To Whom It May Concern:

The Town of Chateaugay acknowledges that a portion (up to 50-acres on Harrigan
property) of the temporary laydown yard for construction of the Clinton project is located
in the Town of Chateaugay. The Town also acknowledges that AES will provide
decommissioning financial security to each of the Towns in the full amount of the
estimated cost of decommissioning, as identified in the decommissioning plan approved
by ORES, prior to phase of construction which will include turbine foundation pours. As
such, the Town does not require financial security be put in place for the construction of
Clinton's temporary laydown yard.
