FUNDS AND ADDITIONAL FY27 REVENUE
Background:
This item requests Board approval to amend the FY27
General Fund budget by a total of $166,239 to carry forward
previously approved but unspent Sheriff's Office funding
from FY26 and to recognize additional FY27 revenue. These
funds are restricted to specific purposes, and no additional
County funding is required.
The amendment consists of three separate components:
1.
Detention, Reentry, and Real Time Crime
Center Activities - $140,875
Reappropriates unspent PayTel, Aramark, and federal
forfeiture funds and recognizes additional FY27 PayTel
revenue to support detention and reentry services and
Real Time Crime Center software and equipment.
2.
Unauthorized Substance Tax Fund Activities $21,112
Reappropriates previously approved Unauthorized
Substance Tax funds to complete the DWI Task Force
vehicle upfit and fund the final year of the CLEAR
ProFlex investigative research license.
3.
DWI Education Grant - $4,252
Carries forward the remaining balance of a High Point ABC
Board grant to support supplies, training, and
equipment for the Sheriff's Office DWI education
program.

BUDGET AMENDMENT: CORN GROWERS ASSOCIATION GRANT
AWARD
Background:
This item requests Board approval to amend the FY27
General Fund budget to appropriate $5,000 in grant funds
awarded to Cooperative Extension by the Corn Growers
Association of North Carolina in FY26. The funds were not
expended before the close of FY26 and remain available for
the grant-funded project, which must be completed by
December 31, 2027.
The grant supports a Cooperative Extension project focused
on improving the quality and market readiness of locally
produced feed corn through on-farm demonstrations and
producer education.
Three cooperating farms will host demonstration plots
comparing corn hybrids and management practices.
Following harvest, corn samples will be evaluated for factors
including grain moisture and test weight to help identify
varieties and practices that perform well for feed use. Project
results will be shared through a producer workshop and
educational materials for farmers, feed buyers, and Extension
educators.
The project is intended to help local producers improve corn
production, post-harvest handling, storage quality, and
marketing practices while strengthening connections between
Guilford County growers and feed buyers.
Approval of this amendment will appropriate the remaining
$5,000 grant balance in FY27 so Cooperative Extension can
complete the project within the grant period.

appropriation to Cooperative Extension by $5,000 with

BUDGET AMENDMENT FOR GRANT AWARD: BOB BARKER
FOUNDATION GRANT FUNDS
Background:
On January 30, 2026, the Guilford County Sheriff’s Office
received approval to apply for a $25,000 grant from the Bob
Barker Foundation. Established in 2009, the Foundation
supports programs designed to reduce recidivism and help
incarcerated individuals successfully transition back into the
community.
On August 21, 2026, the Foundation awarded the Sheriff’s
Office $18,375. The funds have been received and
deposited with the Guilford County Finance Department as of
9/2/2026.
The requested budget amendment will appropriate the
$18,375 award as follows:

Food and Pantry Items: $5,000
•
Emergency Lodging: $8,375
•
Professional Services: $5,000
These funds will support the Sheriff’s Office’s Reentry
Services programming during FY27.

BUDGET AMENDMENT: PARKS AND RECREATION NEW INITIATIVE
GRANT 2026
Background:
The 2026 New Initiative Grants were awarded by the North
Carolina Recreation and Park Association (NCRPA) to the
top ten new initiative submissions throughout the state.
Guilford County Parks & Recreation was awarded the
maximum $1,500.00 grant to be put toward the Public-Private
Partnership developed to help address the Food Desert
issues in the northeastern part of Guilford County. This
project is in partnership with Parks, Cooperative Extension,
and local farmers to establish a committee to help guide the
PPP. The farmers will then operate a Guilford County Farm
Greenhouse located on the border of Gibsonville and Elon,
and in return, will support the local community with donations
and sales of plants and produce. They will also provide free
education classes to address the lack of fresh food,
knowledge of how to grow, and assist with other helpful
resources for the community. The grant funds will help
support the project through the purchase of growing and
gardening supplies, marketing materials, and distribution
supplies.
There are more than 20 federally classified low-income,
low-access food areas, called food deserts, in Guilford
County alone. Our audience is focused on the areas in
Gibsonville and its surrounding rural communities of Eastern
McLeansville, Whitsett, and Osceola. With a total population
of around 10,000 residents across 7 square miles, we feel
this project will have a direct impact on its residents. Our goal
is to reach 100 families within the first implementation of the
project. We also intend for the project to help educate others
more fortunate on the concept of food deserts, food
insecurity within their communities, and how to support similar
community initiatives.
This project stabilizes access to farm-fresh foods, bolsters
the local economy for farmers, educates those on additional
ways to help themselves, and opens a wider conversation on

eliminating local food deserts.
We have the land, facility, and opportunity to make a
difference in our community and this grant could be the
catalyst to bring about great impact and change.

increase the appropriation to Parks and Recreation by $1500
with $1500 in Other Revenue.

GUILFORD COUNTY HEALTH AND HUMAN SERVICES DEPARTMENT OF PUBLIC HEALTH - CONSOLIDATED AGREEMENT
BUDGET ALIGNMENT $183,614
Background:
The North Carolina Department of Health and Human
Services (NCDHHS), Division of Public Health, works with
local health departments to administer state and federal
funding and establish requirements for public health
programs and services. Funding and program requirements
are communicated through the State Consolidated
Agreement and individual Agreement Addenda (AAs).
An Agreement Addendum establishes the specific funding,
scope of work, service requirements, and other conditions
associated with an individual public health activity. By
accepting these funds, the Guilford County Health and
Human Services Agency - Department of Public Health is
responsible for providing or assuring the services identified in
the applicable Agreement Addenda.
Because final Agreement Addenda and funding revisions are
received from NCDHHS at different times throughout the
year, the County develops its annual Department of Public
Health budget using prior-year Agreement Addenda,
preliminary allocations, and other funding communications
received from the State. Additionally, some Agreement
Addenda have service or funding periods that do not align
directly with the County’s July 1 through June 30 fiscal year.
Once final Agreement Addenda and funding allocations are
available, HHS - DPH and Budget staff perform an annual
reconciliation to align the County’s budget with the final State
awards. For FY2026-27, this reconciliation results in a net
increase of $183,614 in Federal/State revenue and
Department of Public Health appropriations compared with
the amounts included in the adopted budget.

BUDGET AMENDMENT: CAMP HOPE AMERICA GRANT FOR FISCAL
YEAR 2027
Background:
The Guilford County Family Justice Center (FJC) has been
awarded a grant for $50,000 from the Alliance for HOPE
International for our local Camp HOPE program.
Camp HOPE America, a program of Alliance for HOPE
International (Alliance), is the first and largest evidence-based
camping and mentoring program in the United States focused
solely on children impacted by domestic violence, sexual
assault, and child abuse. Camp HOPE America began in
California and has 52 established partners nationwide.
Thanks to a generous grant to the national organization from
Carolina Complete Health (formerly WellCare), Family
Justice Centers and Camp HOPE programs in North Carolina
were invited to apply for funding.
Guilford County’s Camp HOPE program was the first in North
Carolina. Since our inception in 2017, we have provided
pathways to hope and healing for 589 youth and 405 families
impacted by domestic violence and child abuse. With over
50% of youth participating for at least 3 years, youth are
experiencing an ongoing community of support as they heal
from trauma and discover pathways to their future goals. Over
25,000 hours of mentoring and wrap-around support have
been provided by 140 young adult volunteers, and 115
professional support staff. In addition to a transformational
week of overnight summer camp where children experience
intentional, supportive community and build confidence
through challenge-by-choice activities, participants
experience ongoing relationships with their peers and
volunteer mentors through year-round group activities.
Families consistently report that their child has grown
significantly in confidence, self-esteem, social skills, empathy
for others, goal-setting, and emotional regulation as a result
of their participation in Camp HOPE. Children and families
also frequently share that Camp HOPE is a reliable source of
comfort, peace, and joy for them. Our dedicated team of

volunteers and experienced professionals makes our Camp
HOPE community a safe, loving environment for youth and
their families. In 2026, Guilford County hosted the largest
overnight camp with nearly 90 campers, and three (3) former
campers serving in leadership for the first time as camp
counselors. As our program continues to grow, we are
committed to supporting the unique needs of youth and
families who are healing from family violence, providing a
safe place for them to heal, connect, and grow.
The funding is not restricted to current year expenses, so
these funds can be utilized to support Camp Hope in Fiscal
Year 2027.
Requested Action:
Approve receipt of the Camp Hope America Grant and
amend the General Fund budget ordinance to increase the
appropriation to the Family Justice Center by $50,000, with
$50,000 in Other Revenue.

INTERLOCAL AGREEMENT WITH THE CITY OF GREENSBORO ON
800MHZ RADIO SYSTEM - AMENDMENT 17
Background:
Guilford County and the City of Greensboro have shared
ownership of the 800 MHz trunked public safety radio system
from inception in 1995. Over the past decade, the system
has undergone a number of system upgrades and
enhancements. Additionally, the City of Greensboro has
served as the maintenance contractor for the system since its
inception. This has been handled through a series of
amendments to the original contract 36460-04/95-211, and is
currently operating under Amendment #16 approved by the
Board of Commissioners on July 17, 2025.
This amendment established a mechanism for shared
revenue and expenses on the jointly owned towers at Triad
Park, Hagan Stone Park, Northeast Park, and Dusty Lane.
Cellular companies are interested in leases on these towers
that can be used to offset the operating costs of the towers,
and as shared owners of these assets, the revenues and
expenses should be equally shared.
Additionally, the City of Greensboro Technical Services
Division serves as the system maintenance contractor. They
have identified a need to add three additional PCTEL
SeeHawk devices which provide spectrum monitoring,
interference location estimation, and uplink testing for the
integrity of the radio system. The total cost of the three
devices is anticipated to be less than $100,000 and the
County’s share would be 50%.
For FY27, there would be no additional maintenance
expense, however in future years, adding the three additional
devices will likely increase the annual maintenance to
$42,000 for all nine devices, and the County would be
responsible for 50% or $21,000.

LEASE AGREEMENT RENEWAL FOR ANTENNA SPACE AT 5501
CENTERFIELD ROAD, SUMMERFIELD, NC WITH T-MOBILE SOUTH
LLC
Background:
Guilford County currently leases antenna and ground space
at the County-owned communications tower located at 5501
Centerfield Road in Summerfield to T-Mobile South LLC for
telecommunications equipment. The leased area includes
antenna space at the 260-foot level of the tower,
approximately 157 square feet of ground space, and
associated access, lines, cables, fixtures, and equipment.
The proposed lease agreement would continue T-Mobile’s
use of the site for an additional five-year term beginning
November 15, 2026, and ending November 14, 2031. Annual
revenue from the lease is $64,306.12.
Under the proposed agreement, T-Mobile will pay annual rent
to Guilford County for use of the tower and ground space.
The lease provides for annual rental payments and continued
operation and maintenance of T-Mobile’s communications
equipment at the site.
Requested Action:
Approve, in substantial form, the lease agreement with
T-Mobile South LLC for antenna and ground space at 5501
Centerfield Road, Summerfield, NC, and authorize staff to
take all reasonable actions necessary to finalize and execute
the agreement.

AWARD CONSTRUCTION CONTRACT FOR HIGH POINT DETENTION
CENTER HVAC RENOVATIONS TO PIEDMONT SERVICE GROUP
Background:
The HVAC equipment at the High Point Detention Center has
reached the end of its service life. Staff have engaged a
mechanical engineering firm, R.C. Pritchard Engineering
Services, to design replacements for the equipment and
assemble a bid package to solicit pricing.
Originally the project was bid on June 2, 2026 with bids due
on July 9, 2026. Due to legislative changes this bid was
canceled and the project was rebid. The rebid was
advertised on August 11, 2026 and bids were received on
September 3, 2026.Two bids were received and opened.
Because this was a rebid, there was no statutory requirement
for a minimum number of bids.
The bids are listed below:

The proposals were evaluated for completeness by the
Engineer, R.C. Pritchard Engineering Services and County
Purchasing Staff. Per their review, all bids were deemed

It is recommended to award the construction contract to
Piedmont Service Group for the Air Handling Unit
Renovations at the High Point Detention Center project for
$1,273,517. Funding for this project ( Law Enforcement
Facilities and Renovations) was adopted with the FY2027
budget.

AWARD CONSTRUCTION CONTRACT TO H.M. KERN CORP. FOR
HIGH POINT DETENTION CENTER ELEVATOR MODERNIZATION
Background:
The High Point Detention Center has three elevators that
serve staff by transporting inmates, supplies, food, and other
items to the facility's various floors. These elevators are at
the end of their life and frequently break down, requiring
emergency or after-hours response. It is not unusual for one
elevator to be out of service at any given time, and frequently
two elevators may be out of service due to mechanical
failure. A full elevator modernization is required to bring them
into compliance with current elevator codes and replace worn
equipment to restore reliability.
Staff engaged RND Architects to provide a design to
modernize the elevators. RND created a bid package that
was sent out by the County Purchasing Department as Bid
20288 - Elevator Modernization for the High Point Detention
Center on February 17, 2026. The bid opening was
scheduled for March 12, 2026. Due to changes from the
State legislature, the package was amended and rebid as bid
20330 on August 18, 2026, with bids received on September
10, 2026. One bid was received, from HM Kern Corporation
in the amount of $1,718,037.00. Since this was a re-bid
there was no statutory requirement for a minimum number of
bids.
The proposal was evaluated for completeness by RND
Architects and County staff. Per their review, the bid was
deemed responsive. HM Kern Corporation provided an
acceptable construction proposal for the project, and staff
recommends awarding the contract to HM Kern Corporation
for the modernization. Funding for this project (County
Elevator Replacement) was adopted with the FY2027
budget.
Requested Action:
Guilford County
Approve a Construction Contract with HM Kern Corporation,
in substantial form, in the amount of $1,718,037.00 to be
effective for one year from the County's notice to proceed.

LEASE AMENDMENT FOR OFFICE SPACE AT 3309 BURLINGTON
ROAD, GREENSBORO, NC WITH THE USDA
Background:
The United States of America, specifically the United States
Department of Agriculture (USDA), and Guilford County
currently have a lease agreement for 2,322 square feet of
office space at the County-owned property located at 3309
Burlington Road, Greensboro, NC, commonly referred to as
the Agricultural Extension Center. This lease was first put in
place in 1975 and has subsequently been amended to
extend it as it expires. The space is used by the USDA Farm
Service Agency.
Through negotiations with the USDA, a five-year lease
extension through January 31, 2032, at an annual rental rate
of $62,694, or $27.00 per square foot, is recommended. The
annual rent includes $41,796 in shell rent and $20,898 in
operating costs. The new rental rate will become effective
February 1, 2027. All other terms and conditions of the lease
will remain in effect.
Requested Action:
Approve, in substantial form, Lease Amendment No. 6 for the
rental of 2,322 square feet of office space at 3309 Burlington
Road, Greensboro, NC, with the United States Department of
Agriculture (USDA), extending the lease term through January
31, 2032, at an annual rental rate of $62,694, and authorize
staff to take all reasonable actions necessary to finalize and
execute said lease amendment.

LEASE AGREEMENT FOR OFFICE SPACE FOR NCDPS JUVENILE
JUSTICE OPERATIONS IN HIGH POINT
Background:
The North Carolina Department of Public Safety (NCDPS),
Juvenile Justice Division, currently occupies County-owned
office space in High Point for court-related and community
supervision functions. This space supports essential Juvenile
Justice operations including intake, case management, court
coordination, and administrative services.
NCDPS has requested renewal of this $1 lease to continue
use of the County-owned facilities. The proposed renewal
agreement would allow continued occupancy and operation at
the High Point location under updated State PO-28 lease
terms.
The High Point location is at 505 East Green Drive and has
an existing PO-28 Non-Advertised State lease, which the
State requires to be updated and re-approved through the
Board of Commissioners to ensure compliance with current
State leasing standards and formatting.
The updated agreement does not alter the fundamental use
of the space and does not require any additional County
funding.
Requested Action:
Approve, in substantial form, the lease agreement for
NCDPS Juvenile Justice operations at 505 East Green Drive
in High Point, and authorize staff to take all reasonable
actions necessary to finalize and execute the agreement with
the North Carolina Department of Public Safety.

AUTHORIZING EXECUTION OF AN INTERLOCAL AGREEMENT
AMONG GUILFORD COUNTY, THE CITY OF GREENSBORO, AND THE
CITY OF HIGH POINT FOR MANAGEMENT OF THE BICENTENNIAL
GREENWAY
Background:
The Bicentennial Greenway was conceived by the Guilford
County Board of Commissioners in 1987 to commemorate
North Carolina’s bicentennial and connect Guilford County’s
two largest cities. Following voter approval of a $12 million
Parks and Recreation Facilities Bond in 1988, construction
began in 1989, with the final segment completed by Guilford
County in 2013. The approximately 14.5-mile greenway now
serves as an important regional transportation, recreation,
and quality-of-life asset.
Because the greenway crosses multiple jurisdictions and
includes property interests held by Guilford County, the City
of Greensboro, and the City of High Point, its long-term
completion, management, and maintenance require
coordinated regional action. Guilford County currently
addresses maintenance needs using available resources;
however, additional funding and a coordinated management
structure are needed to ensure the continued operation and
future development of the trail system. This partnership will
assist in creating opportunities to leverage shared resources
and strengthen the jurisdictions’ ability to pursue federal,
state, and other grant funding.
Representatives and elected officials from Guilford County,
the City of Greensboro, and the City of High Point have
participated in coordinating the development of this Interlocal
Agreement. This collaborative effort reflects a shared
commitment to establishing a sustainable, coordinated
approach to the future management, maintenance, and
development of the Bicentennial Greenway.
The proposed Interlocal Agreement aligns with the Guilford
County Parks, Trails, and Open Space Comprehensive
Master Planning strategy of leveraging regional partnerships

to address shared community priorities. The agreement
establishes a framework for the three jurisdictions to work
collaboratively on the management and stewardship of the
Bicentennial Greenway.
Requested Action:
Approve the Interlocal Agreement with the City of
Greensboro, and the City of High Point in substantial form
and authorize the County Manager to take all necessary
action to execute the agreement for an initial term of three (3)
years.

No budget impact to this Interlocal Agreement between the

AUTHORIZE NCDOT RIGHT-OF-WAY AND EASEMENTS FOR HUFFINE
MILL ROAD BRIDGE REPLACEMENT PROJECT
Background:
The North Carolina Department of Transportation is
completing Project BR-0077 for the replacement of Bridge
131 on Huffine Mill Road over Wendover Avenue in
Greensboro.
As part of the project, NCDOT requires the acquisition of
right of way and associated easements across two County
owned properties. The impacted parcels are identified as
Parcel No. BR-0077 009 and Parcel No. BR-0077 010.
For Parcel BR-0077 009, NCDOT has offered just
compensation in the amount of $69,175.00. This includes
compensation for right of way, permanent easements, and
improvements. The acquisition includes approximately 0.162
acres of right of way and approximately 0.218 acres for a
permanent utility easement.
For Parcel BR-0077 010, NCDOT has offered just
compensation in the amount of $131,000.00. This includes
compensation for right of way, permanent easements,
temporary easement, and related property interests. The
acquisition includes approximately 0.162 acres of right of
way, approximately 0.042 acres for a temporary construction
easement, approximately 0.257 acres for a drainage/utility
easement, and approximately 0.909 acres for a permanent
utility easement.
Approval of this item will authorize the County to convey the
required right of way and easement interests to NCDOT for
completion of the bridge replacement project.
In advance of the conveyances, NCDOT has requested that
Guilford County execute an Agreement for Entry. The
Agreement would authorize NCDOT, its contractors, agents,
utility companies and other authorized parties to enter the
affected County-owned property and proceed with

construction activities, utility relocations and related project
work associated with Project BR-0077. The Agreement also
provides for certain entry and utility rights necessary for Duke

project-related work to proceed in advance of completion of
the permanent property conveyance process.
Requested Action:
Approve the resolution authorizing the conveyance of
right-of-way, permanent utility easements, drainage/utility
easements, and temporary construction easement interests
to the North Carolina Department of Transportation for
Project BR-0077, replacement of Bridge 131 on Huffine Mill
Road over Wendover Avenue in Greensboro, and authorize
the County Manager to execute any documents necessary to
complete the transactions.

SANITARY SEWER EASEMENT AND TEMPORARY CONSTRUCTION
EASEMENT FOR THE GARDENIA WALK DEVELOPMENT
Background:
Gardenia GSO, LLC is requesting easements across
Guilford County-owned property located at 1812 ZZ Andrews
Farm Road, Greensboro, NC, to provide sanitary sewer
service to property located at 1340 and 1360 Village Road
for the proposed Gardenia Walk development.
The agreement would grant Gardenia GSO, LLC a perpetual,
non-exclusive sanitary sewer easement over approximately
0.10 acres of the County property for the construction,
installation, operation, maintenance, repair and replacement
of the sanitary sewer line and related facilities. The
agreement would also grant a temporary, non-exclusive
construction easement over approximately 0.67 acres for
access and construction activities. The temporary
construction easement will terminate when the sewer line is
installed and operational, but no later than five years after the
agreement is recorded.
Gardenia GSO, LLC will be responsible for repairing any
damage to the County property and restoring the affected
area following construction, maintenance or repair work.
County Parks staff reviewed the proposed easements and
did not identify any anticipated conflict with the potential future
trail or greenway corridor in this area.
Requested Action:
Approve, in substantial form, a Sanitary Sewer Easement
Agreement granting Gardenia GSO, LLC a perpetual,
non-exclusive sanitary sewer easement over approximately
0.10 acres and a temporary, non-exclusive construction
easement over approximately 0.67 acres of Guilford

PURCHASE OF PROPERTY AT 3069 COUNTY FARM ROAD,
GIBSONVILLE, NC FOR SHERIFF’S OFFICE SHOOTING RANGE
ACCESS
Background:
Guilford County operates a Sheriff’s Office shooting range at
3069 County Farm Road in Gibsonville. As part of ongoing
review of the property and access serving the facility, County
staff identified an opportunity to acquire a small adjoining
portion of property that includes the existing entrance area,
driveway, and fencing used for access to the shooting range.
County staff have negotiated with the property owner for the
purchase of approximately 3,523 square feet of property
located along the southern portion of Guilford County Tax
Parcel ID 100389, PIN 8836-66-2417. Acquisition of this
area would provide the County with ownership and long-term
control of the access serving the shooting range. Funding for
this project is associated with GCSO Shooting Range Fence
capital project that was adopted in FY25. There is a balance
of $17,000 remaining in the project to support the purchase
of this property.
Requested Action:
Approve the purchase of approximately 3,523 square feet of
property located at 3069 County Farm Road, Gibsonville, NC,
from Cynthia S. Ingle for $4,862.00, and authorize the County
Manager or designee to execute all necessary documents to
complete the acquisition.

APPROVE FY27 EMERGENCY SERVICES VEHICLE REPLACEMENT
PLAN PURCHASE TO INCLUDE THREE (3) AMBULANCE CHASSIS,
ONE (1) ES MECHANIC VEHICLE, AND ONE (1) CHASSIS FOR
RESCUE UNIT
Background:
The County Vehicle Replacement Plan implemented by
Board action on June 25, 2026, included provisions of
$1,665,000 to support the FY27 Emergency Services
Vehicle Replacement Plan. This plan included the purchase
of three (3) chassis as replacement chassis for current
Emergency Services ambulance units with over 300,000
miles, one (1) ES Mechanic’s support vehicle and one (1)
chassis for remount of County Rescue apparatus.
A thorough review of the current fleet and condition of
vehicles resulted in the department requesting to purchase
two (2) new complete ambulance units and remounting one
(1) of the existing transport ambulance (remount expense and
new ambulance boxes will be separately listed for BOC
approval at a future date). The timeline for these new
ambulance boxes and remounts will be greater than one (1)
year, and all existing units will have well in excess of 325,000
miles by the time these units are placed in service.
Current fleet review highlighted the critical need for
replacement of one complete mechanic’s vehicle, used for
roadside assistance and towing of ES assets. This vehicle
will arrive complete with a utility box to house critical tools and
supplies for addressing department needs. Similarly, the
replacement of the current Rescue Unit was identified as
greatest departmental need and was included in the FY27
Emergency Services Vehicle Replacement Plan. The
chassis purchase in combination with remount cost to be
separately listed for BOC approval at a future date, replaces
the existing unit which currently has approximately 350,000
miles. The timeline for receiving a completed unit is well over
a year and the current unit will likely exceed 400,000 miles
prior to completion of the replacement unit.

This $396,839 purchase is for three (3) Ford F550, 4WD,
supercab chassis, one (1) F550 regular cab chassis, and one
(1) F750 crew cab commercial chassis. These vehicles will
be purchased from Piedmont Truck Center (412 S. Regional
Rd. Greensboro, NC 27409) under NC State Term Contract
#2510A at an individual cost of $66,665.10 each for the
F550s, $105,642.70 for the Support Vehicle and $91,201 for
the Rescue Unit chassis.
Requested Action:
Approve the purchase of three (3) Ford F550 cab/chassis,
one (1) Ford F550 support vehicle, and one (1) F750
cab/chassis without competitive bidding, as authorized by the
state contract exemptions G.S. 143-129(e)(9), under NC

RESOLUTION OF SUPPORT REGARDING THE PROPOSED
CONSTRUCTION OF A NEW AIRFIELD EQUIPMENT STORAGE
FACILITY AT PIEDMONT TRIAD INTERNATIONAL AIRPORT
Background:
The Piedmont Triad Airport Authority proposes to build a
consolidated Airfield Equipment Storage Facility at Piedmont
Triad International Airport. The facility would be on an
approximately 9.3-acre site that would include:
- Three (3) tension fabric structures totaling approximately
44,000 square feet to house reserve Aircraft Rescue and
Firefighting (ARFF) apparatus and equipment, airfield
maintenance equipment and landscaping equipment;
- A covered salt storage facility to support winter snow and
ice control operations;
- An equipment fueling station with two (2) 12,000-gallon
aboveground storage tanks, one for diesel and one for
gasoline, with secondary containment; and
- Associated pavement, drainage, lighting, utilities and
security fencing.
The purpose of the facility is to provide a secure,
weather-protected, centralized storage and support facilities
for its ARFF, airfield maintenance and snow removal
equipment. This would allow the airport to maintain
operational readiness, meet its obligations under 14 CFR
Part 139 and preserve the condition and service life of
airport-owned equipment. The facility would protect the
airport's investment in equipment, improve response times
for snow removal and airfield maintenance, and improve
environmental protection for material storage.
The NC Department of Transportation has committed more
than $250,000 to the project, requiring a resolution of support
from the Board of Commissioners. This project will not
constitute a debt of the County, does not require a tax levy or
pledge of the faith and credit of the county and will not affect
the County's debt ratios or legal debt limit.

PROPERTY TAX REFUND FOR PRIVATE FAMILY CEMETERY FOR
TAX YEARS 2021 THROUGH 2025
Background:
Per North Carolina General Statute § 105-381 a request for
refund must be acted upon by Board of Commissioners
within ninety (90) days of receipt.
On August 25, 2026, a refund request was properly
submitted to the Clerk of the Board for a property tax refund
owed to Green Family Memorial Gardens, due to the
imposition of property taxes between 2021 through 2025.
The subject property, Green Family Memorial Gardens is a
private family cemetery, at 8017 Old Reidsville Road, Browns
Summit, NC 27214 (REID/Parcel ID 114408), owned by
Green Family Memorial Gardens, a North Carolina Non-Profit
Corporation.
N.C.G.S. § 105-278.2 was substantially revised by legislation
enacted in 2021 and effective July 1, 2022, and was
amended again effective July 2, 2026. The statute provides
that real property set apart for human burial purposes that is
not held for sale, rental, or the sale of burial rights is fully
exempt from property taxation. No exemption application is
required for such property, and a local government may not
deny the exemption because the taxpayer lacks a survey or
plat detailing the exempt property.
The property owner submitted an application for exemption
on April 17, 2026. Upon receipt of the application and
additional information provided by the property owner, the
Tax Department was made aware of the private nature of the
cemetery and confirmed that the parcel qualifies for
exemption from property taxation. This finding was
transmitted to the property owner via letter on May 22, 2026
and the property was thereby exempted for the 2026 tax
year.
The property is eligible for a refund for each year between
2021 and 2025 that the taxes were paid. The total refund

REIMBURSEMENT RESOLUTION FOR TAX-EXEMPT FINANCING FOR
CERTAIN CAPITAL EXPENDITURES
Background:
This action seeks approval of reimbursement resolutions,
which are routinely used as part of the County’s capital
financing process to preserve the ability to reimburse eligible
expenditures incurred before long-term financing is
completed. Federal tax rules (Treasury Regulation § 1.150-2)
require the County to formally declare an intent to reimburse
costs, or the county permanently forfeits the ability to fund
these initial expenses with tax-exempt bonds. Generally,
reimbursement allocation must occur within 18 months after
the later of the expenditure or placement in
service/abandonment, but no later than three years after the
expenditure, subject to exceptions. Approval of the
reimbursement resolution does not itself issue debt. Rather,
it preserves the County’s ability, consistent with federal tax
requirements, to reimburse eligible project expenditures from
future financing proceeds if and when the financing is
completed. Debt issuances will be planned over the next five
years based on actual spending.
This action sets up a reimbursement resolution for $57.4
million for Guilford Technical Community College (GTCC)
capital projects, to support Aviation Building Two, High Point
Health Sciences Building, High Point Skilled Trades Center,
BioProcess Manufacturing Technology Renovation, and the
Center for Advanced Manufacturing Renovation. These
projects will support economic development growth in
aviation, advanced manufacturing, and bioscience.
The Board approved $65 million for county capital
improvements with the FY2027 budget. A separate
reimbursement resolution, presented concurrently with this
item, will support expenditures including Law Enforcement
Facilities and Renovations, Parks Facilities and Renovations,
Elevator Replacement, Courthouse Renovations, and County
Facilities and Renovations.

PUBLIC HEARING: CONSIDER THE ADOPTION OF A PROPOSED
180-DAY MORATORIUM ON DEVELOPMENT APPROVALS FOR NEW
OR EXPANDED DATA CENTER, WITH POTENTIAL EXEMPTIONS
Background:
Pursuant to N.C. Gen. Stat. §§ 160D-107 and 160D-601, the
Guilford County Board of Commissioners will conduct a
legislative hearing to receive public comment and consider
adoption of an ordinance imposing a temporary 180-day
moratorium on development approvals for new data centers,
including the acceptance, processing, and approval of
applications for such facilities within Guilford County’s
planning jurisdiction.
The proposed moratorium is intended to provide the County
sufficient time to evaluate the potential impacts of data center
development and determine whether additional zoning
standards, mitigation measures, or review procedures are
appropriate. The County’s review is anticipated to include
consideration of impacts on utility and infrastructure capacity,
environmental resources, public health, surrounding land
uses, and other community considerations associated with
data center facilities.
During the moratorium period, County staff would evaluate
existing regulations and develop recommendations
consistent with the Guiding Guilford Moving Forward
Together Comprehensive Plan. This work is anticipated to
include:

health, and community impacts associated with data center
development;

reviewing data center regulations and regulatory
approaches adopted or under consideration by other
jurisdictions;

identifying appropriate amendments to the Guilford County
Zoning Ordinance and provisions for incorporation into the
Guilford County Moving Forward Together Comprehensive

engaging relevant stakeholders; and
·
preparing recommended ordinance amendments or other
regulatory measures for consideration by the Board of
Commissioners.
If adopted, the proposed moratorium would expire no later
than April 12, 2027, or upon adoption of applicable zoning
ordinance text amendments, whichever occurs first. The
moratorium would apply within the unincorporated areas of
Guilford County and any additional areas that become subject
to Guilford County land use and zoning jurisdiction during the
moratorium period.
The proposed moratorium would not apply to data
processing equipment, server rooms, or similar facilities that
are incidental and subordinate to an otherwise permitted
principal use and are intended solely to support the on-site
operations of that use, provided all other applicable
provisions of the County’s development regulations are
satisfied. Examples may include facilities supporting
hospitals, medical facilities, financial institutions, offices,
educational institutions, or similar uses, so long as data
processing is not the principal use of the property or offered
primarily as a service to off-site users.
Projects exempt from development moratoria pursuant to
N.C. Gen. Stat. § 160D-107(c) would also be excluded as
required by law.
The purpose of the legislative hearing is to solicit public
comment on the proposed moratorium. Following the
hearing, the Board may consider revisions to the advertised
proposal based on public comment, Board discussion, and
deliberation.

Ordinance establishing a 180-day moratorium on the
acceptance and processing of development applications for

PUBLIC HEARING: LEASE WITH OPTION TO PURCHASE OFFICE
SPACE AT 2400 FREEMAN MILL ROAD, GREENSBORO
Background:
Guilford County has been evaluating options for additional
long-term office space to support County and related
governmental operations. As part of that effort, staff identified
the property located at 2400 Freeman Mill Road in
Greensboro as a potential location.
The property consists of approximately 36,939 square feet of
office space. Staff has been negotiating a proposed lease
pursuant to N.C.G.S. § 160A-20. The anticipated initial lease
term is approximately five years, with one five-year renewal
option. Base rent is expected to be approximately $19.00 per
square foot, subject to annual increases and other negotiated
terms. The proposed lease also provides the County with an
option to acquire the property for $7.5 million in 2030.
Because the proposed transaction is being considered
pursuant to N.C.G.S. § 160A-20 and may include provisions
related to the future acquisition or financing of the property,
the County advertised and scheduled a public hearing for
October 15, 2026, to receive public comment regarding the
proposed lease and potential acquisition.
Following the public hearing, the Board may consider
authorizing the submission of the proposed lease and related
documentation to the North Carolina Local Government
Commission (LGC) for review and approval as required by
Article 8 of Chapter 159 of the North Carolina General
Statutes.
Pursuant to NC General Statutes the county's intent to hold a
public hearing and enter into a lease has been duly noticed
on the County's website as of September 11, 2026 as
amended and has been published in the Greensboro News
and Record on October 1, 2026.

CAPITAL BUDGET: YEAR-END CLEANUP AND ALLOCATIONS OF
FUNDING
Background:
As an annual part of the year-end close process, staff
evaluate if capital projects can be closed or reallocated to
best address capital needs, align with proper accounting
standards, and address other emerging needs.
This agenda item seeks to:
(1) close identified capital projects that have been
completed. Staff evaluated current project ordinances and
identified projects that can be closed due to the completion
of the project, receipt of all final invoices, and coordination
with Finance to ensure financial reporting is complete. These
final accounts are often the balance of any unspent funds on
the project. After final accounting, $1,680,719 is available for
re-appropriation including $1,108,491 in bond proceeds, and
$572,228 in pay-go.
(2) Staff recommends appropriating $572,228 in savings to a
Small Area Plan project. Small Area plans help the County
proactively guide growth by creating a shared, place-specific
framework for future land use, infrastructure, and
development decisions rather than addressing each proposal
in isolation. Upcoming area plans include the Liberty
Road/Woody Hill small area plan.
(3) The Board previously authorized $1.25 million to address
server room capital renovations. This action changes the
name of that project from "FY26 Truist Building Repairs" to
"County Technology Facility Infrastructure and Server Room".
(4) Allocate $256,396 in bond proceeds savings to complete
the Juvenile Detention Facility Security Enhancements
project (Scheduled to come before the Board at its
November 2026 Meeting).
(5) Allocate $852,095 in bond proceeds savings to a Priority

Deferred Capital for County capital projects.
(6) Appropriate $2,540,237 in bond proceeds previously
reserved for Probation and Parole to a new project titled
Probation and Parole Upfit and Renovations to facilitate the
upfit of future space for probation and parole.
Requested Action:
Authorize staff to take any and all necessary actions to
amend the County Building Construction Fund budget and
project ordinances associated with the project readjustments
or adopt necessary project ordinances.

APPROVAL OF UPDATED ECONOMIC DEVELOPMENT INCENTIVE
GRANT REGULATION
Background:
Guilford County’s Economic Development Incentive Grant
Regulation provides the policy framework for evaluating and
administering requests for County financial participation in
eligible economic development projects. This regulation is
designed to support initiatives that align with the County’s
strategic plan and economic development priorities,
strengthen the local tax base, encourage the creation and
retention of high-quality jobs and capital investment, and
ensure a consistent and transparent process for reviewing
incentive requests.
Staff have reviewed the existing guidelines, identified areas
for improvement, and previously presented proposed
updates during a Board of County Commissioners work
session on August 6, 2026. The revisions reflect input from
the Board of County Commissioners and economic
development partner organizations, clarify and modernize
eligibility criteria, strengthen project performance
requirements, and update the processes related to approval,
contracting, monitoring, payment, and claw back provisions
for incentive grants. The updates also reinforce the
expectation that County-supported projects deliver
measurable public benefit and include appropriate
accountability for the use of public funds.
Requested Action:
Approve and adopt the updated Economic Development
Incentive Grant Regulation.
