The East Orange City Council met on July 13, 2026, 5:45 P.M. in City Council Chambers, 44 City Hall Plaza, East Orange, and New
Jersey. Adequate notice of such meeting was duly given in accordance with law, by publication in local newspapers and by posting
on the bulletin board outside and within City Council Chambers.

1. Marcel Terrell- reported raccoons getting into his garbage. After being referred to the Police Department and Animal Control,
he was advised to move the garbage to the curb. He stated that he is not equipped to do so and does not feel it is safe for
him or his family. He is requesting information on when this issue will be addressed and a resolution. He also raised concerns
about vehicles blocking driveways and overnight parking in the neighborhood and would like these issues addressed.

2. Curtis Bynum- reported that there is no air conditioning from the 12th floor down, including the hallways and elevators. He
Stated that the issue has existed since the building was remodeled and that residents are concerned about the extreme
heat and safety risks. He was told repairs are too expensive. He also reported ongoing plumbing issues and stated that
other residents share these concerns but are afraid to speak up. He is requesting that these issues be addressed and
resolved as soon as possible.

3. John Selowayne- stated that he is a manager at a historic establishment at St. Johns and is seeking assistance with the
ongoing lack of parking. He reported that the parking shortage is negatively impacting the business, causing customers to
avoid attending the establishment and events, resulting in lost revenue. He is requesting assistance and a plan to address
the parking issue, including the possibility of acquiring a nearby parking lot.

4. Thomas Delaney- reported an ongoing electrical issue with PSE&G. He stated that two engineers, along with DPW Director
Collins, inspected the issue, but he has not received an update or resolution. He was previously told that a pole would be
placed on VA Hospital property to resolve the problem. He expressed frustration with the lack of communication and is
requesting an update and a clear plan for resolution.

5. Resident stated she would like to remain anonymous She stated that she has information related to domestic violence

involving a congressional constituent and a federal immigration matter. She is requesting a direct point of contact and
guidance on which federal authorities or agency she should contact so the matter can be properly investigated.

6. Brother Lamar Williams- spoke about love, unity, and hope for the youth of East Orange, while remembering young people
who have passed away since 1975. He thanked the City Clerk's Office and staff and requested that December 6, 1865, be
recognized in East Orange as the date slavery was abolished.He also raised concerns about maintaining the integrity of the
East Orange Public Library (EOPL) and requested transparency regarding its practices. He would like a meeting to discuss
and resolve these concerns.
