Public Hearing: The purpose of the public hearing is to consider a local law establishing a
temporary moratorium on data center development in the Town of Massena.

A. Approval of Minutes from August 19th, 2026.
B. Resolutions:

1. Approval from The Massena Town Council to adopt a local law establishing a sixmonth moratorium on Data Center Development in the Town of Massena until
effective date.
2. Approval from the Massena Town Council to commit $2,400 which consists of
the Town Highway’s labor, equipment and materials to install a concrete pad for
the shelter; transport the shelter from the County Highway Department; and
assemble the shelter.
3. Approval from the Massena Town Council for the Town Supervisor to sign an
Equipment Record and Maintenance Plan for the solar powered bus shelter
located at Massena Public Library (41 Glenn Street, Massena, NY 13662). Cost
is $16,200.00 for ten years.
4. Authorizing the Massena Town Council to approve Ray Lancto, Town Supervisor;
Sam Carbone, Council Member; Kristy Baker, Council Member; Jared
Hollander, Council Member; Adrian Taraska, Council Member; Brenda Mossow,
Secretary; Brittany Rushlow, Assessor, Roger Bennett, Zoning; Sabina
DeLaporte, Zoning; Vance Fleury, Planning; Dave Grant, Planning; and Joni M.
Bigness, Town Clerk; to attend the 34th annual SUNY Potsdam Local
Government Conference on Tuesday, October 13, 2026, at SUNY Potsdam.
5. Scheduling a Public Hearing for Wednesday, October 21, 2026, at 4:30 PM, for
the following reason: To Consider Overriding 2% Tax Cap for the Town of
Massena 2027 Budget, if needed.

6. Authorizing the Massena Town Council to schedule a special meeting on October
1, 2026, at 4:30PM, where the Town Clerk presents the 2027 Tentative Budget to
the Town Council.
7. Approval from the Massena Town Council for the Town Supervisor to sign the
Grant Agreement for the Replace SRE (Rotary Snow Blower) for the Massena
International Airport. Federal Share $935,275, State Share $24,613, Town Share
$24,612 for a total cost of $984,500.
