a. Koetje Rezone
•
Andrew Moore: This is a rezoning for the west side of 48th. They want to rezone
to R3 with conditions. These conditions are providing public sanitary
sewer/water, limited uses to 1-2 family condos and subdivisions, maximum
number of units in one area is 140 and 250 in a different area.
•
Revised ordinance discussed by Andrew Moore: section 1- legal descriptions,
section 2- conditions that he just discussed, section 3- time limitation. This time
limit has been left blank for the planning commission to add a reasonable time.
The rest notes that they must record the conditions and that they have been
voluntarily added.
•
Primary change is an increased side of commercial area- with that showed a
concept of how it would be laid out.
•
Had traffic study revised, this study was also submitted to the Ottawa county
road commission to be reviewed. There will be a full roadway section that has a
left turn lane. On Stanton Street and 48th it will be paved and at the intersection
there will be a dedicated left and right turn lane.
•
They were also asked to have a letter from Georgetown Township for sanitary
sewer system.
•
Applicant also provided a letter from a realtor for how much commercial area
would be appropriate.
•
VanderKodde questioned if there is any documentation that the road
commission was satisfied. Moore said that it was sent to him and read the
email sent to him dated July 1, 2026. This was sent by Fred Keenan from the
Ottawa County Road Commission.
•
The traffic study gives them a little more clarity with what to expect. It does not
give the authority to start construction.
•
VanderKodde brought up that they are proposing 386 units plus commercial
units. This will be 158 units above the sewer capacity. VanderKodde asked
where these will be served?
•
Koetje responded to VanderKodde’s question: According to Georgetown they
have roughly 300 available. By that time the lift station by the ice rink will have
to be improved. When it gets to the 250 units the whole plan will be
implemented to allow them to go beyond.
•
Leathead questioned the timeline included in section 3 of the ordinance.
•
Moore explained this timeline recommending that a 10-year timeline should be
set. Mentioning that it could be 4-5 years before they hit 250 units.
•
VanderKodde questioned if the commercial plots A-G are intended for water
and sewer. Koetje responded yes.
•
Leeuw asked do you know where you will start your phasing. Koetje says his
guess would be that the first phase might be C-1 of the condos or the frontage
along 48th with the single-family portion.
•
VanZweden questioned where the left turn lane shows on the plan. Koetje says
this will go in the existing right-of-way area. It will add 70ft onto 48th and this will
not affect the current road right of way.
Motion: recommendation to township board to approve or deny with 10-year
timeframe. Motioned by Tacoma, supported by Meyer.
•
VanderKodde asked Moore do we as a township have or need insurance for
the utility service. Meaning who is responsible. Moore responded that this will
be a zoning requirement. The planning commission will have to review every
phase that comes and approve it.
•
VanderKodde asked Moore if he would be able to send Fred an email to confirm
he agrees. Moore said yes.
Motion Carried 6-1

13. Opportunity for public comment and communication of business not on the agenda:
a. Molly Underhill: In the June 1st meeting minutes in section 13 it references that
Leathead read a letter from a lawyer regarding Tacoma staying on the board. She
asked if they could add the letter to the June 1st minutes to be able to reference.
Leathead responded by saying the minutes have already been approved. Underhill
asked if we could add it to these minutes. Leathead says if she wishes to have a copy of
this letter she can contact the office.

disagrees with keeping Tacoma on the planning commission. Wants to go back and
look at candidates to replace Tacoma.
