Eagle Township Board Meeting
Tuesday, September 15, 2026
Eagle Twp. Hall - 14318 Michigan Street, Eagle, MI 48822
1. Call to Order: Meeting was called to order by Clerk Briggs-Dudley at 6:00 pm. Pledge of Allegiance.
2. Present: Clerk Laurie Briggs-Dudley, Treasurer Chelsea Hoppes, Trustee Rob Currie, Trustee Michelle
Hoppes. Absent: Supervisor Troy Stroud.
3. Others Present: Zach Rudat, Clinton County Commissioner
4. Citizens Present: Leah Horn, Cori and Dan Feldpausch, Casey Godlewski, Janine Dyer
5. Motion by Treasurer C. Hoppes supported by Trustee M. Hoppes to have Trustee Currie chair the
meeting. Motion carried.
6. Citizens Comments: None.
7. Consent Agenda: Motion by Clerk Briggs-Dudley supported by Treasurer C. Hoppes to accept the
consent agenda as presented. Motion carried.
8. Agenda Approval: Motion by Trustee Currie supported by Clerk Briggs-Dudley to approve the
agenda as amended. Motion carried.
9. County Commissioner Report: A vacancy for County Commissioner District 4 has been posted. A
special Board of Commissioners meeting will be held September 24 to discuss applications. A new
Fairgrounds Masterplan was presented to the Board of Commissioners. There is a fall waste
collection for Clinton County residents on September 26th. Preregistration is required.
10. Looking Glass Regional Fire Authority (LGRFA) Report: The Delta Fire Chief, Assistant Chief, and
LGRFA Chair will attend the Eagle Township meeting on October 20, 2026.
11. Eagle Township Planning Commission Report: Trustee Currie reported that the Planning
Commission approved a Special Land Use and Site Plan with conditions for an Accessory Dwelling
Unit. The draft Permanent Zoning Ordinance has been posted to the website for review and
comments. A public hearing will be held at the September 29 Planning Commission meeting.
12. Code Enforcement Report: Reviewed the report of open enforcements.
Motion by Clerk Briggs-Dudley supported by Trustee Currie to refer the following enforcements to
Foster Swift for potential litigation and resolution. Wright Rd, Howe Rd, Hinman Rd. Motion carried.
13. Board Members reports: Trustee M. Hoppes attended the Michigan Township Association webinar
on Data Centers and has been following data center activities in Michigan. Clerk Briggs-Dudley
reported that the Auditor filed the March 31, 2026, audit report with the State of Michigan and the
Qualified Statement was approved. The Election Commission will hold a meeting and public accuracy
test for the November 3 election in October. Treasurer C. Hoppes reported the last day to pay

summer taxes without penalty was September 14. Trustee Currie reported that Michigan
Department of Transportation was running a counter study at I-96 and Wright Rd.
14. Accounts Payable: Motion by Clerk Briggs-Dudley supported by Trustee Currie to approve the bill
payment list as presented and all other regular monthly bills. Motion carried.
15. Permanent Zoning Ordinance timeline: A public hearing will be held on September 29. The Board
members should review the draft now and send comments to Chairperson Rich and Trustee Currie
before the September 29 Public Hearing. Several sections of the draft ordinance have been referred
to Foster Swift for their review.
16. LEAP Grant for Hall Updates: No action.
17. Septic Tank/Camera approval: Motion by Clerk Briggs-Dudley supported by Treasurer C. Hoppes to
approve the proposal from C&K Plumbing to check the sewer line with a camera. Motion carried.
18. Public Safety Revenue Sharing: No action.
19. Survey of Michigan Street property: Survey was completed.
20. Consumers Energy Gas Franchise Ordinance: Motion by Clerk Briggs-Dudley supported by Treasurer
C. Hoppes to adopt Ordinance 02-2026 An Ordinance Amending the Eagle Township Code of
Ordinance for Consumers Energy Company Gas Franchise for a period of 30 years to expire
September 20, 2056. Roll Call Yes Votes: Clerk Briggs-Dudley, Treasurer C. Hoppes, Trustee M.
Hoppes, Trustee Currie. No Votes: None. Absent: Supervisor Stroud. Ordinance adopted.
21. PFAS Update: No action.
22. Minutes from August 18, 2026: Motion by Clerk Briggs-Dudley supported by Treasurer C. Hoppes to
approve the August 18, 2026 minutes with correction of spelling of Schaefer. Motion carried.
23. Portland Recreation Request: Motion by Clerk Briggs-Dudley supported by Treasurer C. Hoppes to
approve the Supervisor sign the Agreement for Recreational Services with the City of Portland for
services from July 1, 2026, through June 30, 2027, with a payment of $2000. Motion carried.
24. Media Policy Revisions: Motion by Clerk Briggs-Dudley supported by Treasurer C. Hoppes to adopt
the rewording of Township Media Policy per Foster Swift recommendation. Motion carried.
25. Eagle Park: Motion by Trustee Currie supported by Trustee M. Hoppes to approve Trustee Currie
work with the attorney on community event zoning. Motion carried.
26. Newsletter: No action.
27. Citizen Comments: Thank you to the Planning Commission for all their work.
28. Adjournment: Motion by Treasurer C. Hoppes supported by Trustee M. Hoppes to adjourn the
meeting at 8:17 pm. Motion carried.
