It is a small town with a sense of pride. We love that it is still mostly residential and yet close
to nice restaurants and shopping.
The vibe and sense of community.

Community, accessibility, the local businesses / restaurants, and the beautiful coast
Kittery is a very livable town, with local shopping (especially food and restaurants), beautiful
parks and beaches, and easy access to bigger cities north and south.
Small community. Attending to, promoting and maintaining the historical beauty. A caring
community. Helpful public servants.

It's on the water - ocean, river, streams, ponds, marshlands.
Diversity and acceptance of everyone. True community spirit. Investment in the people.
The sense of small town community that cares for one another. We are lucky to have the
natural resources of the ocean, seaport, and fort foster. I value that the Foreside area has
become a fun and viable destination. Let's keep it that way.
It's charm and natural beauty
The attractive neighborhoods, beautiful beaches/ preserves and the people, including the
volunteers on committee and those who serve on town council.
Seapoint and Crescent beaches. I breaks my heart to see them desecrated by dog waste
(scientific research found that dog urine contains more bacteria than dog feces).
Geographically speaking, it's a beautiful place to live.
It’s small town feel, the historic heritage, and convenience.
Small town without pretensions that used to have affordable housing. (I moved here from
Portsmouth 32 years ago)
the sense of community
It's got more nature and culture packed into small package than any coastal town in New
England.
Community. It still matters and still exists here.
progressive mindset in a mostly progressive state proximity to cities, seacoast, mountains
stable economy and land value
The location and the small town feel
Small town
I love my hometown. The people in our community make it unique and welcoming. The
towns parks, schools, and location make it a great place to raise a family.
Love the people and how close we are to beaches, Portland, Boston, mountains etc...
The people & history

The natural beauty and the community
Small coastal town atmosphere. Homes not big apartment buildings and hotels.
I value it as a vibrant and progressive coastal town with opportunities for sustainable growth.

It’s unique, working class feel seems to be going away and newcomers are retirees who
have different priorities
Fort Foster
I truly only value the local people in it. Over the last ten years, Kittery has become so busy
and noisy, it feels like a mini Boston.
Location and quirkiness
That it's a small town with a good community feeling.
Community
Community of people with differing backgrounds, public areas for walking with great
scenery, breadth of good quality food
The small town atmosphere that we used to have. Previous Comprehensive Plans have
acknowledged that it is the major reason people want to move here.
The diversity on so many levels for a small town- so many things to do, beautiful outdoor
space that's generally not too crowded, a small but vibrant arts and music scene, great
restaurants, and involved and caring people from many walks of life.
Quality of life; friendliness, natural resources, pace of life
Small town located near thriving urban centers
it's size--small enough to feel like a community, large enough to offer amenities and variety
of public and natural spaces; it's commitment to being a welcoming and inclusive community

Its small town life style
Welcoming community and natural resources
People, community, beauty
Open space! Community,
Growing up, I took Kittery’s safety and walkable layout for granted. Now that high housing
costs have forced me out, I realize how rare and valuable that environment was.
The people.
Kittery supports elderly and vulnerable people living in manufactured homes by not
protecting out-of-state owners and safeguarding residents.
History.
Being able to walk everywhere living in Kittery Foreside. Love having access to the town as
well as being able to walk over the bridge to Portsmouth. Also, the great restaurants, Golden
Harvest and Carl's. Three yoga studios. As a 75 year old, I have access to everything I
need.
The way life should be! No more growth we don’t need more
Our schools offer a broad variety of experiences despite their small size. I also love the
history and architecture.
We need to invest more in our aging infrastructure. We need better housing and
development that works for everyone; we’re pricing people out that could make our
community more diverse. People can’t put their kids in our schools because they can’t afford
to live here.
Location is Convenient to airports, shopping, recreation and many beautiful coastal areas.

156 Love living in this town: access to water, green spaces, recycling at transfer station,
Mainespring, Fuel and More,Rice Library & Kittery Dance Hall, smallness of the schools. like
how the town has improved sidewalks, looking for fixes with Navy Yard traffic.
157 The community
158 Small-town close-knit community, but it is disappearing as we desperately build more ugly
and unaffordable housing to cater to people who aren't interested in making Kittery their
permanent home.
159 The community. People here treat each other with respect and I believe that the mix of
supporting small businesses, housing availability, and our food security programs help to
make that happen.
160 we love kittery point...fort foster, general beautiful area for all to enjou

Small town charm,
Lots of "old timers" complain about how Kittery has changed over the years but in my 30
years here, I think Kittery has changed so much for the better, the sense of community is so
much stronger, we have a wonderful mix of people with deep roots and folks who've recently
arrived with a greater sense of shared belonging. People are proud to live here and
contribute to the fabric, we're not wanna-be Portsmouth or York. And with the growth, we're
also protecting green spaces and have a strong commitment to sustainability, resilience,
conservation. I hope we can maintain this sense of being a unique, caring community, and
we can balance growth with protecting our land and water.

Restrict development to help preserve the natural beauty of our town. This means large
apartment, commercial, and industrial complexes. We'd also like to see the town limit the
intrusion of docks and piers by homeowners because it ruins the natural beauty of our
shorelines and estuaries. We kayak our waters and resent having to dodge so many docks,
especially in our narrow estuaries.
Develop a realistic plan to address the school budget that considers the declining enrollment.
Reducing property taxes (eg school budget) would help make Kittery more affordable and
inclusive.

Improving public school enrollment and activities, especially sports and recreation.
SIDEWALKS. Please add sidewalks everywhere in town, or at least on one side of every road
in town. Benefits: -encourage healthy habits -improve safety for all -reduce traffic -positive
environmental impact (if more people walk, less cars!) -community connection -accessibility
I would control the growth of huge private housing all along our shores, cutting down
vegetation and spoiling our small town feel.
Restrict commercial growth, especially projects that look as if they have been approved only
for the money.

STOP building any more housing that isn't TRULY affordable. And be more transaparent
about budgeting and taxation.
Ensure growth is properly managed.
Promote walkable/bikeable streets and smaller scale mixed use housing/commmercial
development. Find ways to reduce reliance on the car.
Stop people from tailgating. The speed limit is slow for a reason. People to "ride you" to make
you go faster is stressful. We should have signs that tailgating is punishable. The best way to
ruin viewing Kittery's natural beauty is by impatient tailgaters forcing you to exceed the speed
limit. There are only SO many times you can pull over and let people by. This needs to be a
priority.
Figure out how to knit much needed modestly priced new housing into existing
neighborhoods. A big lift due to economic factors, I know
Stop allowing fires at Seapoint. Do more to control dog access to Seapoint and Crescent.
Why do we want to be the only town in the region that allows dogs to roam freely and and use
the beaches as toilets?
It's gonna need a whole lot more than just one thing.
Redevelop the outlets and reconsider the zoning on the by pass in and around coastal fitness.
Work with the Navy Yard and public safety to address shift- change traffic. Maybe more traffic
lights. Maybe more Yard incentives for car pooling and/or staggering shift changes. I know
there have been some efforts in this direction but so far they have failed. Also make

somehow maintain the character that originally made Kittery such a wonderful and vibrant
community - not just a vacation/retirement community.
Re-use current commercial zoning (the outlets) to build smarter development that could still
attract tourists but also allow those to experience nature and support local businesses.
Basically, push the corporate interest out. Bring in private businesses with the focus of giving
people access to the water front on Spruce Creek. I'm talking breweries and restaurants with
a water view. A local grocery & market. Bike paths along the water front. A public launch for
kayaks and SUPs. A public park water park in the summer. Outdoor recreation access.
Housing!
Priorities all new large commercial development along route 1 corridor. Continue responsible
and intentional growth of the foreside that continues to extend a vibrate down town space up
Walker.
end the donor town state: change state tax law to allow Kittery to keep or have returned to the
town more of the massive tax revenue generated here, instead of having it handed to other
towns where they spend it to provide their citizens with more amenities than we have.
Solve the parking and traffic problem caused by the shipyard.
Improve walk ability and bike ability.
Fix roads, water, infrastructure. Preserve this awesome town!
Make housing more affordable
Add some more diverse small businesses: a business & paper store Doggie training &
daycares, Improved elder care More public transportation More large meeting spaces
Add so many needed residential units.
greater concentration, effort, funding for road repair, maintenance
Lower residential taxes
Slow the rising taxes. Be wiser with spending money on capital projects. Review the need to
have both a full time fire department and full time contracted ambulance service.
Stop building projects that don’t fit the character of Kittery.
Stop using road salt and polluting public wells.
Continue to find ways to control traffic and to shape the Rt. 1 corridor.
great question. I feel well informed so understand the why of what I care about
More small town events.
Enhance shopping and food in Foreside. Improve traffic flow/congestion.
Reduce traffic congestion from the shipyard

Control development to make it more in keeping with the surroundings
Open the road to the point at Seapoint beach or at least provide more parking at the beach (or
Crescent) - may need a bridge to the parking area. Put in a exit lane at Gate 2, and reduce
shipyard traffic between 2 and 3.
Fight climate change!
Address summer traffic problems
save more land from development
Preserve more land.
Slow down development. Invest more in our schools.

I would reduce the towns reliance on personal property taxes by finding other revenue
streams before we all have to move elsewhere.
Limit the building and changes to historical buildings on the point.
Transportation for people who live here
Stop development

Historic District designation
Freeze property taxes for people with lower incomes.
Redevelop the malls to serve housing needs
Make public schools more attractive to discourage families from switching to private schools
after Mitchell
Route 1 stretch though the outlets is and ugly eye sore that in no way represents our
community values. Trees on both sides of the road and improved side walk seems to be a
simple fix
Fix up bypass rt 1 so that more local businesses could find homes there and upgrade that
section of town
Lower taxes
come up with a comprehensive plan for the outlet area that includes entertainment spaces
(movie theater, bowling, restaurants etc),/ housing / open park access to the creek / move
parking closer to 95 and open creek side to public
Keeping the grassroots group and projects in the spotlight
Sustainability includes responsible spending. All these nice things we vote for will mean
nothing when nobody can afford to live here.
Be more thoughtful with development and listen to people who are full-time residents
Monotorium on large scale buildings that use up Kittery's resources and take valuable
landscape.
Make more public infrastructure for busing shipyard workers available rather than maintaining
a status quo of single motorists. Continue to maintain the quality of our recreational
opportunities and educational (school) system to encourage young families to live here.

Creative ways to reinvent the outlets and create opportunities for 20/30 year olds to purchase
homes in the town they grew up in
Close Traipp - this is too expensive to maintain for such a small enrollment. Our taxes are
already ridiculous and many if us live on private roads. We contribute alot to municipal costs
with few corresponding services received.
Stop building hotels and unnecessary building that are just torn down. It’s a waste of money,
materials and space.
Encourage more housing that appeals to young families without changing the character of the
town (no huge apartment complexes)
Fix the public water system!
Slow development

Change interchange of Rte 1 and 95 to connect the town together.
Maintain the small town atmosphere before it's totally gone.
I would love to see a more physically attractive, welcoming Route 1 much like what they've
done with Route 1 in Kennebunk with sidewalk pavers, trees, flowers, and outdoor seating.
The outlet area could be developed into a vibrant, welcoming community-oriented space if it
were planned that way. There are already more locally and regionally owned businesses
opening up, bring new energy to that part of town. That could be developed even more.
reduce shipyard traffic
Create plans to develop areas for commercial development (like the Route 1 Corridor) that
can contribute significantly to the tax base and improvment of Kittery's infrastructure.
tackle the housing challenge in a meaningful way to assure a mix of affordable and work-force
multi-family housing as well as single family homes
Stop over developing. Figure out shipyard traffic! Add trash pickup free for residents and make
sure that we know we aren’t running out of water.
Provide affordable housing for younger generations.
Stop adding housing. The sewer plant didn't used to stink, except on the hottest days in
summer. it now smells year round.

Alternative transportation infrastructure
More affordable housing
I wish the Planning Board would better protect our wetlands and stop granting variances that
allow development on land that is not suitable for housing. I am very pro-housing as it is the
proven answer to addressing homelessness, but we need small homes, ADUs, co-living, and
other affordable options. We need fewer new, large developments with housing that is not
financially attainable by the average person.
Protect natural resources for future generations
Improve infrastructure in utilities such as water and power.
Protect water resources and limit large scale development
remove a majority of the Kittery outlets. Make it into a greenspace where people can come
together and enjoy the beauty of Spruce creek with walking paths and eating establishments. I
feel the outlets are a stain on Kittery and wonder how shopping outlets were allowed to be
built in an area of such natural beauty.
Figure out how to avoid developers building ugly apartment buildings in areas where they
don't fit aesthetically.
Upgrade water and sewer infrastructure.
Foster relationships at all levels

limit clearing forested lands to erect huge housing complexes
Offer more affordable housing and more employment opportunities
More housing, make the outlets walkable, maybe by extending the bypass
Stop growth

Over the next ten years, the single best thing Kittery can do to improve is create affordable
housing options. The town needs to give the younger generation a real opportunity to stay and
build their lives here permanently
Stop building. Rebuild the high rise bridge so the thumping sound stops of vehicles going over
the section breaks. Sitting out on my deck is impossible because of all the noise. I miss the
old, quiet Kittery.
Make sure vulnerable and elderly residents are protected. Make sure taxes are not unequally
applied.
Stop building apartments and more houses. Kittery is losing its historic value. Keep Kittery
from becoming a town full of mansions and apartments
Maintain the small community oriented feel of this unique town.
Leave it alone.
Please stop building so many expensive condos.
Remove the outlets
Make it more affordable and more safe.
Stop the gentrification. It’s destroying Kittery’s unique character just like it did in Portsmouth

Provide affordable housig
Fix shipyard traffic problems

Redevelop all outlet stores on Route 1 into attractive Maine village stores. INSTALL TRAFFIC
LIGHT AT DUMP ENTRANCE !!!
Improve the schools or find a way to school students in other districts.
stop developments!!! Bring back grants for ADUs do our young can live here.
Effective RE Tax breaks to allow seniors to stay in their homes and create "quality" affordable
housing options for young families.

Develop, staff, and grow the town responsibly. People want to come here we should embrace
that and grow the town with it
Improve the strip mall parking lots. They are such an eyesore.

Limit population ... keep Kittery small.
Stop growth
limit new housing
Too late I feel the town is in decline.
Make Kittery a center for arts and culture and keep supporting the organic business growth (in
particular businesses that support arts, food and culture!) of the Foreside and surrounding
areas. Finally strengthen the planning board's power in what developments they can deny or
approve and push all short term housing down Route 1 around the outlets.
Create affordable workforce housing.
lean into the things that makes Kittery special: natural beauty, community spirit - and carefully
think through development of its most special places, such as the Foreside.

more support for the valuable small businesses in kittery which includes having affordable
housing and transportation options for staff
More housing and more accessbility through the route 1 corridor for things other than cars.

Build a better relationship with PNSY. They don’t care about us.
As a senior citizen, I selfishly would like to see greater opportunity for me to remain living
here/dying in place: this includes more young people raising families here & being able to
work here (town remaining vibrant & interesting), increased sidewalks, public transportationexpanded medical services. Also very worried about town’s resilience re climate warming/wild
weather/ rising sealevel
New playground at fort foster Also protect Kittery from getting too big - losing its small town
feel
Make conservation of undeveloped space a top priority
I’d love to ensure that the foreside doesn’t lose its charm. There are a lot of empty spaces
down there. We’ve lost some great businesses already due to roadwork and greedy landlords.
Please help to keep our businesses diverse and thriving!

affordable housing - to encourage younger families to live in Kittery

Traffic flow -community services - a focus on upgrading transfer station and recycling with a
focus on sustainability especially with the freebie barn.

Limit increased housing which puts stress on our infrastructure.
Ban dogs from our school playgrounds, parks and beaches.
A focus on improving the existing infrastructure without additional developments on previously
undeveloped areas
Limit growth
More affordable housing!

Focus on a comprehensive plan to consolidate and renovate the Outlets - return to green
space, modest housing, open recreational areas - walking trails, pickleball courts - public
areas for gathering, food trucks, and exercise (sports, parks, small shops).
Foster an environment that encourages families of all income brackets to move here

Miraculously lower housing costs

Make it more affordable

merge the school system with Marshwood and reduce the budget
keep it quaint
reduce housing costs and welcome families of mixed incomes and backgrounds
Limit its rapid growth
support the town if they listen to the people
More sidewalks!
Provide public transportation to areas with grocery stores, pharmacies, doctors, job
opportunities etc
Reduce/eliminate property taxes. Stop cluster housing. Bring back single family homes and
land minimum.
Implement our climate strategy effectively.
Stop focusing housing on apartments serving a transient population. Zone for single family
homes.
Get more young families (with kids) to move to Kittery
Reduce restrictions to new housing development.
Upgrades to the schools
Serve on a committee.

Increase school support and funding
pick up more trash from the waterways and along Spruce Creek
Clear out all the untruthful affordable housing developments and follow on plans.
Build small affordable houses that our children and grandchildren can raise their families in...
Keeping Kittery generational.

Stop allowing vaping and pot shops! It is a bad look for a charming coastal town. My friends
with school age kids don’t like it and will look to live in other communities.

Build more transportation infrastructure for pedestrians, create more walkable business
districts, invest in a public pool
Stop all the new developments from happening
reduce traffic from the ship yard
Stop the sprawl of modern looking buildings (especially in the Foreside area). These
buildings do not echo the small town nature of the oldest town in Maine and do not capture
what I want Kittery to be.
A GROCERY STORE!!!!!!!
Rising house prices make it hard for families to move into Kittery, which brings enrollment
down at schools, more empty houses and foreclosures.

Addressing the soaring property costs that make living here virtually impossible for most
people
We need an affordable grocery co-op!
Stop over spending
Make it more walkable. Still so many dangerous roads, especially with how people drive
nowadays

Preserve Kittery as a mainly year round community. Limit development for wealthy seasonal
people and or tax them heavily as a way to contribute to our community which they pop in and
out of.
Make sure it is not growing too fast and the development happening isn't hurting our wildlife or
damaging homes in the process
Create affordable housing for families
I truly believe kittery needs to merge schools with marshwood. The school system is declining.

Make it more affordable for young families.
Maintain the community spaces and schools that we have while keeping taxes to a minimum
so people can continue to live within their means while also being inviting to young families.
protect forests and beaches and provide public access to these

Halt the growth for some time so we may fix the concerns in infrastructure we have facing us
such as school enrollment that is dropping off. Time to seriously consider consolidation of two
schools or sending our students to area schools. If I am correct we are up to $28,000.00 per
student for an academic year. Way way too high for the tax payer. We can fix this !!
I would pick up litter along US-1.

Bring more families to Kittery, but the only way to do that is with more affordable housing.
Create more affordable housing so more families and younger people can live here.

make housing affordable for families, first time homeowners & full time residents
A few things: - I'd love to see Foreside expand in terms of shops, restaurants and businesses
- Updated parks and playgrounds for the kids and families - A dog park and more recreation
spaces, like tennis courts, a swimming pool, and so on. - Perhaps more protections for historic
buildings and actual historic status for landmarks (maybe we have this already?) - More
protections for the natural land - I've seen so many beautiful, mature trees taken down in
recent years, and in some cases it seemed entirely unnecessary.
Kittery needs to get over itself: less self-congratulation, less valorization of “old families,” more
flexibility, more embracing economic diversity, more of a mindset of seeing the problems and
committing to solutions.
Reduce large housing complexes because they are not affordable to normal people and
families they are just money makers for the owners and don’t generate large tax contributions.
Fix the traffic flows, increase the amount of commercial space to lower the commercial space
rental costs, charge more for parking and access to non Maine residents .
look at long term housing and consider town development and how that will play into traffic,
keeping this small town alive and not turning into the next Portsmouth, NH. Also reviewing the
property taxes home and business owners are currently paying
Limit building.
Taxation is a huge issue...our town spends too much money which harms our citizens, town
and community
Improve schools
Housing! Adjust building codes so independent people, not big business or corporate builders,
can build more houses! And allow for more density. Allow for duplex, triplex, and quad condos
and apartments. We would build a two unit and live in one side. And allow them to be mixed
into neighborhoods and blend in where you can’t tell what is a single family and what’s a multi
unit. We need some cheaper and smaller units for the aging community so they can downsize
affordably and pass the bigger homes on to families. But in a way that lets them stay in the
community in nice places.
Reduce the huge housing complexes being approved
Lower housing for more families! Without children there is no future. Children are the future! (
and get rid of that gross blank space at the Kittery malls… did they forget they were building
something??!!! It’s looks GHETTO!)
Improve the performance of our public school system. We do not score well, and our students
are not being prepared sufficiently to succeed. Students and parents need to see the
importance of education and be held accountable. If we have good schools, it will attract
families and businesses. If Mississippi can do it, so can we.
Finding a way to reduce property taxes will help with the demographic issue making it more
affordable for younger families to own in Kittery. Universal Pre-K is a big step. Finding other

ways to pool resources with neighboring towns in search of cost savings, public safety for
example, shared transfer stations etc. less administration at the schools to reduce budgets
Stop multi million Dollar homes being built. Stop apartment houses being built. Besides navy
yard traffic stop the nonsense traffic every weekend so locals can use our own recreation
resources. Start welcoming in families in affordable homes with a yard ( not apartments) that
want to send their students to our own school district.
The school population is never going to bounce back. Too many factors working against.
Whether it's global/national trends like declining fertility rates or more local coat of
living/housing . The seacoast is going to continue to be an overall wealthy area which makes
it hard for families to start out here. We cannot afford to run an independent high school and
or school district for so few students as so high a per pupil cost. Too much duplication of
administration roles fornauchba Small school population. It's time to try and merge with York
or marshwood again
Increase diversity, protect the land, make the community more able to create mutual aid
more walkable/ bikeable, better public spaces
Affordable housing so that young adults can return after college and afford to live here.
Full city sewer, investment in schooling, thoughtful use of residential spaces
Don’t be in such a rush to change and try not to overbuild.
Keeping beaches and walking trails clean and easy for locals to enjoy.
Maintain and protect above through programs to provide affordable housing for families and
responsible development that protects our natural environment
Control growth especially housing developments. Mixed use for outlets so it’s better utilized
with housing and commercial businesses
Limit weed stores opening in our town
An affordable grocery store or bike/ walking lanes
Use our funds to make the school districts respectable and put a stop the the land buy ups,
forest clearing and creation of unaffordable homes. Stop letting large builders build multi acre
lots, demolish them and the. Build million dollar homes that only the non local people can
afford. Don’t sell out Kittery. PLEASE don’t sell out.
Improve the school system
Limit characterless development, prioritize year round residents, improve schools
Prevent massive development of land
Increase land preservation efforts and increase public water access locations
Develop a plan that transitions the outlets into multi use buildings (businesses in first floor,
apartments / condos above) that also returns green space to that strip (particularly the water
side). And create better bicycle infrastructure.
Improve pedestrian and bicycle infrastructure and implement wide spread effective traffic
calming measures. People and families want to walk and bike to school, work and for fun but
many people ive spoken to dont feel safe doing so. The speeding and traffic violations are
perennial and it is unpleasant to bike or walk with how drivers behavr. There are already well

known hot spots to prioritize There also seemed to be recent momentun with traffic calming
pilots, safe roads to school and the rt 1 redev project. Please keep that effory going. Also, id
love the development of a public greenspace in the foreside for ppl to be able to socialize and
get to know neighbors.
Have safe accommodating routes for walkers and bikers throughout town. Rt 1 outlets, the
traffic circle, 236 and 103 through the village are deadly dangerous. I want to bike to things
around town with my child, but I believe it is too dangerous to do so.
A Kittery town green. A geo-social outdoor space
More trees and platings to cool it down in summer, make it more attractive, calm traffic,
promote climate resilience, and improve quality of life for all.
Protect more land from development
Support people, especially families with young children, to live and work here in Kittery, to
form an even more vibrant community.
Less ugly development encroaching on charm of the community. Also, as a parent, please say
no to any further weed businesses - it’s gross and there are enough of them.
Lose the outlets and build housing there.
Stop building

Make it affordable for regular families to live here again
reduce property taxes
See traffic rules enforced Add cigarette disposal receptacles at Kittery Point Bridge and
protect historic structures and new construction approval by historic commission such as in
Portsmouth

Stop development and protect historic properties
Improve infrastructure for pedestrians
More road safety enforcement for peak shipyard hours especially on route 1, bike path
connections, environmental incentives and stricter zoning regulations for new large
developments so they benefit the community. More funding from the shipyard for the school
system, water usage and additional police support. Noise study and design plan from the 95
bridge and shipyard traffic.
Local, accurate news coverage of town, county, state. Awareness of legislation being
considered. Awareness of financial needs of Kittery residents in relation to low rate of funds
given to schools by state.
Stop waste for municipal employee (e.g., free gas, birthdays off, pay that exceeds surrounding
areas)
Creat historic district and stop wholesale destruction of all things old and replacement with big
city edifices
I'd prioritize planning and zoning that leads to transformation of the Route 1 malls into high
density residential with a mix of commercial and huge focus on protecting the shoreline of
Spruce Creek for marsh migration, stormwater management and recreational access.

I’d improve the means for people in general (but especially for teens and the elderly) to get
around from one part of town to another.
Bring more local business to Golden Harvest area.
Create more open public spaces to recreate
Traffic flow, speed reduction
Save green space. Get rid of 50% shipyard traffic and associated pollution and congestion.
Convert eyesore outlets and buildings along Route One into attractive, environmentally
sustainable affordable housing that feels in keeping with Kittery's architecture and vibe
Stop building buildings. Give the town time to breathe. Once you take away open space you
never get it back.
Two concerns: rising tides and climate change could bring the potential for damage, and the
decline in retail means the outlets and their source of tax revenue may cripple Kittery's public
services.
We need affordable housing for the local people. Not for others coming in to buy property. We
are losing our core community.
PREVENT OVERBUILDING!
Limit building to more afforable housing and not on pristine land. The natural world around
here needs to be respected
Provide better walking and bicycling infrastructure
Stop development of Soviet-style apartment buildings that no one wants to live in long term;
make zoning favorable to duplex and small building communities with green landscaping, eg
Spinnaker community in Portsmouth, or LEdgewood in Kittery. Stop hedge funds from buying
trailer parks.
Fire all the teachers, school staff and eliminate the teacher's union. Restart the school system
with traditional teaching methods that focus on academic excellence and not the DEI focus it
currently has.
Engage with residents, especially those with different views than mine
Get more involved in kittery land trust
Continue helping with KCAN

Halt Housing developments and focus on stablizing infrastructure.
work force & affordable housing
Encourage activities that show we are a caring and responsible community.
Stop overdevelopment. We don't need more apartments. We will run out of water. That scares
me.

Add sidewalks to Haley road!!!
Find any and all ways to inspire younger people to come and live here without overdeveloping
areas. There is lots of unused properties that have already been developed and when they
have things like housing put up they are only for a certain class of people. On top of that any
businesses that get put up are small hobby businesses or only cater to a niche group of
people
Close High School to more efficiently and effectively use a regional high school.

Increase capacity of the town sewerage treatment systems.
Improve safety and respect for all all life forms (i.e., decrease speed limits/add speed
bumps/add sidewalks; much simpler, eliminate fireworks-whereas some obviously find
enjoyment in them, neighbors and myself have at times thought it was gunfire/a threat and
wildlife appear frightened....the pleasure of a few should not, in my opinion, take precedence
over the greater good). Essentially, anything to enhance a healthier environment for all
inhabitants.
Create a master plan for the outlet malls so we can direct redevelopment of that corridor using
a shared vision.
More community events that are small and for Kittery people of all ages

I’m excited to see the expansion of the KCC.
Make all the people that moved here from out of state in the last 3-5yrs leave. Kick the
weed/pot dealers/shops out of town.
Lower the taxes. Re-exam the accuracy of property values. Keep property evaluations to once
every 10 years and budget accordingly. Your house shouldn’t be doubled in 3 years time.
Soon no one will be able to buy a home and have families and enjoy life.

Find a way to make housing affordable enough that our children who grew up here could also
afford to raise their families here.
Reasonable housing costs
Expand the tax base via more relaxed zoning restrictions, with a focus on the route 1 corridor.
Preserve open space
Build separated bike lanes! Downtown Kittery is great to walk around, but it should be much
easier and safer for residents to reach downtown without a car.

Facilitate preservation of natural resources while also expanding access

Wider sidewalks and more sidewalks
Traffic from the Navy Yard. Exiting the KCC, Woodlawn and Manson are impossible from
3:00-4:30.

develop and enact comprehensive development plan including waterfront, preservation and
business zones
Lower property taxes
Slow down ugly development
manage development to increase housing appropriately while leaving plenty of green space
and protecting water and wetlands
Preserve the small town feeling while still allowing for some growth. Build some affordable
housing that can be first offered to Kittery residents who want to level up from apartments and
mobile homes.
Provide sufficient housing and support services for the unhoused and help those households
who are on the verge of losing their homes and falling into homelessness
Lower property taxes for elderly residents
Keep the small town feel. To not become another Portsmouth
Make living here more affordable
less traffic to and from the shipyard. The noise associated with the shipyard.

Create a committee that will work on preserving our History
Turning lanes up and down the Kittery Outlets on US1 and an extra traffic light or two,
especially the people who come out of Starbucks. I live just past the outlets and have to utilize
US1 to get to Portsmouth for some work clients and it’s so dangerous in the summer time with
the tourists who obviously forget how to drive because they are no longer in their states. I
have seen so many close calls, because people just pull out in front of oncoming traffic
because they’re tired of waiting, I’m talking by McDonald’s, Starbucks and the one
exit/entrance of Kittery Trading Post. Also, more police presence. There should be police at
each end of the outlets.
saltwater access, climate resilience
More town control of environment - natural and historical. Development should not over
shadow the value of beauty and history.
Stop the over growth of development going on at this time. I understand there are needs but
marketing kiitery into Boston south is not the answer. Concentrate on what we have, make it
strong and durable before introducing more "stuff"

Further refine the town's identity as the gateway to Maine. A lot of people love to rabble about
how things around here become "more like Massachusetts" in a weird way that I don't think is
too founded, but without solidifying the "Maine" identity, they can in a weird way have a point.
Carefully consider new buildings and its impact on the surrounding environment
Fix roadways near the outlets (traffic flow) and protect historical buildings in the foreside.

I would like to see more walkability lent to by zoning that encourages dense mixed use
development
Get rid of the weed shops.
Stop developing land for more rich people to move to town and continue to raise housing
costs. Provide more access to hunting to help with the unhealthy deer population in town due
to development. Offer housing subsidies to fishermen and other young professionals who
work in fields that drive the Maine economy. It’s ridiculous that people who work in a field that
drives and supports the immense tourism for this state’s economy can’t even afford to live in
the community that is on the water where their boats and livelihoods are.
traffic , sidewalks are needed especially the 236 corridor; public service is horrible with very
high taxes
Lower property taxes for all not just low income
Continue to invest resources into the year-round community and improving their quality of
lives by continuing to build out the community center or other recreational buildings. Things
like indoor lap pools, a small skate park, etc
Ensure Kittery is NOT overdeveloped (ie, stop the current trend).

Two Things: 1. Lower property taxes for senior citizens 2. Manage town employees like a
business has to manage their employees to produce in order to stay in business.
Limit development of hotels and warehouse like apartment complexes, while protecting
natural resources.
Water access and improving traffic flow to shipyard

Keep good teachers, more elective options at school. Sidewalks connecting Picot fields to
Shapleigh school and outlets to go along with new housing developments.
Regulate seasonal residents in favor of year round homeowners
make sure people can still live here in regards to cost, but also due to rising sea levels.

Enforce the speed limit on 103 which is 25 mph 24/7. Put up more solar speed lights
regarding slowing down please

Ease property taxes.
Stop trying to grow the population and end the housing discussions. Affordable housing
doesn’t need to be discussed constantly, the issue of affordability goes back to regulation and
taxes at its core. That is what needs to change first, not increasing available housing. There is
nothing wrong with having a limited housing stock. The town functions just fine with having
non residents commute to Kittery for work.
Stop building
Limit the amount of drug shops and hotel sprawl. What has happened over the past few years
has tainted Kittery's charm.
Stop building large developments and keep it a small home town. It's getting crowded and
hard to get around. Never go downtown, no parking!
Create more affordable housing, and enact rent control and stabilization ordinances to allow
for more young people to live and raise families in Kittery.
Continue to build the business tax base to help support the many good things in the Kittery
budget.
Lean into progression. “Keep Kittery, Kittery” is starting to feel that folks don’t want any
positive changes to be made. The reality is, younger families, who have the opportunity to
make this town a warm, welcoming, beautiful and desirable location to live, are here to stay. If
we don’t change and invest in our infrastructure, providing better educational options and
access, and prioritize our public safety, the town will regress.
fix navy yard traffic
Ban modern architectural trends and preserve Kittery's historical building aesthetics.
Stop spending money making Kittery into Portsmouth
Make housing more affordable so that young families would be able to live here. We need to
balance the aging population

Build affordable housing
Improve support and funding for the public schools, especially art/music and academic
enrichment programs.

Focus on lowering housing costs and conserving land; focus housing on land that’s been
previously developed but now unused.
Resist hasty overdevelopment to protect our natural landscapes and resources and work to
ensure that our residents, especially the most vulnerable like elderly and low-income, can
continue to live where their roots have grown deep
Improve housing opportunities, while prioritizing natural resources (water quality, tree cover,
open space).
Stop development
Lower taxes and offer more affordable housing
gut the town code to the minimum necessary

Increase the Police Dept w/staff. With all the expectations the town seems to believe is the
responsibility of police officers, we clearly need more of them. Note: a percentage of those
calls are not even necessarily any part of their actual job.
Improve the school system. Close traip highschool and regionalize with marshwood or York.
Also, build more housing in public water and sewer areas that are not retirement homes. To
much 55+ housing and to many people with a keep Kittery a small quiet town which it no
longer is.
less noisy traffic
More sidewalks, especially on route 103
Connect the sidewalk from Kittery Point to Kittery, please!!! AKA - the sidewalk to nowhere
More housing for the workforce.
Reduce Shipyard traffic
Stop developing before there is no longer any land that is not paved.
Protect open space and conserve land and natural resources. Ban data centers and solar
farms. Preserve and honor our agricultural heritage. Ban pesticides and rotenticides. Stop
large scale development and keep Kittery's fields and forests intact.
Grow nature-based education.
transform RT 1 to housing, public parks/ creek accessibility for recreation, support initiatives to
increase visibility for our cultural heritage

Start with the town hall staff. Town hall is a joke.
Simplify zoning and work to add residential spaces to the Malls.

Enforce zoning. Minimize multi unit ( over 4) housing projects. Make the existing town
resources more welcoming to residents..moorings, waterfront access, opening times at Fort
Foster, improved toilet facilities at Fort Foster, Legion Pond. Consider the ages and needs of
the population when planning projects. Recognize that Kittery has a decreasing school age
population to minimize expensive projects that focus on a decreasing percentage of the
population. Prioritize sidewalks throughout the town.
I feel Kittery has made poor choices with increased development, especially in regards to
building near wetlands or water bodies…or removing forested areas. I get that maybe
development helps keep our tax bases low, but I don’t think that many developed areas have
been good for our community, straining our current infrastructure, worsening stormwater
pollution and flooding, and worsening some of our climate risks. It also creates issues related
to quality of life. It feels like there have been way too many variances, too many fast jobs with
cheap materials, so much impervious cover, and not much “affordable housing” which it
promised to provide. I understand that a town might grow or change overtime, but Kittery’s
rapid pace is not in keeping with our current infrastructure and related issues, like traffic. I
would be curious to know if town residents would be willing to support smarter development
even if it meant having higher taxes. I think our municipal workers work really hard. They have
limited resources limited time and they’re asked to do a lot for our town. I really respect this. At

the same time, I wish there was a better reciprocal relationship btw town and public on
development. It goes both ways.
enforce traffic- especially during shift changes and enforce parking laws- especially at
Seapoint Beach
I have two things, and can't say which is more important: We need Closed Captioning for
meetings of Town Boards on channel 22, and Zoom capacity at the Community Center, so
citizens stuck at home can stay informed. The lack of these feels discriminatory against the
elderly, hard-of-hearing, and those with other physical limitations. I am desperate to have
dogs no longer allowed at Seapoint and Crescent Beaches. We have been knocked down,
jumped on and scratched, been frozen in our tracks by a growling Pit Bull, etc. at all times of
the year. This is not acceptable. Those beaches are the reason we moved to Kittery, after
waiting inland for 30 years for my husband's work.

Avoid overdevelopment as it detracts from my Q#17 responses, and overtaxes infrastructure
and services.
Ensure that people of all ages and backgrounds have as much access to basic life needs (fair
housing, jobs, decent pay) and support for future requirements (including aging in place, easy
transportation, public services) as possible.
get the taxes in line to other towns, ie york and ogunquit

Stop building on every piece of open land.
Implement a "Historical Zone" to preserve what's left of the charm of Kittery. Too much of our
history has been demolished due to lack of interest by previous Town Managers. Just look at
the disgusting new buildings going in at Wallingford Square, totally inappropriate designs!
Reduce the quantity of short term rentals + hotels, find out more about how to improve life for
the locals instead of the massive attention on tourism. Also, SHUTTLE THE SHIPYARDERS.
They drive like lunatics.

Stop all lobstering in Maine and Canada. Entanglements are imperiling the North Atlantic
Right Whale species.
create sustainable jobs and affordable housing

Help to apply for, and be accepted as, a Certified Local Government via the Maine Historic
Preservation Commission. That the oldest town in Maine does nothing to address the
demolition (and McMansion-replacement) of historic structures is shameful.
Take a pause on building.
Limit traffic, control spending
1. Fix the shipyard parking and driving issue, more policing, and/or working with the shipyard
to fix the driving issue and littering. 2. Slow down on the development of large housing
apartment/condo buildings until research into our utilities can handle these increases, and
also limit to where they can build these buildings. Foreside, Kittery Point, shouldnt be made
super-urban locations.
Improve long term growth planning- concentrate growth in dense areas / save green space.
Outlet areas should embrace and enhance Kittery natural beauty vs. contribute to parking lot
sprawl. Would it be wonderful for spruce creek to be a focus area with trails, restaurants,
dense housing
Stop overdeveloping large and expense housing units and hotels — do we have to be
Portsmouth? Keep us green, focus on redesigning good sustainable commercial use of
existing business areas (like the outlets) and stop cutting down trees!
We need young families to be able to be able to raise their kids, get involved and fall in love
with it to care what happens in 20 years
Keep development in check to ensure quality of life (and preserve historic homes), yet have
no trouble with mall area being developed for better tax revenue, better use in general by
public, popular stores, grocery store, etc. Also, I am in favor with smart, planned, quality,
measured development of boutiques, restaurants in Foreside.
Stop putting huge buildings near our traffic circle. It was a beautiful circle made ugly with hotel
and cannabis right on it!
Take care of what you have now before you add anything else.
Making buildings fit the community better instead of big boxy 100 room low income housing
projects. Makes it look like you live in Lawrence a Lowell or Methuen or there is so much of
that eventually that'll end up being up here as well. Make them look like they fit in the area so
they're not so slum oriented.
I would continue to preserve nature and limit new developments that destroy the environment.
2 things. 1. Enforce tailgating laws. I do the speed limit and people are always riding me far
too close.2. Make people pay their taxes. So many full time cheaters with out of state plates.
3.
Lower taxes.
Continue working to make it affordable to live there, especially for members of the workforce
including the shipyard but at other businesses as well. If there is no affordable housing, the
community will suffer, the tax base will not grow, and the local economy will be stagnant.
Growth in young families, but not as many temporary out of state contractors for shipyard
