SYNOPSIS:
The St. Louis County Department of Public Health (DPH) has notified staff of
available funding through its Waste Reduction Grant Program. Applications were

SUBJECT:
DPH Waste Reduction Grant Program
BACKGROUND:
Waste reduction remains a key priority for the Sustainability Commission.
Historically, the City of Brentwood has hosted four (4) electronics recycling
events and four (4) paper shredding events annually to minimize landfill waste.
For Fiscal Year (FY) 2026, one (1) electronics recycling event and one (1) paper
shredding event have already been completed. The remaining six (6) events—
three (3) electronics recycling and three (3) paper shredding events—along with
two (2) planned latex paint recycling efforts, are eligible for reimbursement
through the DPH Waste Reduction Grant Program.
FINANCE/OPERATION:
The adopted FY 2026 budget includes $33,600 for recycling events under
Community Relations (Fund 10-104-6145). Staff initially requested
reimbursement of up to $10,000 for the eight (8) remaining eligible events.
DPH has approved funding of up to $25,000 for the City of Brentwood’s waste
diversion efforts. The increased award amount reflects the availability of
additional funds for the proper disposal of negative-value items such as plasma
televisions and computers.
RECOMMENDATION:
Staff recommends approval to proceed with participation in the DPH Waste
Reduction Grant Program.
At its meeting on April 9, 2026, the Public Works Committee provided a favorable
recommendation to forward this item to the Board of Aldermen. Adoption of a

PRESENTER:
Michelle DePew, CPA, Finance Director
SUBJECT:
2025 Budget Amendment
BACKGROUND:
The finances of the City continue to remain steady and stable. However, there have
been some unanticipated budget overages that need to be addressed through this
budget amendment.
FINANCE/OPERATIONS:
The following is a Summary by Fund for which a 2025 Budget Amendment is
required at the Department level and Project level. Many of the expenditure
budget changes are due to increasing costs for goods and services such as repairs,
supplies, solid waste disposal fees and utilities. Other expenditure budget changes
are due to one-time increases in actual activity that could not be anticipated when
the budget was created many of which have already been discussed and approved
by the Board of Aldermen. Lastly, some budget changes are due to the
continuation of prior year projects.
RECOMMENDATION:
Staff recommends the approval of the 2025 Budget amendment for the 2025
adopted budget. The Ways and Means Committee unanimously recommends the
amendment of the 2025 adopted budget be presented to the board of aldermen
for consideration. This is a time sensitive request, as staff would like to submit the
legislation to the auditors so that it can be included in the 2025 Audit Report. First
