Public Comment during the Governing Board Meeting on August 6, 2026 will be for all matters off the agenda, and be limited
to up to three minutes per person. Additionally, public comment of up to three minutes per person may be heard during individual
action items. The Governing Board reserves the right to reduce the time allowed for public comment. The Governing Board may
prohibit comment if the content of the comments is a topic that is not relevant to, or within the authority of, the Governing Board,
or if the content of the comments is willfully disruptive of the meeting by being irrelevant, repetitious, slanderous, offensive,
inflammatory, irrational or amounting to personal attacks or interfering with the rights of other speakers. Persons are invited to
submit comments in writing on the agenda items and/or attend and make comment on that item at the Governing Board meeting.
Decorum during the meeting must be upheld whereby no person in the audience shall engage in disorderly conduct such as hand
clapping, stamping of feet, whistling, using profane language, yelling, and similar demonstrations, which conduct disturbs the
peace and good order of the meeting. Any person who becomes disruptive or interferes with the orderly business of the Board
may be removed from the Board Chambers or other meeting room for the remainder of the meeting.
In accordance with Federal civil rights law and U.S. Department of Agriculture (USDA) civil rights regulations and policies, the USDA, its Agencies, offices,
and employees, and institutions participating in or administering USDA programs are prohibited from discriminating based on race, color, national origin, religion,

10. PRESENTATION – Presentation and report of Expenditures, Revenues and Cash-on-Hand for
the Nye County Water District Governing Board in Fiscal Year 2025-2026.
11. PRESENTATION – Presentation by Double M Construction regarding the differences between a
previously approved residential water use and a newly proposed data center development within
Nevada Groundwater Basin 162, including a comparison of anticipated water demand, project
characteristics and potential impacts on local water resources.
12. FOR POSSIBLE ACTION – Discussion, deliberation, and possible action to review and approve
a letter from Vice Chair Helene Williams to the Nye County Board of County Commissioners
requesting their assistance in reminding Pahrump residents that Groundwater Basin 162 is not
connected to the Colorado River and is not subject to the Colorado River Compact.

13. FOR POSSIBLE ACTION – Discussion, deliberation, and possible action to review and approve
a letter from the Nye County Water District Governing Board to the Nevada Division of Water
Resources and the State Engineer's Office requesting that representatives appear before the Governing
Board to provide an update on the current status of Groundwater Basin 162 in Pahrump and address
questions regarding the basin's management and administration.
14. FOR DISCUSSION ONLY – Discussion and deliberation on a Nevada Division of Water
Resources' newly approved Extension of Time regulations, effective July 1, 2026, including updated
requirements for filing Proof of Completion of Work and Proof of Application of Water to Beneficial
Use, revised extension forms, and guidance available to assist applicants with the new process.
15. FOR POSSIBLE ACTION – Discussion and deliberation with possible action to retract a report
approved by the Nye County Water District Governing Board May 26, 2026 on the issue of “Utility
Challenged Lots” that was developed through a public Working Group.
16. FOR POSSIBLE ACTION – Discussion, deliberation, and possible action to designate and
authorize one member of the Nye County Water District Governing Board to engage with Great Basin
Water Company to explore opportunities for the Governing Board to assist in the expansion of utility
water lines within the company's Pahrump service tariff area and to report findings and
recommendations back to the Governing Board for future consideration.
17. PRESENTATION – Update from BEC Environmental and Nye County Water District staff on
the status, progress and key milestones of programs funded through grant revenues.
18. FOR POSSIBLE ACTION – CONSIDERATION OF MINUTES TO PRIOR MEETINGS –
