Candidate Written Questionnaire
Candidate: _______________________
Instructions: Answer each question in 300 words or fewer. Use examples from your own work, explain
your individual contribution, and include outcomes or measures when available. You may use headings
or bullets. Responses will be reviewed alongside virtual interviews to select in-person finalists. Apply the
same deadline and rules to every candidate.
1. First-year transition plan
Riley County is appointing its first County Administrator. Outline your priorities for the first 30, 90, and
180 days and first year. Address how you would define the new department, establish working
agreements with the Commission, and transition finance, human resources, and public information
functions without disrupting service.
Response:
2. Fiscal scenario
Assume the County faces an approximately $5 million budget gap heading into its next budget cycle and
wants to reduce reliance on reserves. Explain the decision framework you would use to evaluate
statutory duties, service value, workload, staffing, efficiencies, revenue options, and impacts on
residents. What would you present to the Commission first?
Response:
3. Collaborative authority scenario
An independently elected department head publicly objects to a countywide budget and personnel
reporting process, believing it limits their statutory autonomy. Explain how you would respond, what you
would do in the first two weeks, and when you would involve the Commission or County Counselor.
Response:
4. Proven change leadership
Give one detailed example of an organizational change you led that initially met resistance. State the
context, your decisions, engagement approach, setbacks, measurable outcomes, and what you would
do differently.
Response:
5. Ethics and self-awareness
Describe a consequential leadership judgment you got wrong or had to revise. How did you recognize the
issue, communicate accountability, repair trust, and change your approach?
Response:
6. Public communication
A politically sensitive budget recommendation is being discussed publicly before the Commission has
acted. Draft a brief statement (150 words or fewer) explaining the administrator’s role, the public
decision process, and how residents can understand the tradeoffs without prejudging the Board’s
decision.
Response:
Internal evaluation guide (remove before distribution)
Score each response 1–5 against: realistic sequencing and implementation (Q1), disciplined fiscal
reasoning (Q2), respect for legal/governance boundaries (Q3), demonstrated change results (Q4),
accountability and ethics (Q5), and clear neutral public communication (Q6). Total /30. Do not reward
writing polish over substantive executive judgment. Candidate may be asked to explain a response in
person.
