking these three expenses out of the budget, the budget is
a balanced budget. Including these projects in the budget will create a reduction in the unencumbered
cash in this fund. This will not have an impact on future budgets or require any price increases for the
facility to customers. August 11th will have the final draft done and the budget hearing and RNR hearing
will be September 8th and adoption of the budgets. Leiker gave an update on ACCESS transport. They are
working through issues and came up with what happened. Prior to 2020 ACCESS had the fund to
account for everything. Everything changed because of COVID. They had unencumbered cash and it
went into their reserves and that is what they have been using and now they are running out of
reserves. They are working to come up with ideas to fix the problem. Leiker indicated the overall budget
would not increase with a $50,000 reduction in the budget stabilization line. He will have more of an
update after their next meeting next week. Berges asked if this will pull more from property tax. Myers
said it would increase the budget by $50,000. Younger asked about the big buses that were used. Leiker
explained how the buses are handicapped accessible and vans are not. They are looking at reducing the
number of buses they have. With the closure of the Ellis grocery store there are more rides needed.
They have stopped Sunday rides and rides are booked a year out. Younger said this is service that is
needed. Myers said if this is added as a line item it will not be paid until the Commissioners agree to
release the funds. Berges and Younger both agreed to put the $50,000 back in as a line item. Leiker also
commented we could knock out the $5000 and have a flat budget but does not think that is enough of a
cut to make a difference with all the other cuts that have been made. Berges commented said we wait
to see where employee changes fall or we can change the amount of interest we are collecting. Myers
said we must cut on the expense side not the revenue side. Myers said the changes in the salary
adjustments will get us where we need to be. Myers will work with the departments to cut. Leiker said
we have asked the employees to do a lot already. He would like to see it cut out of the reserves. He does
not want to see anymore cuts from the Departments. Berges commented on the health department fee
changes this could be done for next year. Myers said it is too late in the cycle to make changes to the
fees. Berges said we should not capture the changes at this point. Leiker suggested that instead of the
$200,000 cut to the special highway fund we make it $210,000. It was agreed to make this cut.

AGENDA ITEM COVER SHEET

COMMISSION AGENDA DATE: August 11th, 2026
TOPIC: Kyle Zimmerman lot split request
ACTION REQUESTED: Review and approve or deny proposed substandard size lot split and use.
MOTION NEEDED:

☒Yes ☐No

SUGGESTED MOTION LANGUAGE: I move to approve the proposed substandard parcel size agricultural lot split
request and proposed use.
DISCUSSION: On July 30, 2026, Kyle Zimmerman inquired about a possible 1-acre lot split in a Transitional
Agriculture zoned district. This district requires a 3-acre minimum parcel size (2 if served by a public water
supply). The Planning & Zoning Administrator advised that this split would be denied due to lot size, and the
applicant could appeal to the Ellis County Commission for a final determination.
Mr. Zimmerman is proposing a 1-acre parcel with a small structure on the lot to house two to three 4-H beef
animals. He stated there will be no septic system needed and the parcel would be on a public water supply. The
proposed use of the land is allowed per section 3.04 Agricultural Land Exempted & 4.05 Land Use Matrix of the
adopted Ellis County Zoning Regulations.
Should the appeal be approved, the Zoning Administrator requests the following:
• Parcel be surveyed, Ag lot split form completed, and recorded with the Register of Deeds.
• Completed Zoning certificate for the structure prior to commencement of construction.
• No septic system be allowed.
• Should a water well be drilled, it shall be permitted and meet all required setbacks including:
o 25’ property line, 50’ from barnyard, stable, manure piles, animal pens, etc., 100’ from any
septic tank or subsurface absorption field for septic tank effluent per the Ellis County
Environmental Code.

ACTION REQUESTED: Hear update and discussion on county budgets.
MOTION NEEDED:

SUGGESTED MOTION LANGUAGE: None
DISCUSSION:
Throughout the budget process, the commission has worked to find budget savings, create budget cuts,
and try the best to maintain services in an effort to reduce the budget and keep the mill levy at
approximately 38 mills. In that effort over the last 5 months, the commission has met those goals by
having a 2027 budget that is less than the 2026 budget, and a mill levy of 38.968 mills. Attached are
the final 2027draft budgets for review along with the information of the main changes to the budgets
which have been discussed over the last couple meetings.
