REGULAR MEETING
BOARD OF COMMISSIONERS
KEARNEY COUNTY, NEBRASKA
September 15, 2026 – 9:30 A.M
A Regular Meeting of the Board of Commissioners of Kearney County, NE was held September 15, 2026 at
9:30 A.M. in the Board of Commissioners’ Room of the Courthouse in Minden, NE. Present were Chairman
Brent Stewart and Board Members Jason Sinsel, James Miller, Nathan Avery, Robert Swanson and Heath
Hofstetter. Absent was Jeff England. Also present were Co. Clerk Jenni Lupkes, Joe Anderson Hwy. Supt.,
Scott White Sheriff, Craig Lupkes Emerg. Mgmt. Dir., Melodie Bellamy Co. Atty, Carrie Favinger Planning
and Zoning Admin and Cindy Ramsey of the Minden Courier.

Office.
The Board of Commissioners took the following action:
-Approved minutes of the Board of Commissioners meeting on September 8, 2026.
-Approved Bills and Claims. (See below).
-Held a Public Comment. No comments were made.
-Held a Public Hearing from 9:40am to 9:41am on an Administrative Subdivision for L & V Stadler on a tract
of land in SW1/4 32-6-15. The permit was approved.
-Approved Resolution for a 6-month Data Center Moratorium.
-Discussed Data Center Regulations working group, Commissioners Nathan Avery and Heath Hofstetter
volunteered as members of the group with Jason Sinsel aiding when schedules provide.
-Approved duplicate General Fund Check 26060157 to NACEHS issued 6/16/26 for $160.00 and General Fund
Check 26060089 to Randy Pracht issued 6/2/26 for $30.00 and General Fund Check 26060158 to NE Glass Co.
issued 6/16/26 for $119.85.
-Reviewed correspondence from NDWEE regarding KCC Feeding.
-Held a Closed Session from 10:00 a.m. to 10:49 a.m. to discuss possible litigation.
-Held a Budget Hearing at 10:52 a.m. Markus Ramsey presented the budget and there was no public comment.
Adopted a resolution to set final tax request at a different amount than the prior year tax request. Approved 1%
restricted funds authority limit. Adopted a resolution of Adoption and Appropriations. Adopted a resolution of
Cash Transfer from General Fund to the Road Fund.
Adjourned the meeting at 11:37 a.m.
