8. Action Items
8.A. SW Community Park Plan Recommendation
City Administrator Podhradsky introduced Parks and Recreation Director Marshall Grange to
present this item. Mr. Grange presented the item to the Council.
Councilmember Hatfield asked if both sides of the woods would stay when traveling up
Savannah Way from the south. Mr. Grange confirmed that was correct.
Councilmember Sheveland asked what a bouldering wall is. Mr. Grange noted it is a real rockclimbing wall.
Councilmember Sheveland asked if the fire pit area would be gas that could be turned off easily.
Mr. Grange confirmed that is what is being discussed.
Mayor Hubbard asked how many park shelters will be in the park. Mr. Grange stated that there
would be three or four, and may be rentable.
Councilmember Sheveland asked if there would be concessions in the main park building. Mr.
Grange noted that concessions would not be offered in the park building, but the plaza is big
enough to accommodate food trucks.
Councilmember Grau asked if the sightline in the rendering was accurate for the baseball field
with the elevation change. Mr. Grange stated the rendering was not accurate.
Councilmember Sheveland stated she loved the trees in the renderings but worried about
visibility of children throughout the park with the tall trees. Mr. Grange noted that trees will be
trimmed to ensure visibility.
Councilmember Hatfield asked if there would be areas that would allow cross-country skiing.
Mr. Grange noted that cross-country skiing trails require another level of maintenance with
grooming equipment for the trails.
Councilmember Sheveland asked if there would be a gas fire pit to make a true warming house.
Mr. Grange noted that would be a good idea.

Mayor Hubbard noted that Staff did a nice job with the bathroom facility plans, because it can
be challenging, and some parks do not have them. Mr. Grange agreed and stated that Parks
and Recreation Staff were strongly advocating for year-round bathroom facilities in the park.
Mayor Hubbard clarified that the cost of the project at $23.8 million will be sourced from funds
over the course of 20 years. Mr. Grange confirmed that is correct.
Councilmember Grau asked if the speed concerns raised by a resident were based on current
observations in that area. Mr. Grange confirmed that was correct.
Councilmember Grau asked if the plan is to call it Southwest Community Chaska Park. Mr.
Grange stated Staff referred to it as Big Woods, but did not want to assume that is what it would
be called, and, explaining it directionally, it transitioned to Southwest Community Chaska Park
for the time being. A park naming policy has been developed by the Parks and Recreation
Commission, so once the process gets started, there will be an opportunity to engage with the
community and submit ideas on what to name the park.
Councilmember Hatfield stated it is very exciting to approve two parks in one night.
Councilmember Grau added that he lives in close proximity to this park, and there is a lot of
excitement and positive feedback from the community about this park.
Councilmember Sheveland noted that she is excited that Chaska continues to develop and add
things that make residents want to stay in the area.
Mayor Hubbard recognized Mr. Grange for his time and efforts on the plans for this park, and
thanked him for all the ideas and feedback that he polled from Staff and the community and
made part of the plans.
Motion by Councilmember Sheveland, second by Councilmember Grau, to approve the Park and
Recreation Commission recommendation for approval of the Southwest Park Plan and budget,
along with authorizing Staff to continue working with Confluence and a yet-to-be-determined
construction management company to develop detailed designs, construction plans, and
prepare bids.
Motion carried.
Motion by Councilmember Hatfield, second by Councilmember Benesh, approving and
authorizing the City Administrator to sign the Letter of Intent with Independent School District
112 for joint stormwater and parking facilities to serve the Community Park and planned
Elementary School in Southwest Chaska.
Motion carried.
8.B. Public Hearing to consider certification of 2026 Delinquent Utilities and Adopt Resolution

Councilmember Grau asked if the resident has to work with the county in order to pay the bill
after it has been certified. City Administrator Podhradsky noted that there is a timeline in which
the resident has to pay the bill directly to the City.
Administrative Services Director Noel Graczyk added that there is a period of 30 days that the
resident can pay the fines without interest; after that, the bill is certified with a full year of
interest.
Councilmember Sheveland stated that the Council received an email from a resident regarding
this but does not see that resident’s name on the list of delinquent utilities.
Mr. Graczyk noted that some of the accounts are going through the normal collection process
with utility billing, and until those avenues are exhausted, it does not move on to assessment.
Mayor Hubbard thanked Staff who work in Utility billing because they work very hard to keep
very few names on the list of assessments, and that is not an easy task.
Motion by Councilmember Grau, second by Councilmember Benesh, for approval of Resolution
No. 2026-88, approving the Certification of Delinquent Utilities and Miscellaneous unpaid
charges to cover the county for collection with payable 2027 property taxes.
Motion carried.
8.C. Adopt Resolution No. 2026-82, adopting the Proposed 2027 Maximum Property Tax Levy
City Administrator Podhradsky presented this item to the Council.
Councilmember Sheveland asked what made development go so high two years ago. City
Administrator Podhradsky stated it was Costco and 600 apartment units being built. The housing
market is slowing down with existing housing stock, though.
Mayor Hubbard asked why commercial and industrial is at a 4.4 percent change for market
value. City Administrator Podhradsky noted that there is a shortage of industrial buildings, which
drives up the price.
Mayor Hubbard asked if it was established that Riverview Park is in Riverview Terrace. City
Administrator Podhradsky confirmed that was correct.
Councilmember Sheveland asked if it seemed weird that one added position was going to make
more money than the Assistant Director position. City Administrator Podhradsky noted that the
added position would start April 1, whereas the Assistant Director position would start July 1.
Councilmember Sheveland asked if there are five Police Officers on all calls, and one could be
on PTO. City Administrator Podhradsky stated there should be five when nobody is on vacation,
but there will never be a point where there are fewer than three.
Mayor Hubbard asked if this was for 2026 or 2027. City Administrator Podhradsky noted it was
for 2026.

Councilmember Hatfield stated the public should know the Council has seen this information a
few times and has had the opportunity to ask questions in Work Sessions that are also open to
the public. She thanked Staff for all the work that went into this.
Councilmember Grau added that the Council never takes this process lightly, and understands
that a percent means different things to different people.
Mayor Hubbard stated that when thinking about the property tax levy, it is important to make
Chaska affordable to live in while still providing the services that the residents deserve. She
thanked all of City Staff for putting together a budget in order to reflect that the City is being
good stewards of tax dollars.
Motion by Councilmember Benesh, second by Councilmember Hatfield, to adopt Resolution No.

5.A. Gwen Hughes – Cloud HQ
Gwen Hughes of Dresden Drive introduced herself and noted she is a commercial real estate
professional who supports economic growth but urged the City and the Council to take
precautions regarding the proposed Cloud HQ hyperscale data center. She cited concerns over
low-frequency noise produced by the data center that travels long-range and could cause
community disruptions. She also noted that the City should enforce strict accountability
measures such as fast response times and potential certificate of occupancy revocation since
the developer would lease out the building. She added that the City should learn from other
communities hosting hyperscale data centers to avoid repeating past mistakes.
City Administrator Podhradsky noted that the City has commissioned a noise analysis that will
look at the existing preliminary noise analysis and come up with specifications that will be in the
completed noise analysis itself.
Ms. Hughes asked if the noise analysis specifications would be made public. City Administrator
Podhradsky confirmed that they would be public and should come out in the next three to four
weeks.
Community Development Director Nate Kabat stated he did not have the exact timeline, but the
specifications would be determined, and then the analysis would be completed.

Ms. Hughes stated that when she speaks to residents about this project in the community, many
do not know anything about this project. She asked if there were any steps the City was willing
to take to ensure that residents are aware of the project.
Mayor Hubbard noted that it has been two years since this project came through on a
preliminary approval, and the developer has not indicated anything new. The City will conduct
the sound analysis. If the developer comes forward, the community will be in the know about
it. Ms. Hughes asked if the developer would stick to neighborhood conversations, or if those
meetings would be advertised to the public. Mayor Hubbard confirmed it would be advertised
to the general public. Ms. Hughes asked if, if the project gets to that point, the developer will
be in the stages of final approval for the project. Mayor Hubbard explained that at that point,
the developer could choose to move forward to get a final approval from the Council.
Ms. Hughes noted that regardless of whether this developer ever comes back to the table,
residents need to be aware of the implications of a hyper-scale data center in the area.
Councilmember Grau noted that the Council struggles to communicate with the public, and
losing the local paper did not help that process, but the Council always appreciates when
residents talk and share.
Mayor Hubbard stated that in recent years, the City has made efforts to put up physical signs
on project sites for residents. The Council could look at other communication tools to let the
broader community know about these projects as well. Ms. Hughes suggested a community
group forming that would help keep the community informed.
City Administrator Podhradsky noted that he would reach out to Ms. Hughes when he receives
the initial sound analysis specifications.
Councilmember Hatfield asked if the document Ms. Hughes sent to the Council included links to
any other information. Ms. Hughes stated that some of the links did not work, so she included
them in the attachments. Councilmember Hatfield asked Ms. Hughes to email her the links.
Councilmember Sheveland noted that all the Councilmembers live in Chaska and would not want
anything that is going to impact the environment or residents' health.
Councilmember Grau stated that his hope is that Ms. Hughes helps the Council communicate
the message that the data center is not a done deal to the community. Councilmember
Sheveland added that the Council expects every developer who comes into the community to
go through the same process and get approval for their projects.
Ms. Hughes noted that she did not have as much confidence in the Council because data centers
are not the same as industrial buildings, and residents would feel more comfortable if it was
clear what the City will do to hold that developer accountable.

Mayor Hubbard agreed and noted she understands residents’ concerns about this project, which
is why the developer would have to go through the development approval process and meet

present this item. Ms. Grove presented the item to the Council.
Mayor Hubbard asked if anything needed to be repaired and if it would be the City's
responsibility. City Administrator Podhradsky confirmed that is correct.
Mayor Hubbard asked if the site creates more tax increment faster than eight years, if the
increment goes away. City Administrator Podhradsky noted that is part of the look-back. Mayor
Hubbard stated there would be a reassessment to evaluate and make sure the district is dialed
in correctly. City Administrator Podhradsky confirmed that is correct.
Jake Kurth of Scannell Properties thanked staff for their thorough planning process, as it holds
all developers accountable.
Councilmember Sheveland asked if more interested parties come, if the parties would pay
Scannell or if each party would pay taxes to the City. City Administrator Podhradsky stated
taxes are paid as normal to the county, and the parcels that are in TIF districts are on record,
and each year the City is provided a report to show how much tax increment was generated.

REQUEST FOR ACTION
CHASKA CITY COUNCIL
10/19/2026
Subject:
Amend Chapter 5 of the City Code of Ordinances/ Tobacco and
Coin Operated Devices
Prepared By:
Denise Beebe, Senior Clerk
BACKGROUND
As we continue moving forward with our online licensing process, staff identified a need
to update the City Code to allow the City Clerk to approve certain licenses
administratively rather than requiring City Council approval.
After reviewing the process with Administration and the City Attorney and discussing
how other cities handle licensing approvals, we determined these approvals would be
more appropriately handled as an administrative duty.
During this review, I also identified a few areas where the City Code does not reflect
our current licensing practices. The proposed amendments address these items as well.
ANALYSIS
The proposed amendments will streamline the licensing process and support the
continued use of the City’s online licensing portal. Allowing the City Clerk to approve
certain licenses administratively will reduce delays associated with waiting for Council
meetings and provide a more efficient process for applicants. The amendments will also
update code language to ensure it reflects the City’s current licensing procedures.
RECOMMENDATION
Staff recommends that the City Council approve the proposed ordinance amendments
relating to licensing approval authority and procedures.

REQUEST FOR ACTION
CHASKA CITY COUNCIL
10/19/2026
Subject:
Refuse
Amend Chapter 7 of the City Code of Ordinances/ Garbage and
Prepared By:
Denise Beebe, Senior Clerk
BACKGROUND
As the City continues moving forward with its online services, staff identified a need to
update Chapter 7 of the City Code relating to Garbage and Refuse to allow residents to
make payments online. The proposed amendments will update the code to support this
process and make it more convenient for residents to complete payments.
During this review, staff also identified a need to update the recycling reporting
requirements to better reflect the City’s current practices. The proposed amendments
would allow the City to request recycling reports as needed rather than requiring
routine quarterly submissions in all cases. The amendments would also establish a
record-retention requirement to ensure the information remains available when
requested.
ANALYSIS
The proposed amendments will support the City’s continued use of online services by
allowing residents to make payments online and providing a more convenient payment
process. The amendments will also provide the City with greater flexibility in managing
recycling reporting requirements while maintaining the ability to obtain information from
licensed refuse haulers when needed. Requiring licensees to retain recycling records for
one year will help ensure the information is available when requested. These changes
will update the code language to better reflect the City’s current practices.
RECOMMENDATION
Staff recommends that the City Council approve the proposed ordinance amendments of
Chapter 7 of the City Code relating to Garbage and Refuse.
CITY COUNCIL ACTION REQUESTED
Motion to approve Ordinance 2026-1084 Amending Chapter 7, Article 7.20 Garbage and
Refuse of the Municipal Code of Chaska MN, as attached.

Subject:
Municipal Tort Liability Limits
Prepared By: Elise Durbin, Assistant City Administrator
In 2007, the Legislature made a change to the municipal tort liability limits. The impact
of the statute change was that the maximum damage claim an individual can obtain
against a municipality for 2024 is $500,000, or $1,500,000 if there are multiple injuries
in a single claim.
When establishing these limits, municipalities were given the option to waive their
statutory liability limits. If the city were to waive this coverage, we would need to purchase
additional property and liability insurance to protect the City from a higher financial risk.
For many years, the City has purchased its liability insurance from the League of
Minnesota Cities Insurance Trust (LMCIT). In renewing insurance coverage, the LMCIT is
requesting that each City Council make a formal decision on whether or not the City
elects to waive their statutory limit payments.
The decision to waive or not waive the statutory limit has the following effects:
✓ If the City does not waive the statutory tort limits, an individual claimant would
be able to recover no more than $500,000 on any claim to which the statutory
tort limits apply. The total which all claimants would be able to recover for a
single occurrence to which the statutory tort limits apply would be limited to
$1,500,000. These statutory tort limits would apply regardless of whether or not
the City purchases the optional excess liability coverage.
✓ If the City waives the statutory tort limits and does not purchase excess liability
coverage, a single claimant could potentially recover up to $1,500,000 on a
single occurrence. The total which all claimants would be able to recover for a
single occurrence to which the statutory tort limits apply would also be limited to
$1,500,000, regardless of the number of claimants.
✓ If the City waives the statutory tort limits and purchases excess liability
coverage, a single claimant could potentially recover an amount up to the limit of
the coverage purchased. The total which all claimants would be able to recover
for a single occurrence to which the statutory tort limits apply would also be
limited to the amount of coverage purchased, regardless of the number of
claimants. The City has previously not purchased excess liability coverage.
In reviewing this option, it is Staff's recommendation that the City Council elect not to
1
waive the monetary limits as established by Minnesota Statutes. This has been the
City's position in the past, as we have maintained insurance coverage up to the
statutory limits. In discussion with the League of Minnesota Cities staff, they have
indicated that most cities have elected not to waive the statutory limits.
CITY COUNCIL ACTION REQUESTED
Motion to direct the City Administrator to inform the League of Minnesota Cities
Insurance Trust that the City of Chaska elects not to waive the monetary limits on
municipal tort liability established by Minnesota Statute.

Adopt Resolution 2026-99, Public Assessment Hearing and
Resolution Approving the Imposition of Service Charges for the 2027
Chaska Downtown Special Services District
Prepared By:
Julie Grove, Economic Development Coordinator
Background
In 2014, the City Council approved the creation of the Chaska Downtown Special Service District
(SSD) and entered into a professional services agreement with the Downtown Business Alliance
(CDBA) to manage the district. An SSD allows commercial property owners within a designated
area to assess themselves annually to create a pool of funds. These funds are reinvested into the
district to provide enhanced services and special amenities beyond what the City typically offers.
Currently, only commercial properties or the commercial portion of mixed-use-properties, within
the district are assessed these service charges.
Each year the City Council is required by Minnesota Statute 428A to approve the SSD budget and
assessment of fees through a Public Hearing process. Commercial property owners have the
opportunity to file objections during this time. At its September 14, 2026 meeting, the Council
called for a public hearing to be held on October 19, 2026.
Request
The Chaska Downtown SSD is requesting the City Council approve its proposed operating
plan/budget along with a resolution to impose service charges to fund the services outlined in the
2027 budget.
Analysis
Operating Budget: The CDBA is the entity responsible for delivering the services and activities for
the Downtown SSD. To do so, they have retained various consultants, and a part‐time staff
member. The CDBA has prepared the draft 2027 operating budget, included as Exhibit A in the
resolution attached to this agenda item. No increase in the budget has been proposed for 2027.
The Chaska Downtown SSD supports the draft budget and believes it addresses the district’s most
critical needs. Representatives from the CDBA will attend the October 19th City Council meeting
to review the accomplishments from 2026 and present the goals for 2027.
Imposition of Service Charges: Using the combined estimated market value of all commercial
properties within the District (see Exhibit B on the resolution) and an annual operating budget of
$58,100, the calculated annual service charge rate would be $0.81 per $1,000 in estimated
market value. For example, a commercial building with an estimated market value of $677,000
Page 38 of 125
(the median value downtown) would pay a service charge of approximately $553 per year. The
service charge will be included as part of the “Special Assessments” line item on the normal
property tax statements for each commercial property.
Table 1 provides the approved service charge and operating budget for the past budget cycles,
and the request for the 2027 budget.

Operating Plan: The CDBA continues to successfully manage the Downtown SSD, supported by a
part time administrator and a volunteer board composed of downtown business and property
owners. They also maintain the Downtown Chaska website and Instagram as a resource for
visitors and businesses.
Beyond general marketing and business promotions, the CDBA plays a central role in organizing
events that attract people to the downtown area. These range from annual events such as
Hometown Holiday and Halloween Trick or Treating, to newer events such as the Deer Weekend
Event and Sip & Shop events. The CDBA remains focused on building new partnerships and
creating new opportunities to increase downtown activity and visibility.
In 2026, the CDBA continued its commitment to supporting local businesses by organizing events
that promote shopping downtown and highlight the area’s unique offerings. This work will carry
forward into 2027 with ongoing efforts to market Downtown as a vibrant business destination.
Initiatives planned for 2027 include:
•
•
•
•
Continue marketing efforts and coordinated business storytelling
Maintaining a balanced mix of proven and new downtown experiences
Build on the Sip & Shop events with Holiday Markets, Small Business Saturday and
Hometown Holiday, alongside cost‐effective activations such as Halloween.
Continue engagement around possible district enlargement
Page 39 of 125
Recommendation
The 2027 operating plan will allow the CDBA to continue leveraging SSD resources to promote
and revitalize the downtown area. Given the support the CDBA has received for its initiatives,
staff recommends holding the public hearing and approving the attached resolution.

SEPTEMBER 2027
PROPOSED
2027 OPERATING PLAN
AND BUDGET
INTRODUCTION
We are pleased to present downtown
businesses and property owners with this
overview of the proposed Chaska Downtown
Special Service District services for 2026.
Established in 2014 and launched in 2015, the
Chaska Downtown Special Service District is a
public‐private partnership with the City of
Chaska. Commercial property owners and
business owners elect to collectively
contribute to promoting, developing, and
maintaining their commercial district.
In a Special Service District, a small additional service charge is imposed on commercial properties’ property
tax statements each year. The City pools these funds and redirects them to our local business association,
the Chaska Downtown Business Alliance, to fund a variety of services and activities aimed directly at
attracting more customers and fostering economic growth for area businesses. These services and activities
are over and above what the city ordinarily provides.
1
MISSION
The mission of the Chaska Downtown Special Service District is to assist in creating and promoting a
downtown business district that reflects and preserves our small‐town atmosphere, unique character and
values. The District’s priorities include:
>
>
>
>
Marketing and promoting local businesses via online and offline marketing strategies and
creating content that allows the community to engage with the businesses;
Producing and promoting local events that attract customers to the downtown area;
Creating more opportunities for businesses and property owners to communicate with one
another as well as stay abreast of what’s happening in the downtown area; and
Creating and maintaining a thriving downtown business district by supporting various programs
that impact both businesses and the overall community.
GOVERNANCE AND IMPLEMENTATION OF SERVICES
The Chaska Downtown Special Service District is guided by the Chaska Downtown Business Alliance
(CDBA). The CDBA is a tax‐exempt 501c(6) Minnesota nonprofit corporation and is led by a seven‐
member, all‐volunteer Board of Directors whose members include:

President: Steve Ritz, Fitness First
Vice President: Kent Kramp, Cy’s Bar & Grill
Secretary: Sarah Amundsen, Hayloft Studios

Member‐at‐Large: Tim Sebenaler, Sebenaler Chiropractic (Commercial Property Owner)
Member‐at‐Large: Anna Jones, Jones Coffee
Member‐at‐Large: Shawna Burdick, Faith Woven
We also regularly have participation at our meetings and events from the Chaska Library, Chaska History
Center, Chaska Parks and Rec, and other members of the business community.
The CDBA, with oversight from the City, will continue to be the lead entity responsible for implementing
the various services and activities proposed as part of the Special Service District. The CDBA will in turn
retain various professional event organizers, consultants, contractors, and a part‐time staff person to
assist with implementing the various proposed services.
INITIATIVES FOR 2027
Downtown Chaska is building meaningful momentum. Through focused investment in professional
marketing, business promotion and downtown experiences, the district is reaching more people,
showcasing a broader mix of businesses and creating more reasons to visit downtown throughout the
year.
In 2027, the District plans to build on what is working: continue marketing efforts and coordinated
business storytelling, while maintaining a balanced mix of proven and new downtown experiences that
create strong business participation for the dollars invested. The Sip & Shop strategy will build on the 2026
model of four Fall Markets, Holiday Markets, Small Business Saturday and Hometown Holiday, alongside
cost‐effective activations such as Halloween that bring visitors directly into downtown businesses.

DISTRICT MAP AND PROPOSED SERVICE CHARGE METHODOLOGY
The District map is
unchanged from
2026.
The method for
prorating service
charges is also
unchanged from
2026.
Because the types of
services and activities
being proposed will
benefit all types of
businesses and
commercial property
owners in the
downtown area,
using a commercial
property’s total
estimated market
value (as determined
by the county
assessor) as the basis
to determine its
prorated fair share of
the costs is again
being proposed.
The City has
completed an
analysis of every
commercial property
within the downtown
area and has
developed proposed service charge calculations for each property. Based on the combined total estimated
market value of all commercial properties within the District and a total service charge amount of
$58,100, the service charge calculates to $0.81 per $1,000 in estimated market value for 2027. For
example, a commercial building with an estimated market value of $677,000 would pay a service charge of
approximately $553 per year. The service charge will be included as part of the “Special Assessments” line
item on the normal property tax statements for each commercial property.

2027 BUDGET PRIORITIES
The CDBA Board of Directors is recommending the following services and activities focused on the core
needs of downtown businesses for 2027. Should there be a surplus balance from the 2026 service charges,
the CDBA will propose an amendment to this operating plan to incorporate those funds.

Biweekly Report
October 19, 2026
By:
Matt Podhradsky
COUNCIL MEETING/WORK SESSION SCHEDULE
PodhradskyCouncil Meetings and Work Sessions to plan for:
Below is a list ofMatt
the upcoming
October 19th: Prior to the Council meeting on Monday night, we will be having a Work Session
to go over the 2027 budget presentation for our Recreation Enterprise Funds (including the
CCC, CEC, The Loop and the CTC). Following that, we will have a short regular Council
meeting.
November 2nd: Prior to the Council meeting on the 2nd, we will be having a tour of the new
MSB construction site. Given the fact that we fall back to Standard time the day before, we are
going to be limited on light at the site given that the building does not have electricity yet. For
that reason, we are starting the tour at 4 pm and will likely go until about 5:15 pm before we
are done. That means that you will have some time to go home for dinner between the tour
and the Council meeting. We expect the Council meeting will be relatively short that evening.
Given that the tour is happening early at 4 pm, if that time does not work for you and you
would still like to see the site under construction, just let me know and we will work to get
another time set up for you that works better. Otherwise, this night will be a good chance to
see most of the building panels up to give you a sense of what the building will look like when
finished.
November 16th: Prior to the Council meeting we will have a work session to go over the 2027
budgets for the Utility Funds (Electric, Water, Sewer and Storm Sewer). This will go from 5:307 pm and will finish our review of all our funds for the 2027 budget year. There will be a
regular Council meeting to follow, with us expecting some planning items coming out of the
Planning Commission next month.
It should be noted that in November this year, we do have 5 Mondays, with November 30th
being the 5th Monday of the month. At this time, it is uncertain whether we will have a Council
meeting that night. If we need any additional time looking at any of our Enterprise or Utility
Fund budgets, we may use that evening for that purpose. Otherwise, if we do not have any
items we may cancel the meeting for that night.
Please let staff know if you are unable to attend any meetings or if you have any questions.

CONSTRUCTION PROJECT UPDATES
City Hall Plaza: Over the past two weeks, a significant amount of work has been completed,
with the site now starting to form into what it will look like when it is finally completed. Besides
working on the Chaska Brick knee wall construction throughout the site, this past week the
contractor installed all the curb and gutter in the parking lot, as well as poured the large slab of
concrete that is in the main central part of the plaza area. They are continuing to work on
installing tubing in the area between The Legion and History Center for the heating elements
going underneath the walkway. At this point we are still on track to get the major hardscape
work in the plaza done this fall along with putting the first lift of blacktop in the parking lot to
allow us to open that back up before winter. They will not get to any of the landscaping areas
of the project but will be back in the Spring to complete this work.
MSB Site: Two major components of this project are now occurring. The most significant
amount of work that is occurring on the site relates to installing all the wall sections on the
building, with a good portion of the east side of the building already erected. It is expected
that this work will be completed by mid-November at which time they will start the structural
steel work on the interior of the building and roof. The other major project occurring now is
the installation of sanitary sewer on the stub road on the east side of the site. If you were to
visit the site now, you would see a very deep hole under this road section where the sewer is
being installed. The reason for this depth is so it can get underneath the ravine to the south
and serve the new Big Woods Business Park to the south. The entire MSB project is still on
schedule with us having a great fall to continue this pace of work.
New Water Treatment Plant: After several delays to get this work going (namely we were
waiting for the DNR permit for our new wells so we could take well (#7) down to allow for
construction of this new building. With this now nearly complete, we were able to feel
comfortable moving forward with construction and not having to worry about hot weather days
that could put a strain on our system without access to Well #7. If you were to visit the site
now, you would see that they now have the hole excavated for the building, as well as the
berm construction occurring on Hazeltine’s property to screen this building from their golf
course while also giving us the ability to lose our excavated soils on-site without having to truck
it off (which would significantly increase the price of the soil work). Construction on this project
will likely take about 18 months to complete just given the amount of concrete work that occurs
within this building.
Downtown Street Project: If you have been over in the vicinity of the intersection of Elm
and 4th Streets, you would see that work has begun in earnest to allow us to complete the
major components of this work this fall. Both 3rd and Elm Streets are now demolished, with
work starting to remove the old bridge from 3rd Street to install a new culvert to allow us to
build a “land bridge” instead. We have not heard of any major issues so far. If you hear
anything from residents with concerns/questions, do not hesitate to let me know and we can
follow up with them.
Columbia Court Watermain Replacement: As some of you know, we have had a stretch of
watermain behind our industrial buildings on Columbia Court (i.e. Apex International and Crown
Extrusion) that has had several breaks over the last several years causing multiple disruptions in
2
water service to these buildings over time. Given the age of the line back here and the type of
soil it was installed in, we really needed to have a way to get new line installed or these breaks
would continue to get worse. Typically, we would replace this watermain as part of a street
reconstruction project. However, given that this area isn’t slated for this for some time, we felt
it was important to try to find a way to get this replaced, without having to create major
disruptions through excavation of the site. The method we used was pipe bursting, which in
essence allows us to push a new pipe through the existing pipe not requiring the type of
excavation a normal pipe replace would require. The project is now nearly complete and seems
to have worked well. It is our hope that this will significantly improve the reliability of water
service in this area, also reducing the chance that we have to dig up watermain breaks in this
area-especially during the winter.
If you have any questions on these projects above, or any others, please just let me know.
SW COMMUNITY PARK-DISC GOLF
As you are aware, one of the goals that we had with the construction of the new SW Chaska
Community Park is that we construct a facility that not only is an amenity/attraction to our own
residents, but also to people coming as a destination from out of town. We have several
amenities planned that will help it be that destination, including our large Universal Playground,
Splash Pad, Miracle League field, Athletic Fields and a sledding hill with a snow maker.
One major aspect of the park that we think will attract several people from outside Chaska is
our Disc Golf Course. Like Curling when we did the Fireman’s Park Project, while Frisbee Golf is
still a niche sport, it is one that brings several people from outside the community, especially if
we design it right. And since disc golf is unique in that designing/building a bad course costs
about the same as building a great course, Staff is working hard to get the right designer at the
table and help us turn this course into something that will be recognized as a high-quality
course form people who are serious about the sport.
To illustrate how significant a draw one of these facilities can be, I have attached a statistical
analysis of the Highland Park Disc Golf Course. In the analysis you will see that they get over
17,000 rounds per year played at the course-a number that starts getting close to the number
of rounds we see at The Loop. Further breaking it down, they show the number of people that
drive from significant distances away to play the course. They get this data from a Disc Golf
App that most serious golfers utilize, meaning that the number of rounds is likely greater than
this because not all users are using this app.
If you have any questions about this, let me know. I just thought it would be interesting for
you to see the number of people we could attract to this site if we design these elements to
meet/exceed the needs of end-users of this park.
BAVARIA ROAD OVERLAY
As you are aware, this past summer we did do a full overlay of Bavaria Road going from Pioneer
Trail all the way up to our border with Victoria. This project turned out very nice and was very
needed given the poor condition of the road surface over the past few years. As we went out
to bid for that project, we did have significantly better pricing than what we had budgeted for,
giving us some available resources to get an additional stretch of road done this summer. The
3
stretch of road that we decided on, which we were able to get in on budget and it needed
significant work, is the stretch of Bavaria Road between Hundertmark and SW Christian High
School. The work for that additional project has just started and we expect it to be
substantially completed by the end of next week if the weather cooperates. This will provide
significant improvement to this roadway section and allow us to get this done sooner than we
had originally planned. It also means that most sections of Bavaria Road will have received an
overlay over the past year.
A big thank you to Brian Jung and his crew for making this additional work possible both
physically and financially. If you have any questions about this, please let me know.
ICMA CONFERENCE
Just a note that I will be out of the office next Monday-Wednesday attending the International
City/County Manager’s Association (ICMA) Conference. The conference this year is in Long
Beach California. These conferences are very helpful for not only keeping connected to what
others are doing across the Country to deal with common and difficult issues in a successful
way, but to also be able to go out and get guided tours of projects/initiatives in other
community’s projects-hopefully spurring ideas we haven’t thought about before to address
issues we have here in Chaska. Since I will be gone on a Council meeting night, I will be
Zooming in to present to you the Recreational Fund Budgets during the work session, as well as
zoom in for the regular meeting. If you should need any immediate assistance while I am out,
do not hesitate to contact Elise who will be able to help you. I will also be able to be contacted
should any serious issues arise.
I want to thank you all for getting the opportunity to attend these conferences. I do think they
are a good investment is getting exposed to different things across the Country and using what
I learn to bring back new solutions to Chaska which hopefully helps the organization and
community.
DOWNTOWN MASTERPLAN UPDATE
As a quick update to our Master Plan process, we do continue to move along now starting to
hone in on the projects/initiatives that will be recommended as part of the end report. The
Downtown Masterplan Taskforce did meet again this week and started looking at the areas that
have the most potential in the downtown, and what strategies we could use to help address
these key areas of the downtown. The Taskforce has done a good job as not only looking at
priority redevelopment sites in downtown, and how they might be able to be utilized to
maximize benefit to downtown but have also talked about the best connections and natural
spaces we could have in downtown to attract new people to explore the area. While we do not
have a Work Session time dedicated yet, since we are now currently working on budgets, we
will be scheduling a time likely in early January to give the Council a formal update on what
work has been occurring.
If you have any questions about this project, please feel free to contact Community
Development Director Nate Kabat or myself. We would be happy to discuss it further.

is the Sunday right before Thanksgiving. The 100 Club will be going from 4-6 pm, with the
Tree Lighting Ceremony and activities going from 6-7:30. This event has grown over the past
few years and now attracts a lot of residents to both the 100 Club as well as the Tree lighting
itself. Let me know if you are interested in purchasing tickets for the 100 Club event.
-Early voting is now taking place at the Carver County Courthouse. All Chaska residents have a
single polling place at the Courthouse for Early Voting access.
