County Estimated Impact from SNAP H.R. 1 Policy Changes
The Supplemental Nutrition Assistance Program (SNAP) helps Minnesotans with low incomes get
monthly benefits to help purchase nutritious food. The federal government determines eligibility
rules and benefit amounts, and funds benefits; the state and counties administer benefits. On
July 4, 2025, the federal government enacted law (Public Law 119-21) which made numerous
changes to SNAP, including establishing a non-federal share of benefit costs for the first time in
the program’s history.
The Federal Reconciliation Bill or H.R. 1 brings sweeping changes to SNAP and Medicaid, including
significant policy changes and cost shifts from the federal government to states.
The amount of the non-federal share in the new law is based on a state’s payment error rate as
determined through the quality control process. States with higher payment error rates will pay a
higher share of benefit costs. This provision takes effect in October 2027, the start of federal fiscal
year 2028.
Minnesota administered $860 million in SNAP expenditures in FY24. With Minnesota’s FY24 error
rate of 8.90%, Minnesota would pay $97 million a year. 440,000 Minnesotans participate in SNAP
in an average month.
To help the legislature, state and local agencies understand this new law, the Department of
Children, Youth, and Families developed a projection of SNAP benefit costs and the newly
required non-federal share in Minnesota. Over the 2024-2025 biennium, total SNAP benefit
expenditures were $1.7 billion. Total SNAP benefit expenditures will increase to $1.8 billion in the
2026-2027 biennium and $1.9 billion in the 2028-2029 biennium. It is estimated that Minnesota’s
non-federal share will be $70 million in 2028 and $97 million in 2029. Figure 1 shows actual and
projected SNAP expenditures in Minnesota from state fiscal year 2024 through 2029.

The current projection uses a 10% non-federal share requirement based on Minnesota’s payment
error rate for Federal Fiscal Year (FFY) 2024, which was 8.9%. When the provision takes effect, the
non-federal share will be based on Minnesota’s error rate for either FFY 2025 or FFY 2026. The U.S.
Department of Agriculture will release official payment error rates for FFY 2025 in June 2026 and
FFY 2026 in June 2027. If Minnesota’s payment error rate increases to 10% or above, the nonfederal share of SNAP benefits will increase to 15%.

Previous Action on this Matter: Prior approval of travel requests to see clients in
residential placements.
Background:
Minnesota Statutes require a placing agency to have regular face-
to-face visits with any child who is receiving child welfare targeted case management
(CW-TCM) services. Currently Chisago County has a client at a specialized residential
treatment center in Omaha, Nebraska. Health & Human Services is requesting
approval of $900.00 in travel expenses for staff to travel to the treatment center to see
the client for a mandated visit in Q2.

Action Requested/Recommended: It is respectfully requested that the Chisago
County Board of Commissioners Approve the Out-of-State Travel expenses for staff to

in a specialized facility. The suggested motion is as follows:
"Move to Approve Out-of-State Travel Request for staff to travel to Nebraska to provide

Implications of Action: By meeting with this client face-to-face, we are fulfilling our
mandated obligation of ensuring safety and well-being for clients who are receiving

The Chisago County Board of Commissioners met in regular session at
6:30 p.m. on Wednesday, March 18, 2026 at the Chisago County Government
Center with the following Commissioners present: Greene, Dunne, Montzka,
Dahlberg. Also present: County Administrator Chase Burnham, Assistant
County Attorney Jeff Fuge, and Clerk of the Board Christina Vollrath.
Chisago County Commissioner Jim Swenson will be attending the
Chisago County Board of Commissioners Meeting on Wednesday March 4th
at 6:30 p.m. via Interactive TV, pursuant to Minnesota Statute 13D.02 and MN
Department of Administration Advisory Opinions 08-034 and 13-009.
Commissioner Swenson may be seen and heard at the meeting via electronic
means.
The Chair called the meeting to order and led the assembly in the
Pledge of Allegiance.
Commissioner Montzka offered a motion to approve the agenda.

approve Resolution No. 26/0318-1, a Resolution of the County Board of
Commissioners of Chisago County, Minnesota, approving the Brenda Lee
Conditional Use Permit (CUP) allowing a Major Home Occupation involving the
interior addition of a commercial / commissary kitchen to an existing 40’x80’
accessory structure and for the storage parking of a food truck within the
same structure located at 10904 240th Street in Chisago Lake Township, PID (#
02.00299.40).

A RESOLUTION OF THE BOARD OF COMMISSIONERS OF CHISAGO COUNTY, MINNESOTA,
APPROVING A CONDITIONAL USE PERMIT FOR MAJOR HOME OCCUPATION ON
PROPERTY LOCATED AT 10904 240TH STREET IN CHISAGO LAKE TOWNSHIP
WHEREAS, property owner Daniel Matejcek and applicant Brenda Lee submitted an
application dated received January 29, 2026 and considered complete January 30,
2026 for a Conditional Use Permit allowing a Major Home Occupation on property
located at 10904 240th Street in Chisago Lake Township; and
WHEREAS, the subject site is located in the Agricultural (AG) District; and
WHEREAS, the subject site is 5± acres in size and legally described as:
PID 02.00299.40
WHEREAS, notice was provided and on March 5, 2026 the Planning Commission
conducted a public hearing regarding this application, at which it heard from the
Land Services Coordinator, the property owner, and invited members of the public to
comment; and
WHEREAS, the Planning Commission recommended approval of the Conditional Use
Permit with Findings of Fact and conditions per Resolution No. PC2026-0301; and
WHEREAS, the Board of Commissioners considered the request and the Planning
Commission’s recommendation at its March 18, 2026 meeting and made the following
findings per Zoning Ordinance Section 8.04, C.:

The [proposed action is consistent with the] Comprehensive Plan and
development policies of the County;

Finding #1
Chapter 6 of the Chisago County Comprehensive Plan identifies a goal
of providing for a range of economic diversity and development
opportunities to maintain and strengthen the County’s economy, with a
policy of continuing to allow and encourage Home Occupations in all
zoning districts if performance standards are met. Further, the Chisago
County Zoning Ordinance provides allowance for Major Home
Occupations in the Agricultural (AG) District when operated in
compliance with stated performance standards and with issuance of a
Conditional Use Permit. The County finds that the proposed Major
Home Occupation is consistent with the Comprehensive Plan and
complies with the performance standards provided in Zoning
Ordinance Section 4.04, C.

The use shall not create an excessive demand on existing parks,
schools, streets and other public facilities and utilities which serve or are
proposed to serve the area;
The proposed use will utilize existing private sanitary facilities, private
utilities, and off-street parking for business-related vehicle(s), and
access to the subject site will be gained from the well-established and
well-maintained 240th Street and surrounding roadway system. Further,
given the nature of the food truck business, there is no evidence to
suggest that the proposed use will have any impact on schools or
other public facilities or utilities. Therefore, the County finds that the
proposed Major Home Occupation will not create an excessive
demand on existing parks, schools, streets, or other public facilities and
utilities which serve the subject site and surrounding area.

The use shall be sufficiently compatible or separated by distance or
screening from adjacent development or land so that existing
development does not suffer undue negative impact and there will be

no significant deterrence to future development;
Chisago County Zoning Ordinance, Section 4.04, C. 15. requires that an
accessory structure in which a Major Home Occupation is being
conducted shall be at least 40’ from residential zoned or used
properties. Based on submitted application materials and the County’s
GIS Viewer, the 40’ x 80’ accessory structure containing the proposed
use exceeds the 40’ setback requirement. Further, based on aerial
imagery, the structure is screened by existing mature tree cover to the
south, east, and north, with the west side of the structure open to the
interior of the subject site and the driveway which serves the subject
site. Therefore, the County finds that the proposed use is sufficiently

compatible with adjacent development and land by way of distance
and screening.

The structure(s) and site shall have an appearance that will not have

a commercial kitchen within an existing 40’ x 80’ accessory structure
and the storage / parking of a business-related vehicle within the
same structure. The applicants are not proposing any exterior changes
to the structure and all Major Home Occupation activity will take place
within the structure. The structure, being a pole building constructed in
2002, has a size and appearance consistent with structures in the
Agricultural (AG) District and surrounding area, including neighboring
properties on 240th Street. Therefore, the County finds that the
appearance of the structure and site will not have an adverse effect
upon adjacent properties.

The use, in the opinion of the County, is reasonably related to the overall
land use goals of the County and to the existing land use; and is
consistent with the purposes of the Zoning Ordinance and the purposes
of the zoning district in which the applicant intends to locate the

Occupations as an allowable Conditional Use in various zoning
districts, including the Agricultural (AG) District. The County finds that
the proposed use, including the addition and use of a commercial

purposes of the AG District and consistent with existing land uses in the
general area of the subject site. Further, as described in Finding #1
above, the Chisago County Comprehensive Plan identifies a goal of
providing for a range of economic diversity and development
opportunities to maintain and strengthen the County’s economy, with a
policy of continuing to allow and encourage Home Occupations in all
zoning districts if performance standards are met. Therefore, the
County finds that the proposed use directly relates to the land use
goals of the County.

The use shall not cause traffic hazard or congestion; and
The subject site is located immediately adjacent to a well-established
and well-maintained road system, including direct access to 240th
Street to the south and Manning Trail / CSAH 15 one-tenth of a mile to
the west. As proposed, the Major Home Occupation will not be open to

the general public, will not employ non-residents, and will not feature
events which would generate an increase in the amount of traffic
entering and existing the site. Further, neither the Chisago Lake Town
Board nor the City of Scandia, serving as Road Authorities for 240th
Street, expressed any concern about impacts related to traffic hazard
or congestion as a result of the proposed use following their individual
reviews of the proposed use. Therefore, the County finds no evidence to
suggest that the proposed use will cause traffic hazards or congestion.

suggest that the use would cause adverse impacts to nearby
properties by way of noise or glare. Further, based on the nature of the
proposed use and existing vegetative screening, the County finds that
the use will be consistent with nearby properties and the Agricultural
(AG) District as a whole and will not cause adverse impacts by way of
general unsightliness.
NOW THEREFORE, BE IT RESOLVED that the Board of Commissioners of Chisago County,
Minnesota hereby approves the request for Conditional Use Permit, subject to the
following conditions:
1.
This Conditional Use Permit grants approval for a Major Home Occupation
involving the addition of a commercial / commissary kitchen to an existing 40’ x
80’ accessory structure and for the storage / parking of a food truck within the
same structure as described in the application materials dated received January
29, 2026 and kept on file with the Chisago County Department of Environmental
Services and as conditioned herein.
2.
Standard hours of operation shall be 9:00 am to 9:00 pm. Under no circumstance
shall the Major Home Occupation be conducted between the hours of 10:00 pm
and 7:00 am unless the activity is taking place within the dwelling.
3.
There shall be no non-resident employees reporting to or working at the subject
site.
4. The Major Home Occupation shall not be open to the public and no events shall be
held on the premises.

5. Use of the commercial / commissary kitchen shall only be made available to
persons residing on the subject property and shall not be made available for use
or rent by non-residents or food-related businesses owned by non-residents.
6. To mitigate potential adverse impacts related to noise and appearance, the Major
Home Occupation shall be subject to the following:
a. All Major Home Occupation activity shall be conducted within the 40’ x 80’
accessory structure or dwelling.
b. The permit holder shall maintain existing tree cover and replace dying, dead, or
downed trees located between the area of business operations and the
surrounding property boundaries and roadway to the greatest extent possible.
7.
Any signage shall be installed in accordance with the Chisago County Zoning
Ordinance.
8. Any expansion or intensification of the approved use – including, but not limited to,
the construction of new structures used for the Major Home Occupation, the
addition of non-resident employees working at the premises, or other expansion or
intensification as determined by the Chisago County Department of Environmental
Services – shall only be allowed upon further review by the Planning Commission
and approval by the Board of Commissioners by way of a Conditional Use Permit
Amendment.
9. The permit holder shall be responsible for obtaining all applicable State licenses
and Chisago County permits, including but not limited to a building permit for the
addition of a commercial kitchen within the existing accessory structure and for
change of occupancy of the structure, and a septic permit for the installation of a
new SSTS system.
10. Annual certification of the Conditional Use Permit is required. The permit holder
shall notify the County annually that the activity permitted by the Conditional Use
Permit is ongoing and the activities being conducted continue to adhere to the
conditions of approval. Failure to maintain certification may be a basis to revoke
the Conditional Use Permit. The property shall be made open and available for
regular inspection at any time during reasonable hours by the Chisago County
Department of Environmental Services and/or any duly authorized law
enforcement agency.
11. Operation of the approved Major Home Occupation shall not commence until the
dwelling on the subject property is occupied.
12. All waste generated by the Major Home Occupation shall be placed in appropriate
garbage and recycling receptacles and removed from the site by a licensed
commercial waste hauler. If the volume of waste exceeds the capacity of these
receptacles, the permit holder shall provide and utilize a dumpster for proper
disposal.

PROGRAM AWARDS AND AUTHORIZING COUNTY WATER RESOURCES STAFF TO ENTER
INTO AND ADMINISTER GRANT AGREEMENTS
WHEREAS, on January 21, 2026 the County Board approved the 2026 Water
Resources AIS Treatment and Education Grant Program, allocating $70,000 from the
Water Plan fund balance, and $20,000 from the Lake Improvement District (LID); and
WHEREAS, the application window for the 2026 Water Resources AIS Treatment
and Education Grant was from February 1, 2026 to March 1, 2026; and
WHEREAS, Comfort Lake, Goose Lake, Green Lakes, Center Lakes, Chisago
Lindstrom Kroon Lakes, and Rush Lake Improvement Associations all applied for grant
funding.
NOW THEREFORE, BE IT NOW RESOLVED that the County Board of Commissioners
approves grant awards as recommended by County Water Resources and the Lake
Improvement District, to those lake association and in the award amounts as identified
in the 2026 Aquatic Invasive Species Treatment and Education Grant Awards list:

County Boardroom’s technology for $47,348.42 and the 3-year service care
package with iSpace to be paid from unallocated CIP, and direct staff to
financially prepare a lease program for ARMER radios which all the county’s
entities may choose to participate in and seek creating a meeting with all

Tax Abatement Request Summary – Kendall Howard
Business Background:
Kendall Howard, LLC was established in 2003. The company designs and manufactures steel-fabricated products that
support IT and technology infrastructure, including server racks, IT furniture, and related accessories. Their equipment is
commonly used for cable management, computer workstations, and a wide range of technology installations.
In 2007, Kendall Howard relocated to Chisago City, where they constructed a 50,000-square-foot facility. Continued growth
led to a 25,000-square-foot expansion in 2022 to increase manufacturing and storage capacity. In 2023, the company
added another 23,560 square feet. They are now landlocked at their current facility.
As data centers continue to expand nationwide, demand for Kendall Howard’s products has increased. With a major new
customer coming on board, owner Randy Herrierd has determined that it is time for another expansion to support the
company’s ongoing growth.
Proposed Development:
With no remaining room to expand at their current site, the company has been working with Chisago City to purchase the
property recently acquired by the city and funded through a loan by the HRA-EDA and Chisago County. Although the City
subdivided the parcel into three lots for future business development, the owner is seeking to purchase the entire site,
excluding the areas the city intends to retain for stormwater ponding and a bike trail.
Kendall Howard is proposing construction of a 230,000-square-foot facility to support their continued growth. The project
would consist of a concrete tip-up building similar in style and function to their existing facility. The company intends to begin
construction in April.
Site:
The site is across the street from the existing Kendall Howard facility on Liberty Lane in Chisago City. This is the site that
the city purchased for industrial growth. The city subdivided the property into three lots but will replat the property to
accommodate Kendall Howard’s expansion. The full site is about 20 acres. The city will retain some of the property the
holding pond and for a future trail. Roughly 17 acres will go to Kendall Howard.
Use of Abatement:
Chisago City proposes to provide the land to Kendall Howard at no cost, utilizing tax abatement reimbursements to the City
EDA to offset and pay down the original land acquisition expenses. In addition, Kendall Howard is requesting financial
support to assist with site improvement costs associated with the development. The city will also provide some road work on
Karmel and Liberty Lane due to the increased traffic from this expansion and the traffic from the school being located across
the street.
Tax Impact:
The amount of tax abatement available is based on the increase in taxes generated by the proposed new taxes upon
completion of the 230,000 square foot building. Currently the property does not generate taxes as it is city owned and is tax
exempt.

(2026 = $19,83 per hour or $41,250 per year). Kendall Howard’s wage does not include the cost of benefits.
Benefits are above and beyond the base pay.

RESOLUTION APPROVING TAX ABATEMENT BUSINESS SUBSIDY ASSISTANCE
FOR THE KENDALL HOWARD, LLC PROJECT
IN THE CITY OF CHISAGO CITY
BE IT RESOLVED by the Board of Commissioners of Chisago County (the “County”)
as follows:
1.
Recitals.
1.1
Kendall Howard, LLC., a Minnesota corporation (“Developer”) proposes
to build its manufacturing facility on the SE corner of Liberty Lane and
Karmel Avenue consisting of Parcel Number (s) PID #13.00048.49,
#13.00048.50, and 13.00048.51, and of real property located in the State
of Minnesota, County of Chisago, City of Chisago City(“City”) and
legally described on Exhibit A attached hereto and incorporated herein
(the “Property”).
1.2
The Developer proposes to build a new 230,000 square foot building and
related site improvements on the Property and the Developer anticipates
retaining not less than One Hundred and Five (105 FT) employees and
creating One Hundred and Twenty (120 FT) new jobs at a base wage of
$25.00 per hour (the “Project”).
1.3
The Developer has requested assistance from the County in the form of tax
abatement by the County as allowed by Minnesota Statutes Section
469.1813 (the “Statute”).
1.4
The County’s HRA/EDA (“Authority”) has recommended approval of a
portion of the Developer’s tax abatement assistance request with certain
specified contingencies and abatement to also land and to be used for
public improvements due to the development.
1.5
The City will consider tax abatement assistance to the Developer and for
utility and road reconstruction (the “City Abatement”) in the amount of up
to $140.000.
1.6
The School District will consider tax abatement assistance to the
Developer (“School Abatement”) and for the infrastructure and road
reconstruction for up to $70,000

The City will continue to repay the HRA-EDA and the County loans for
the development property based on the existing amortization schedule.
1.8
Findings.
2.1
The Property is not located in a tax increment financing district.
2.2
The proposed tax abatement assistance relating to the Property and the
Project upon the terms and subject to the conditions and contingencies set
forth in this Resolution is in the best interest of the County and meets the
criteria for granting such assistance in that:
a.
The Project will increase the tax base of the County.
b.
The Project will retain and create employment opportunities in the
County.
2.3
The tax abatement assistance provided by the County hereunder
constitutes a Business Subsidy under Minnesota Statutes 116J.993, Subd.
3(1).
2.4
The granting of the tax abatement assistance set forth herein will not cause
the County to be in violation of the limits set forth in Minnesota Statutes
Sections 469.1813, Subd. 8.
Resolution.
3.1
The County hereby agrees that upon completion of the Project the County
will provide the Developer tax abatement assistance in an amount equal to
the increase in property taxes received by the County as a result of the
construction of the Project commencing with the first increase in such
taxes and continuing thereafter until the earlier of (i) Ten (10 ) years from
such first increase date or (ii) Developers and City receipt of $2,000,000 in
total County tax abatement subject to the conditions, contingencies and
requirements described herein. The County tax abatement amount will
further be limited in that it shall not exceed $200,000 paid to the
Developer or City in any given calendar year.
3.2
The tax abatement assistance recommended for approval hereunder is
contingent upon and subject to the following:
a.
The County’s receipt and review of such documentation as shall be
necessary to establish that the Developer will receive the tax
abatement assistance amounts for use with respect to eligible costs

relating to the Project. Such documentation may consist of but not
be limited to: invoices in support of such eligible costs.

b.
The execution of a tax abatement agreement and development
agreement (“Tax Abatement and Development Agreement”)
between County and the Developer will be provided, setting forth
the specific terms of the tax abatement assistance granted by the
County and containing such terms and provisions as shall be
appropriate in the determination of the County staff, officers and
consultants to carry out the intent of this Resolution including
without limitation, Developer’s agreement to retain not less than
105 full time jobs and create not less than 120 full time jobs, at a
wage averaging $25.00 per hour during the two (2) year period
after the execution of the Abatement Agreement..
3.3
The Chairman and Chisago County Clerk of the Board are authorized and
directed with the assistance of County staff and consultants, to execute the
Abatement Agreement.
3.4
The Chairman and Clerk of the Board are hereby authorized and directed
to take any and all such further actions consistent with this Resolution as
shall be reasonably required to carry out the transactions contemplated by
this Resolution.
The motion for the adoption of the foregoing Resolution was duly seconded by Commissioner

Dear Co-Chairs Moller and Novotny:
Chisago County writes in support of HF 4597, which provides funding to implement a unified 91-1 awareness platform across public safety answering points (PSAPs) in the 10-county
metropolitan region. This project will enhance safety for residents and visitors to the region and
has been a regional priority for several years.
If this bill is passed, metropolitan PSAP partners will implement a large-scale upgrade in
emergency response capabilities and coordination by agreeing to utilize enhanced computeraided dispatch (CAD)-to-CAD communications services, which will enable faster dispatching
of first responders for calls which need to be handled by multiple PSAPs, particularly those of
traffic accidents of freeways and US highways. The platform will result in enhanced public
safety outcomes, faster public safety response times, and more efficient communications
across metro region PSAPs both in day-to-day activities, but also during high-volume 9-1-1 call
events.
As the Chisago County Board of Commissioner Chair, I fully support HF 4597 as it will enhance
public safety communications across the metro region and allow for faster dispatching of first
responders, thereby saving lives.
