The meeting was called to order at 9:16 A.M. by Mr. David Fantuzzo.
The Board meeting began with reviewing meeting minutes from the July 20, 2026 meeting. No questions
or changes were presented. Ms. Leonard made a motion to approve the meeting minutes; Mr. VanFleet
seconded the motion. All present approved – minutes were approved.
Ms. Bronson presented the Resolution Authorizing Signatures for loan from Life Insurance for Erik Graff.
She explained that there are currently 2 loans with Erik Graff which have both been paid on a regular basis.
Additionally, we also have as part of our collateral assignment for his life insurance from which he can get
loans from. Mr. Graff is requesting a loan in the sum of $19,000 from his life insurance to which he will
also need two signatures from the board if the loan is approved. Ms. DiLella asked to confirm if this is for
one singular loan of no more than $19,000 or if this is starting as $19,000 with potential to increase. Ms.
Bronson confirmed this loan request is for only $19,000 also confirming the documentation to be signed is
specifically for $19,000. Mr. VanFleet made a motion to approve; Ms. DiLella seconded the motion. All
present approved – resolution approved.
Ms. Bronson then introduced the Resolution Authorizing WEDC to Extend and Agreement with Wayne
County to administer the Brownfield Revolving Loan Fund (BRLF). This resolution is in regards to the
supplemental funding the county received for the Brownfield RLF through the EPA that was announced in
late June to early July. The next step is for us to work with Wayne County in extending our current contract
with them. Wayne County has approved through the Board of Supervisors with their Resolution in July to
also extend the contract. We cannot begin to utilize the funding until we get a cooperative agreement and
although we do not have one yet, the intent is that we would get it soon it and would start October 1, 2026.
Ms. Heald made a motion to approve; Ms. DiLella seconded the motion. All present approved – resolution
approved.
Ms. Bronson then presented the final Resolution Authorizing WEDC to open a new bank account. The
account would be to host the $500,000 that was awarded to Wayne County from the EPA for a program to
provide loan funding to address designated brownfield properties within Wayne County. The account will
be interest bearing per the EPA’s requirement. Ms. Bronson added that discussions have begun with both
the planning staff and the land bank into next steps with this funding. There is a project in place and a
proposal to use both the existing funding in place as well as the new funding for the standard fertilizer plan.
New results will need to be identified and presented to both the board as well as the loan review committee
which should be expected in October. Ms. Leonard made a motion to approve; Ms. Heald seconded the
motion. All present approved – resolution approved.

Mr. Gentile opened the Fiscal Officer’s Report with Account Balances to which he noted a payment of
$900,000 was made out to BOCES for capital repair. He also reported that Pier 53 has continued to pay
their monthly payments with a request for their amortization schedule in hopes they intend to pay off the
balance of the loan soon. Mr. Fantuzzo added the documents were signed to sell the property and all that’s
left is for the new owners to close on the property. No further questions were presented.
Ms. Howell opened the Project Updates, stating that per the Board’s previous request we are currently
conducting video interviews with all former Pitch Competition winners with the intent of seeing how their
businesses are progressing and growing since winning. At this time 3 videos have been completed, Hand
in Hand in Your Home, Drumlins Brewing and Country Luxe Co LLC and can be found on the Wayne
County IDA YouTube page. The video for Stonehedge Garden Café & Market is still in the editing process
and the other winners are in the process of being scheduled for their interviews.
Ms. Howell then informed the Board of our July billboard, “Love where you live” was nominated for and
won the Lamar Advertising of Rochester’s Billboard of the Month. With a total of 224 votes for our
billboard we won out against the competitors Rochester Museum of Science with 70 votes and Seabreeze
Amusement Park with 60 votes. In addition to having our billboard displayed in our two paid locations: as
the winners of the competition our billboard was displayed on the digital billboard in Williamson along
Route 104 for a duration of 2 weeks. Further incentivizing people to come visit our beautiful county.
Ms. Howell closed the Project Updates with the presentation of WEDC Business Appreciation Baseball
Night that occurred on July, 23, 2026 at Colburn Park in Newark. Of the 59 RSVPs we received, 53 people
attended the event which is by far the best turnout we’ve seen for this event. Ms. Howell then highlighted,
Mr. Ora Rothfuss who is the Agricultural Development Specialist for the Economic Development and
Planning Department who threw out the first pitch of the evening.
Ms. Heald made a motion to adjourn the WEDC meeting. Ms. Leonard seconded the motion. Mr.
Dave Fantuzzo adjourned the meeting at 9:24 A.M.
The next WEDC Board Meeting is scheduled for Monday, September 21, 2026 at 9:10 A.M.
Respectfully Submitted

NYSERDA memo on state's 2019 climate law costs is latest signal of coming budget fight
over its mandates- https://spectrumlocalnews.com/nys/buffalo/politics/2026/02/27/nyserdamemo-foreshadows-budget-fight
o “Current estimates indicate that the most impacted households — upstate, twocar households that rely on heating oil — would likely experience gross cost
impacts in excess of $4,100 annually. Even after affordability benefits, this
amount remains above $2,400,”
o “Absent changes, by 2031, the impact of CLCPA on the price of gasoline could reach or
exceed $2.23 per gallon on top of current prices at that time; the cost for an MMBtu of
natural gas $16.96; and comparable increases to other fuels. Upstate oil and natural gas
households would see costs in excess of $4,000 a year, and New York City natural gas
households could anticipate annual gross costs of $2,300. Only a portion of these costs
could be offset by current policy design.”
