2. 7:00 pm PUBLIC HEARING regarding the application of the Town of Mansfield for a
Special Permit Application pursuant to Bylaw Sections 230-5.5, 230-3.4A, and 230-5.1 for
the use, storage, handling, and/or generation of hazardous materials within a Zone II
Wellhead Protection Area and to allow a change from the originally permitted vegetable oil
to standard weight hydraulic oil, due to failures with the vegetable oil systems at 500 East
Street and 99 Maple Street. The project site is owned by the Town of Mansfield, and is
shown on Assessor’s Map/Lot 031/037 and 030/067, within the Residential 1 (R-1) zone.
3. 7:15 pm PUBLIC HEARING regarding the application of BFS Group LLC for a Special
Permit Application pursuant to Bylaw Sections 230-5.5 for a use change of proposed retail
use, with no expansion of the building footprint, no increase in impervious surface, and
minimal interior modifications at 71 Maple Street. The project site is owned by 71 Maple
Street, LLC, and is shown on Assessor’s Map/Lot 030/085, within the Industrial 2 (I-2) zone.
4. 7:30 pm PUBLIC HEARING to accept public comments on the following proposed
amendment to the Town of Mansfield Zoning Bylaws:
Item 1 – Data Centers: This proposal defines and regulates data centers as a distinct
land use, clarifies that they are not office uses, and limits them to certain zoning districts
by Special Permit with criteria for approval.
5. 7:30 pm PUBLIC HEARING to accept public comments on the following proposed
amendments to the Town of Mansfield Zoning Bylaws: Citizen’s Petition – Proposed
Zoning Map Amendment: To see if the Town will vote to amend the Town's Zoning Map
to the extent necessary to rezone from its present classification of Industrial I (I-1) to the
classification of Residence 2 (R-2), the following parcel of land:
Beginning at a point on the North East corner of Assessors Map 11 Lot 29 on the
southerly side of West St., about 470 feet West of Route 140, where the Parcel of
Assessors Map 11, Lot 25 and Parcel Map 11, Lot 29 meet;
Thence running 261.70 westerly along West St. and the northern property line of
Assessors Map 11, Lot 29 meeting at the corner of Assessors Map 11, Lot 62;

Approval to change the use of Building B, which is currently vacant, from 8,500 SF of
commercial use to eight (8) residential units, one (1) of which will be affordable, and to
reconfigure the interior of that building. The project site is owned by MCFA Chocolate
Factory, LP, and is shown on Assessor’s Map 030, Lot 039, within the Industrial 1 (I-1) Zone
7. 8:30 pm CONTINUED PUBLIC HEARING regarding the application of Zakary Medeiros
for a Special Permit Modification pursuant to Bylaw Section 230-5.5 at 249 Oakland Street
