The Planning Board intends to conduct a hybrid in-person/virtual meeting on the date and time specified. The meeting
will be live-streamed by Chelmsford Telemedia for interested community members to access and watch. Interested
community members may e-mail Community Development Director, Evan Belansky, at [email protected]
prior to the end of the scheduled meeting to obtain a Zoom link to provide virtual input under the public participation
portion(s) of the agenda. Please provide your name, address, and the agenda topic you wish to provide public comment
on in your email request.
Please note that while an option for remote attendance and/or participation is being provided as a courtesy to the
public, the meeting/hearing will not be suspended or terminated if technological problems interrupt the virtual
broadcast, unless required by law.

Public input shall be limited to statements from the public relating to any issues with the jurisdiction of the
Chelmsford Planning Board that are not currently the subject of a pending public hearing before the Planning
Board. Public comment on any pending public hearings shall only be heard during such public hearings.

1. 9 Lady Slipper Lane – The Applicant, Donna Koulas, requests a three lot Definitive Subdivision approval creating
a private-way for two new single-family residential lots, one of which will also contain an ADU (accessory
dwelling unit). The Applicant requests Definitive Subdivision approval under Subdivision Control Law and the
Rules and Regulations Governing the Subdivision of Land in the Town of Chelmsford. The project calls for the
construction of an existing paper roadway (Chestnut Hill Lane) and associated infrastructure to serve as frontage
for two new residential lots. A list of waivers for roadway construction has also been requested. The site is in
the RB Residential Zoning District. The existing residential lot is approximately 7.52 acres as shown on Assessors
Parcel ID: Map 91, Block 344, Lot 9.
